The recent debate about the criminal prohibition of oral sex provides an occasion for considering larger, related issues. However prevalent the practice of oral sex and however archaic Section 377 of the Penal Code seems to those pushing for its repeal, the arguments offered have tended to take a piecemeal approach and display an ignorance of or disregard for the larger interests at stake.

Recent econometricians have shifted their attention from point and interval forecasts of the probability density functions (PDF) of various market variables. One of the main problems in this area has been evaluation of the density forecasts. In this papers, we propose a formal test for density forecast evaluation using Neyman (1937) smooth test procedure. Apart from giving indications of acceptance or rejection of the tested model, this approach provides specific sources (such as the mean, variance, skewness and kurtosis or the location, scale and shape of the distribution) or rejections, thereby helping in deciding possible modifications of the assumed model. …

Does Underwriter Reputation Affect The Performance Of Ipo Stocks?, Chunchi Wu, Sheen Liu, Junbo Wang

In this paper we examine the relationship between performance of the Chinese IPO firms and the reputation of investment bankers underwriting their stocks. Similar to previous studies on well-developed stock markets, we find that the initial return on the first day of trading is strongly positive for Chinese IPO stocks due to underpricing. This initial return is negatively related to the underwriter's reputation, suggesting that the better the reputation of the underwriter, the less underpricing and hence, the lower the initial return of the IPO stock. Theory suggests that a united charity helps to economize on fundraising costs by reducing competition for donations among member charities. However, donors often cannot control the allocation of their donations, and charities may dislike the monitoring of their activities. This paper examines these and other issues relating to the Community Chest of Singapore. The results, based on analysis of financial positions and fundraising costs of a large number of charities, suggest that the Community Chest does possess important fundraising advantages. Thus charities in financial difficulties or in need of funds for additional programs tend to seek membership. However, organizations that …

Research in the literature shows that initial public offerings (IPOs) of common stocks are systematically priced at a discount to their subsequent initial trading price. The large underpricing magnitude in the Chinese IPO market has attracted much attention. We consider three hypotheses that may explain the IPO underpricing in China. These are the winner's curse hypothesis, the ex ante uncertainty hypothesis and the signaling hypothesis. Among these hypotheses, the winner's curse hypothesis has not been tested in the Chinese market. Using IPO data for online fixed-price offerings from November 1995 to December 1998, our results show that the winner's curse …

Almost everyone is against people-smuggling. The refugee advocate excoriating the government for its mistreatment of asylum seekers, no less than the departmental official bemoaning the numbers of boat people landing on Australian shores, feels well-justified in insisting that, somehow, something must be done to put an end to this 'evil trade'. On the scale of virtue, the people smuggler appears barely a notch above (and for many, several notches below) the drug dealer, the child molester, or the gangster.

What To Do On Spring Break? The Role Of Predicted, On-Line, And Remembered Experience In Future Choice, Derrick Wirtz, Justin Kruger, Christie N. Scollon, Ed Diener

When individuals choose future activities on the basis of their past experiences, what guides those choices? The present study compared students' predicted, on-line, and remembered spring-break experiences, as well as the influence of these factors on students' desire to take a similar vacation in the future. Predicted and remembered experiences were both more positive—and, paradoxically, more negative—than on-line experiences. Of key importance, path analyses revealed that remembered experience, but neither on-line nor anticipated experience, directly predicted the desire to repeat the experience. These results suggest that although on-line measures may be superior to retrospective measures for approximating objective experience, retrospective …

