This paper is concerned with the specification for modelling financial leverage effect in the context of stochastic volatility (SV) models. Two alternative specifications co-exist in the literature. One is the Euler approximation to the well-known continuous time SV model with leverage effect and the other is the discrete time SV model of Jacquier et al. (J. Econometrics 122 (2004) 185). Using a Gaussian nonlinear state space form with uncorrelated measurement and transition errors, I show that it is easy to interpret the leverage effect in the conventional model whereas it is not clear how to obtain and interpret the leverage …

This paper first reviews a number of epistemological and methodological issues relating to the estimation of party policy positions, particularly in a comparative context, with special reference to the methodology of ‘expert surveys’. It is argued that expert surveys, as systematic summaries of the views of country specialists, have a particular role in assessing the content validity of other types of estimates of party policy positions. The paper moves on to analyze the positions of Japanese political parties in a comparative context, using results from a new 47-country expert survey. The 2004 Global Labor Survey (GLS) is an Internet-based survey that seeks to measure de facto labor practices in countries around the world, covering issues such as freedom of association, the regulation of work contracts, employee benefits and the prevalence of collective bargaining. To find out about de facto practices, the GLS invited labor practitioners, ranging from union officials and activists to professors of labor law and industrial relations, to report on conditions in their country. Over 1,500 persons responded, which allowed us to create indices of practices in ten broad areas for 33 countries. The GLS' focus on de …

This paper proposes a general empirical framework to estimate the protection-for-sale model, where the protection regime shifts according to a sector's market structure (perfectly or monop-olistically competitive). We base the protection structure on Grossman and Helpman (1994) for the subset of perfectly competitive sectors and on Chang (2005) for the subset of monop- olistically competitive sectors. The two protection regimes are simultaneously estimated with joint constraints. The results of the J-test consistently reject the homogeneous (perfect compe- tition) protection-for-sale model often adopted in previous literature and suggest a direction of improvement toward the proposed heterogeneous protection structure model.

In this paper I draw attention to the study of 'unofficially sacred' sites in geographies of religion, which provide significant insights into the construction of religious identity and community, and the intersections of sacred and secular. I show that such sites deserve as much attention as places of worship (the more conventional focus in the geographical study of religion) in our understanding of the place of religion in contemporary urban society. In particular, using the case of Islamic religious schools in Singapore, I examine how Muslim identities and community are negotiated within multicultural and multireligious contexts, and particularly within one …

The traditional educational approach with students as passive recipients has been the subject of criticism. A constructivist learner-centered approach towards education has been argued to produce greater internalization and application of knowledge compared to the traditional teacher-centered, transmission-oriented approach. Nevertheless, contemporary instructional design models argue for the use and integration of both approaches especially in complex learning tasks. This paper describes GeogDL, a Web-based application developed above a digital library of geographical resources for Singapore students preparing to take a national examination in geography. We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. A very prominent feature of the Korean language is its extensive honorifics system, where the speaker is obliged to adopt a level of speech (deferential vs. informal) befitting the status of the target audience. As the context for using deferential (informal) speech parallels the setting for prevention (promotion) focus, we set out to examine whether the Korean honorifics system itself functions as a natural prime for regulatory orientation. In Study 1, we find that deferential (informal) speech style activates prevention (promotion) focus in the addressee. Decision-related regret is a negative emotion associated with thinking about a past or future choice. The thinking component generally takes the form of a wish that things were otherwise and involves a comparison of what actually did or will take place with some better alternative--a counterfactual thought. For predecisional (anticipated) regret, the thinking involves a mental simulation of the outcomes that might result from different choice options. Prior research has focused on regret associated with decision outcomes, addressing especially (a) the comparison outcome selected and (b) whether the outcome resulted from action or inaction. The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. We investigate the distribution of high-frequency price changes, conditional on trading volume and duration between trades, on four stocks traded on the New York Stock Exchange. The conditional probabilities are estimated nonparametrically using local polynomial regression methods. We find substantial skewness in the distribution of price changes, with the direction of skewness dependent on the sign of trade. We also find that the probability of larger price changes increases with volume, but only for trades that occur with longer durations. The distribution of price changes vary with duration primarily when volume is high.

