Improving The Performance Of The Global Economy: The Challenges Ahead, Robert C. Shelburne

This paper was presented as the Presidential Address to the International Trade and Finance Association at their annual meeting in Bangkok, Thailand in 2002. The basic theme is that a well-functioning market economic system requires a complex set of accompanying institutuions. A global economic system requires some institutions of global scope, and domestic institutions appropriately adjusted for the international dimension. The failure to appreciate the need for this complementary institutional infrastructure explains to a significant degree the large variation in economic outcomes that countries have experienced from globalization and has reduced the overall economic performance of the world economy. Unilateral Presidential Powers: Significant Executive Orders, 1949-99, Kenneth R. Mayer, Kevin Price

The conventional sense of presidential power remains anchored in Neustadt’s notion of persuasion in a fragmented constitutional system.Here, the authors add to an emerging literature that redirects attention to formal sources of presidential authority. They examine the frequency of executive orders from 1949 to 1999 and offer new evidence that presidents rely on executive orders to effect significant policy change and send strategic signals to other actors in the political system. They contend that executive orders enable presidents to recast the organization and activities of the federal government and, at times, the larger contours ofAmerican politics. The Market Value Of Italian Government Debt, 1970-1996, Riccardo Fiorito, Lorenzo Pecchi, Giorgio Valente

The market value of Italy's outstanding government debt is calculated on a quarterly basis, using information from official sources. Individual series are provided for government bonds (BTPs), Treasury bills (BOTs) and floating-rate notes (CCT) at par and market value. The calculated market-value series are analyzed and compared with the par-value series. The two series share a common trend but differ at the cyclical frequencies. We also compute quarterly time series for the weighted average Macaulay duration of outstanding government debt. Our findings suggest that it may be appropriate to use market values instead of par values for estimating behavioral functions …

Statistical Properties Of Composite Distortions In Hfc Systems And Their Effects On Digital Channels, Ron D. Katznelson

The statistical properties of Composite Triple Beat (CTB) and Composite Second Order (CSO) distortion terms associated with the analog channels carried on Hybrid Fiber Coax (HFC) are presented. Both simulation and measurement results show that such distortion components falling on individual channels have amplitude Probability Density Function that is nearly Rayleigh distributed (having a Standard Deviation of 5.7 dB). It is shown that both CTB and CSO components have peak envelope power fluctuations that exceed their average (measured) power levels by more than 15 dB. Consider a Bertrand model in which each firm may be inactive with a known probability, so the number of active firms is uncertain. This simple model has a mixed-strategy equilibrium in which industry profits are positive and decline with the number of firms, the same features which make the Cournot model attractive. Unlike in a Cournot model with similar incomplete information, Bertrand profits always increase in the probability other firms are inactive. Profits do decline more sharply than in the Cournot model, and the pattern is similar to that found by Bresnahan & Reiss (1991).

A long- term relationship such as marriage will not operate efficiently without sanctions for misconduct, of which adultery is one example. Traditional legal sanctions can be seen as different combinations of various features, differing in who initiates punishment, whether punishment is just a transfer or has real costs, who gets the transfer or pays the costs, whether the penalty is determined ex ante or ex post, whether spousal rights are alienable, and who is punished. Three typical sanctions, criminal penalties for adultery, the tort of alienation of affections, and the self-help remedy of justification are formally modelled. The penalties are …

This article describes important recent developments in normative law and economics, and the difficulties they create for the project of efficiency-based legal reform. After long proceeding without a well articulated moral justification for using economic decision procedures to choose legal rules, scholars have lately begun to devote serious attention to developing a philosophically attractive definition of well-being.
