The use of tax holidays and other financial incentives designed to attract foreign investment is an old development strategy which like a magic pill has substantial negative side effects. There are many factors that influence the flow of investment across borders. Observations On The Aboriginal Remains In Eastern New Jersey: The Notebook Of Charles F. Woolley, 1878-1881, Megan E. Springate
Megan E. Springate
Charles F. Woolley was a school teacher and avocational archaeologist in New Jersey in the late nineteenth century. One of his notebooks, which survives in a local history repository, includes details of his collection, which was largely prehistoric. Information from the notebook was used to identify site locations, and to track down several artifacts that Woolley had donated. I have removed specific site location information from this publicly available version of the conference paper.

No. 43, Bornova/Izmir, Turkey 3500. NIR spectroscopy was used successfully in our laboratory to monitor oxidation levels in vegetable oils. Calibration models were developed to measure PV in both soy and corn oils, using partial least squares (PLS) regression and forward stepwise multiple linear regression, from NIR transmission spectra. PV can be measured successfully in both corn and soy oils using a single calibration. The most successful …

An Anatomy Of The Phillips Curve, Marika Karanassou, Hector Sala, Dennis Snower

The paper examines how the long-run inflation-unemployment tradeoff depends on the degree to which wage-price decisions are backward- versus forward-looking. When economic agents, facing time-contingent, staggered nominal contracts, have a positive rate of time preference, the current wage and price levels depend more heavily on past variables (e.g. past wages and prices) than on future variables. Consequently, the long-run Phillips curve becomes downward-sloping and, indeed, quit flat for plausible parameter values. This paper provides an intuitive account of how this long-run Phillips curve arises.

The work discusses the management of newspapers in Nigerian university libraries with reference to the Library of the Federal University of Technology Owerri. It notes that newspapers are acquired by subscription through a well-established vendor or directly from the publishers. Political, economic, social and intellectual problems hinder the continuous subscription of newspapers. The processing of newspaper involves stamping and recording using standard forms and registers or loose sheets. Such processing requires adequate work surface. Labor disputes are an intriguing feature of the landscape of industrialized economies. Economists have had a long-standing interest in formulating a framework for understanding and analyzing labor disputes. The development of noncooperative bargaining theory provided the tools for a theory of collective bargaining and labor disputes. A general aim of this theoretical development is to inform policy makers of the efficiency and equity effects associated with different labor laws and institutions that govern and shape the collective bargaining process. This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

The structure and use of the classification for books on the Amazon.com website are described and analyzed. The contents of this large website are changing constantly and the access mechanisms have the main purpose of enabling searchers to find books for purchase. This includes finding books the searcher knows about at the start of the research, as well as those that might present themselves in the course of searching and that are related in some way. Underlying the many access paths to books is a classification scheme comprising a rich network of terms in an enumerative and multihierarchical structure.

According to the “smooth adjustment hypothesis”, the labour-market adjustment costs entailed by trade liberalisation are lower if trade expansion is intra-industry rather than inter-industry in nature. In this paper, we study the link between trade and labour market changes in UK manufacturing industries during the 1980s. We use industry-level measures of unemployment duration and wage variability as proxies for adjustment costs, and we relate them to various measures of intra-industry trade. Our evidence offers some support for the smooth adjustment hypothesis.

Auctions typically involve the sale of many related goods. Treasury, spectrum and electricity auctions are examples. In auctions where bidders pay the market-clearing price for items won, large bidders have an incentive to reduce demand in order to pay less for their winnings. This incentive creates an inefficiency in multiple-item auctions. Large bidders reduce demand for additional items and so sometimes lose to smaller bidders with lower values. We demonstrate this inefficiency in an auction model which allows interdependent values. We also establish that the ranking of the uniform-price and pay-as-bid auctions is ambiguous in both revenue and efficiency terms. …

The author's work in collaboration with Donald King has encompassed many studies over a 25-year period that have provided a wealth of data on the usage of scholarly journal articles by scientists. She uses the data to arrive at some major conclusions about scientists' behaviour: they read a lot, the material from journals is essential to them, they use different ways to get hold of the material, they use electronic sources when convenient, and journals in many fields divide into core and peripheral titles - core titles obtained on subscription and peripheral material as separates.

This paper discusses the practical limitations and the subtle assumptions that must be incorporated into the specifications and measurements of Aggregate Broadband Noise of CATV upconverters and digital QAM transmitters. Considerations that govern the accuracy and measurement dynamic range required for such Aggregate Broadband Noise measures are identified. Novel methods involving the separation of the Aggregate Broadband Noise measure into its composites, namely, modulated distortion noise components and other broadband noise components are discussed. The problem of interference in wireless communications is solved in the U.S. by a command and control system instituted nearly eight decades ago. This system is currently applied in most countries that allow private investment in wireless communications. A brief analysis of how this system emerged in the U.S. and how it operates reveals the gross inefficiencies of it. An alternative approach using property rights would be efficient not only in the allocation of frequencies to its highest value use, but also in the solution of interference disputes.