One of the major limitations in addressing child malnutrition is lack of information that could be used to target resources. By combining demographic and health survey (DHS) and population census data, the author disaggregates the estimates of the prevalence of child malnutrition in Cambodia from currently available 17 DHS strata into 1,594 communes. The methodology is built on the small-area estimation technique developed by Elbers, Lanjouw, and Lanjouw. The author extends it to jointly estimate multiple indicators and to allow for a richer structure of error terms. Average standard errors for the commune-level estimates in this study were about 4 …

This paper broadens the protection for sale model of Grossman and Helpman (1994) by incorporating the Krugman–Dixit–Stiglitz model of monopolistic competition, given its importance in explaining the prevalence of intraindustry trade. Several new results arise in this paper. First, the endogenous import tariff will never fall below zero, even in unorganized sectors. Second, the endogenous export policy for organized sectors is not necessarily an export subsidy, and can be an export tax as in unorganized sectors. Third, the level of import protection varies inversely with the degree of import penetration, regardless of whether the sector is organized or not.

The dynamics of globalization have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper explores the spatial context of state involvement in the new economics of competition, with the focus on Singapore’s much publicized, and controversial, orchestration of its state enterprise network to encapsulate economic space for Singapore-based firms to expand into the Asian region. Despite the much publicized benefits of e-government, many countries are experiencing difficulty in yielding success in their e-government initiatives. Studies which adopt the national e-government initiatives as the unit of analysis remain largely rare. This paper aspires to provide an analysis of Singapore’s widely acclaimed success in the e-government effort at the national level to allow other countries to learn and gain from its experience. Using the ‘Conceptual Framework for the Informatization of Society’ in facilitating the data analysis, implications are drawn to offer insights for the considerations of e-government practitioners. This paper studies collective decision making in the context of a project selection model. We derive the optimal decision architecture in the presence of marginal decision costs, and investigate the circumstances under which the hierarchy and polyarchy emerge as optimal sequential architectures. Our analysis extends previous results on optimal organizational decision-making to a sequential setting, and further demonstrates the fragility of the hierarchy and polyarchy as optimal architectures.

This paper studies the factors responsible for the secular decline of Singapore's unemployment rate over the period 1966-2000 in an environment of low and stable inflation rates. We introduce wage bargaining and unions into a specific-factors, two-sector economy with an export sector and a non-tradable sector to obtain an endogenous natural unemployment rate. Increases in the relative export price and capital stock in the export sector are predicted to reduce structural unemployment. These hypotheses could not be rejected based on structural estimations and co-integration regressions. Empirically, capital accumulation in the export sector explains most of the decline in Singapore's unemployment …

Prices of interest rate derivative securities depend crucially on the mean reversion parameters of the underlying diffusions. These parameters are subject to estimation bias when standard methods are used. The estimation bias can be substantial even in very large samples and much more serious than the discretization bias, and it translates into a bias in pricing bond options and other derivative securities that is important in practical work. This article proposes a very general and computationally inexpensive method of bias reduction that is based on Quenouille's (1956; Biometrika, 43, 353-360) jackknife. In this note we map the Irish policy space, locating both voters and parties on the most salient policy dimensions in Ireland. Estimates of the voter locations are based on the Irish National Election Survey (INES), conducted in 2002. Estimates of the party positions are based on an expert survey of party positions conducted by the authors in late 2002. We show that respondent self-placements on a priori policy scales are highly biased and difficult to interpret, and we rely instead on building scale positions for respondents from their answers to relevant attitude questions in the INES. Infrastructure can be unreliable and administration subject to corruption in Asia’s rapidly emerging economies. This context presented Singapore with unique opportunities to export its expertise to locations where these attributes are less certain, through the provision of superior infrastructure, the ability to negotiate investment concessions and, where existing, through the links to influential business groups in the investment location. In this paper, we attempt to give spatial semantics to web pages by assigning them place names. The entire assignment task is divided into three sub-problems, namely place name extraction, place name disambiguation and place name assignment. We propose our approaches to address these sub-problems. In particular, we have modified GATE, a well-known named entity extraction software, to perform place name extraction using a US Census gazetteer. This paper describes G-Portal, a geospatial digital library of geographical assets, providing an interactive platform to engage students in active manipulation and analysis of information resources and collaborative learning activities. Using a G-Portal application in which students conducted a field study of an environmental problem of beach erosion and sea level rise, we describe a pilot study to evaluate usefulness and usability issues to support the learning of geographical concepts, and in turn teaching.
