The Fcc Spectrum Auctions: An Early Assessment, Peter Cramton

This paper analyzes six spectrum auctions conducted by the Federal Communications Commission (FCC) from July 1994 to May 1996. These auctions were simultaneous multiple-round auctions in which collections of licenses were auctioned simultaneously. This auction form proved remarkably successful. Similar items sold for similar prices and bidders successfully formed efficient aggregations of licenses. Bidding behavior differed substantially in the auctions. The extent of bidder competition and price uncertainty played an important role in determining behavior. Bidding credits and installment payments also played a major role in several of the auctions.

Synergies In Wireless Telephony: Evidence From The Broadband Pcs Auctions, Peter Cramton, Lawrence M. Ausubel, R. Preston Mcafee, John Mcmillan

We examine bid data from the first two broadband PCS spectrum auctions for evidence of value synergies. First, we estimate a benchmark regression for the determinants of final auction prices. Then, we include variables reflecting the extent to which bidders ultimately won or already owned the adjacent wireless properties. Consistent with geographic synergies in an ascending-bid auction, prices were higher when the highest-losing bidder had adjacent licenses. The footprints of winning bidders suggest that they were often successful in realizing these synergies.

We previously reported a trend toward a higher mean nocturnal serum melatonin (MEL) concentration, based on 30-min blood sampling over 24 h, in 23 female definite endogenous depressives compared to 23 matched normal female control subjects, and no significant difference in 15 male depressives compared to their controls (Rubin et al., 1992). In both groups of patients vs. their controls, there also were trends toward an earlier MEL rise time, by about 30 min, and a later MEL peak time, by about 90 min. In Chang-rae Lee's first novel, 'Native Speaker,' the protagonist is jolted by the death of his son and the subsequent departure of his wife into intensification of a lifelong identity crisis. The book's guiding metaphor, figured in Henry Park's job as a spy, cleverly elucidates the immigrant's stance as a watchful outsider in American society, but Henry's double life also figures largely in his equally representative struggles to decide for himself what kind of person he is. How Effective Are The Things People Say To Apologize? Effects Of The Realization Of The Apology Speech Act., Steven J. Scher, John M. Darley

The Cross-Cultural Speech Act Realization Project (Blum-Kulka, House, & Kasper, 1989a) has identified five components of an "apology speech act set": five strategies that speakers use to apologize. This study examines the effects of four of those strategies (illocutionary force indicating device, expression of responsibility, promise of forebearance, and offer of repair) on the judgments made by hearers about the speaker and about the apology. Each of the strategies is shown to have an independent effect in improving reactions to the speaker. Further, the magnitude of these effects appear to be roughly similar for each of the strategies. In modelling crime, economists have focussed on the expected cost of government sanctions to the criminal, but private sanctions--- notably economic or social stigma--- may be just as important. In the model here, workers decide whether to commit crimes and employers decide how much to pay ex- convicts. In one equilibrium, individuals refrain from crime and economic stigma--- the wage loss from conviction--- is high. In a second, pareto- inferior equilibrium, individuals commit crimes and stigma is low, because employers realize that nonconviction does not imply noncriminality. The model may help to explain large shifts in crime, such as that …

The Struggle For Knowledge: The Case Of Emergent Oromo Studies, Asafa Jalata

Taking the Oromo as historical actors, the emergent Oromo studies identify some deficiencies of "Ethiopian studies" that primarily focus on the Amhara and Tigray ethnic groups and their rulers, and ignore the history of the Oromo people. Many Ethiopian and Ethiopianist scholars do not recognize the positive cultural achievements of this people.' With their colonization and incorporation into Ethiopia, the Oromo could not develop independent institutions that would allow them to produce and disseminate their historical knowledge freely. Currently, they are fighting for national self-determination: to regain their political freedom and rebuild independent institutions.

Studies of peasant societies have drawn attention to the control of land as a centrally important aspect of peasant subsistence. However, many households of Tharu peasants in Chitwan, Nepal, during the first half of this century, assured themselves of subsistence, even where land was readily available, by eschewing control of land to work as servants for landholding households. In effect, they were landless by choice. Because labor was scarce, they could negotiate favorable terms, and avoid the taxation and exploitation by revenue collectors (jimidars) to which landholding peasants were subject.
