The proposal involves the establishment of “welfare accounts” for every person in a country. There are to be four accounts: a retirement account (covering pensions), an unemployment account (covering unemployment support), a human capital account (covering education and training), and a health account (covering insurance against sickness and disability). Instead of the current welfare state systems - where welfare services are financed predominantly out of general taxes - people would make ongoing, mandatory contributions to each of these welfare accounts. A classification system for linguistic jokes is proposed: (1) verbal, (2) syntactic, (3) phonological, (4) orthographic, (5) deicitc reference, (6) specific vs nonspecific interpretation, (7) pragmatic ambiguity, (8) type of modality, & (9) multiple ambiguity. Under (3), it is noted that dialect differences can contribute to the relative success or failure of these jokes. In discussing (4), it is noted that this type may increase in popularity, due primarily to the pervasiveness of electronic communication & Internet access. Pressure to protect the bird of paradise, native to New Guinea and eastern Indonesia, began to develop in the late nineteenth century. Progress was slow, partly because lack of knowledge of the ecology of the birds made it difficult to assess the best way to provide protection, partly because of problems of enforcement, partly because of countervailing interests represented by the trade in pelts.

Judges in Japan cannot be fired if their decisions offend the government, but they follow a career path in which the location and type of positions they hold may be subject to political influence. We have obtained a comprehensive record of career assignments for judges educated after the Second World War. We couple data on judicial output (the quantity and nature of a judge's opinions) with these career records. We examine judges who began their careers 1961-65, focussing on the Class of 1965, for whom we have determined the number of pro- and anti- government decisions. If the promotion process …

In signal jamming, an rival uses observed profits to predict profitability, but those profits can be manipulated by a rival firm. In the present model, the size of the market is known to the incumbent, who is one of two firms that might occupy it. The potential rival observes profits, which can be manipulated by the incumbent. This Article focuses on a subset of private/public partnerships - those that involve relationships between the public sector and charitable organizations, specifically "government created charitable organizations" (GCCOs). For example, the first President Bush, known as the "Education President," championed the creation of the New American Schools Development Corporation (NASDC) as the cornerstone of his education policy. Designed as an independent charitable organization, the NASDC's proposed budget relied on private corporate contributions. In this way, the federal government could assert that it would fund its new educational program without increasing the federal bureaucracy, raising taxes, or cutting other budget items. To …

This article explores various methods of grade normalization used by law schools. Based on a survey of 116 responding ABA accredited law schools, 84% have some form of grade normalization policy, and the trend is toward adoption of grade normalization. The survey assessed the types of normalization plans (distributional requirements, required means, required medians, set standard deviations, and informal policies), as well as the reasons schools have adopted such plans. It also inquired about methods for ensuring faculty compliance as well as justifications for departures from grade norms.

Cellulose Nitrate Plastic (Celluloid) In Archaeological Assemblages: Identification And Care, Megan E. Springate

Invented in the mid-19th century, cellulose nitrate (celluloid) is commonly regarded as the earliest synthetic polymer or plastic. As increasing numbers of historical sites dating from the mid-1800s are excavated, cellulose nitrate objects are more frequently found in archaeological assemblages. The inherent instability of cellulose nitrate makes proper handling, storage, and display conditions vital to the longevity of recovered objects. In this paper, the composition, manufacture, and means of identifying cellulose nitrate are summarized. The processes of degradation and means of slowing those processes through preventive conservation are also elaborated.

Some Brief Notes On The Tobacco Tag, Megan E. Springate

Tobacco tags have been found on archaeological sites throughout North America, in shapes ranging from circles to ovals, rectangular with an embossed horse, stars and hearts. Tags recovered archaeologically are usually no more than a rusty bit of iron alloy with two triangular tines. Originally, however, these tags were enameled with bright colors and product information. The use of tobacco tags began in the United States in the 1870s. An overabundance of cheap chewing tobacco caused pipe smokers to switch to "chaw." Manufacturers developed the tag as a means of branding their plugs of tobacco.
