Social Work Practice In The Real World: An Argument For Evidence Tested Practice, Tomi Gomory

This chapter explores the relevance of practice guidelines for the advancement of clinical social work by attempting to explicate the current epistemology of empirical social work practice, Justificationism, and contrasting it with an alternate epistemology, Fallibilism (Karl Popper’s Critical Rationalism). The chapter asserts the superiority of fallibilism for the advancement of knowledge and recommends its implementation. It is further argued that whether or not clinical practice guidelines are essential to practice depends on whether guidelines can be more explanatory (helpful) than some other alternative such as Falibilitic Critical Thinking (Fa.C.T.) when critically assessed against it. Collusive Bidding: Lessons From The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz

The Federal Communications Commission (FCC) spectrum auctions use a simultaneous ascending auction design. Bidders bid on numerous communication licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to bid higher on any license. With full revelation of bidding information, simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. These strategies can help bidders coordinate a division of the licenses, and enforce the proposed division by directed punishments. Mental Health Parity: National And State Perspectives 2000: A Report To The Florida Legislature, Bruce Lubotsky Levin, Ardis Hanson, Richard Coe, Sara A. Kuppin

By failing to appropriately treat adults and children with severe mental illness, we incur enormous social costs through payments for disability benefits (Medicaid, SSI, SSDI), increased medical expenses, accidents and suicides, avoidable criminal justice proceedings, lost productivity, and increased need for homeless shelters and services. People who are underinsured are forced by arbitrary caps and limits to increasingly rely on the public sector. By providing parity for mental health, Florida will bring mental health into the mainstream of health care and become a leader in dispelling the prejudice that surrounds treatment of persons with severe mental illness.

Decentralization And Democratization In Bolivia, Miguel Centellas

Bolivia’s decentralization under the 1994 Ley de Participación Popular (LPP) cannot be characterized as federalism or administrative decentralization. The Bolivian model demonstrates the importance of ideological discourse and the role of decentralization in democratization. The ideological and historical roots of Bolivia’s state decentralization explain its divergence from other decentralization strategies. Bolivia’s LPP includes citi-zen-initiated Organizaciones Territoriales de Base (OTB) which provide communal democratic control over municipal governments. This unique strategy makes Bolivia a possible case for emulation among other decentralizing (and democratizing) regimes.

The development of amphibious warfare during World War II has changed the nature of warfare to the present day. In general, the development is significant because it has enabled a modern military organization to launch, or pretend to launch, a ground offensive from the sea against a shoreline, whether or not the shoreline is defended. During WWII, the United States' and the United Kingdom's advanced methods of amphibious warfare in the offense allowed them to establish a western war front, which led to decisive victory against Germany. The paper analyzes an important aspect of the contemporary reorganization of work within firms: the shift from “Tayloristic” organization (characterized by specialization by tasks) to “holistic” organization (featuring job rotation, integration of tasks and learning across tasks). We examine four driving forces behind this restructuring process: advances in production technologies promoting technological task complementarities, advances in information technologies promoting informational task complementarities, changes in worker preferences in favor of versatile work, and advances in human capital that make workers more versatile. Adjustment Dynamics And The Natural Rate, Brian Henry, Marika Karanassou, Dennis Snower

This paper challenges what is the standard account of UK employment, namely that the major swings in unemployment over the past 25 years are due to predominantly to movements in the underlying empirical natural rate of unemployment (NRU). Our analysis suggests that the UK NRU has remained reasonably stable through time and that the medium-run swings in unemployment are due, instead, to very prolonged after-effects of persistent (transitory but long-lasting) shocks. We argue that (i) past UK labour market shocks have prolonged after-effects on unemployment due to interactions among different lagged adjustment proceses in the labour market; (ii) many of …

This paper explores the Kurdish population as an ethnic minority within the Turkish context. In this regard, it is the first investigation of the Kurdish population in Turkey to be based on a nation-wide representative survey supplemented by other data sources and previous studies. This study analyses the demographic patterns and related socio-economic characteristics of Turkey’s Kurdish population and compares the findings with the entire population of Turkey. From Military Politization To Militarization Of Power In Guinea-Conakry, Mohamed S. Camara

This historical analysis of state-military society relationship in Guinea focuses on Sékou Touré's political survival due in part to his political indoctrination of an army constantly involved in Pan-African battles and overshadowed by the National Militia. It also addresses this army's transition from a single-party regime to multiparty politics via a bloodless coup. Particularly underlined in the discussion, Touré's intelligent exploitation of Cold War localized manueuvers lays the ground for a conceptual framework envisioning the Guinean military as a revolutionary army. A newly discovered approach to extending General Systems Theory as defined by George Klir through a set of Special Systems is described. General Systems Theory is distinguished from the theory of Meta-systems. Then, a hinge of three special systems is identified between systems and meta-systems. These special systems are defined by algebraic analogies. Anomalous physical phenomena are specified that exemplify the structures defined by the algebraic analogies. The extraordinary efficacious properties of these special systems are explained. These include ultra-efficiency and ultra-effectiveness.
