Thirty-three states have “shall-issue” laws that require law enforcement authorities to issue permits to carry concealed weapons to any qualified applicant who requests one—that is, to adults with no documented record of significant criminality or mental illness. A spirited academic debate has emerged over whether these laws are helpful or harmful. While it is fairly easy to list the possible consequences of the passage of these laws, it has not been easy to come to agreement about which effects dominate in practice. Research on information behavior rarely focuses on leisure realms while favoring scholarly and professional contexts as subjects. Such is the case despite compelling evidence of the desirability and profundity of leisure in human life. This article introduces one popular form of leisure, hobbies, a potentially provocative topic for ISB scholarship. To facilitate research on information within hobbies, the article discusses two conceptual devices. Serious leisure (Stebbins, 1982) describes essential characteristics of leisure, establishes that some types are information-rich, and provides a framework to study leisure systematically. The collectivist theory of domain analysis (Hjørland and Albrechtsen, 1995) orients research to the …

Scottish Devolution: Identity And Impact And The Case Of Community Care For The Elderly, Gordon Marnoch

This article examines the emergent identity and impact of devolution in Scotland. Using the case of community care for the elderly, a model is set out for capturing the different interpretive perspectives evident in relation to a particular policy area in 1999–2001. The political story of the ‘free personal care’ issue, in which the Scottish Executive were unexpectedly forced into adopting a markedly different policy from the rest of the UK, is examined in some detail. Setting the episode in a broader context, four discursive thematics are identified in relation to the policy case. A model is demonstrated for examining …

Consensus, Legitimacy, And The Exercise Of Judgement In Political Deliberation, Cillian Mcbride

Deliberative Democrats have been criticised for promoting an overly consensual style of politics. Agonistic democrats argue that this is because they allow justice to displace ‘the political’ while others make the opposite charge: deliberative democrats pay insufficient attention to justice and the confrontational style of politics which may be necessary to secure social justice. I argue that the deliberative model aims at strengthening democratic legitimacy, not at producing consensus and that it is centrally concerned with stimulating the exercise of citizens’ capacity for judgement. O artigo discute, em meio a conceitos de pós-modernidade, as semelhanças na destruição de dois marcos da arquitetura moderna: o conjunto residencial Pruitt-Igoe (PI) e o World Trade Center (WTC). Argumenta que a destruição, tanto do PI como do WTC, deveu-se não apenas à questão física (no PI, uma destruição planejada pela sociedade, e no WTC, uma destruição por ela não planejada); pelo contrário, a queda de ambos os edifícios seria uma materialização do fim do pensamento modernista, do qual seriam símbolos. In the histories centers, the most varied media and forms of communication converge (telephony, radio, television, postal service, cinema, theater, schools); they embrace the greatest concentration of socializing places (public and civic spaces); they possess the greatest accumulation of concentrated information (1ibraries, archives, buildings); they have the greatest number of symbolic manifestations (churches, monuments, squares); they contain the most diverse means of transportation (ports, railways, vehicles); and they attract multiple users.

El incremento real de los actos delictivos y la nueva percepción de la población al respecto provocan cambios manifiestos en las urbes latinoamericanas.