Although perceived by candidates and parties as important in affecting political outcomes, the link between spending and success in multi-candidate, multiparty election campaigns remains unproven. Not only are there relatively few studies of campaign spending effects in multi-party systems, there are none examining the effect under the Single Transferable Vote (STV) electoral system. Our study examines spending effects in the Irish local elections of 1999 using STV with district magnitudes between 3 and 7 seats, contested by a median of 10 candidates in each district. This article examines the management of Chinese identity and culture since Singapore attained independence in 1965. Due to the delicate regional environment, ethnic Chinese identity has been closely managed by the ruling elites, which have been dominated by the English-educated Chinese. There is the evolution from a deliberate policy of maintaining a low-key ethnic Chinese profile to the recent effort to re-sinicize--in form--the majority ethnic group. In this paper, we describe the development of an appropriate metadata scheme for GeogDL, a Web-based digital library application containing past-year examination resources for students taking a Singapore national examination in geography. The new metadata scheme was developed from established metadata schemes on education and e-learning. Initial evaluation showed that a role-based approach would be more viable, adapting to the different roles of teachers/educators and librarians contributing geography resources to GeogDL. The paper concludes with concrete implementation of the role-based metadata schema for GeogDL.

Analysis Of Private Transfers With Panel Fixed Effect Censored Model Estimator, Sung Jin Kang, Myoung-Jae Lee

Understanding private transfer is important for safety-net policies because private transfer provides economic benefits similar to those of public programs such as unemployment insurance and pension. Applying Honoré’s [Econometrica 60 (1992) 533] panel fixed-effect censored model estimator to Korean data, we show that private transfer is altruistically motivated and there is a strong crowding-out effect of public transfer on private transfer. We also find that low-income people suffered to different degrees during the financial crisis period of 1997 to 1998. This finding and the crowding-out effect may be taken as failures of the Korean public transfer programs during the period.

We compared histomorphological features and molecular expression profiles of adrenocortical adenomas (ACAd) and carcinomas (ACCa). A critical histopathological review (mean, 11 slides per patient) was conducted of 37 ACAd and 67 ACCa. Paraffin-embedded tissue cores of ACAd (n = 33) and ACCa (n = 38) were arrayed in triplicate on tissue microarrays. Expression profiles of p53, mdm-2, p21, Bcl-2, cyclin D1, p27, and Ki-67 were investigated by immunohistochemistry and correlated with histopathology and patient outcome using standard statistical methodology. Using data from the auction of vehicle quota licenses in Singapore, we study if revenue equivalence holds when the auction format was switched from a sealed-bid format (May 1990 to June 2001) to an open bidding format since July 2001. Our econometric analysis indicates the change in auction format led to a change in bidding behavior. On average, the quota license premium under the open bidding format is about US$1,000 (about 7.5% of the Category E license price in June 2001) lower, compared to the forecast level that would have prevailed if there had been no change in the auction …

Popular monthly coincident indices of business cycles, e.g. the composite index and the Stock-Watson coincident index, have two shortcomings. First, they ignore information contained in quarterly indicators such as real GDP. Second, they lack economic interpretation; hence the heights of peaks and the depths of troughs depend on the choice of an index. This paper extends the Stock-Watson coincident index by applying maximum likelihood factor analysis to a mixed-frequency series of quarterly real GDP and monthly coincident business cycle indicators. This study compared the trading characteristics of warrants and their underlying stocks. The Stock Exchange of Thailand provided a good platform for comparing the trading characteristics of warrants and their underlying stocks because both these securities are traded in the same market venue and have identical trading rules. Hence, the impact of trading protocol on intraday variation and an informed trader's decision to buy warrants or stocks was controlled. What Has Luck Got To Do With Economic Development? An Interpretation Of Resurgent Asia's Growth Experience, Hing-Man Leung, Swee Liang Tan, Zhenlin Yang

This paper critically reexamines the belief, currently gathering strength in the literature, that economic development depends on good luck rather than on good policy, and that Prometheus is “unchained by chance”. While it is impossible to disprove the role of luck in growth, we argue that luck is endogenous, and good luck is a function of good policy. Luck favours those who strive. Again contrary to common belief, we show that resurgent Asian economies have endured more, not less, than their fair share of economic volatility. They learned their lessons by success and failures, and luck is endogenous through learning-by-investing.

Two methods of transforming the Weibull data to near normality, namely the Box-Cox method and Kullback-Leibler (KL) information method, are discussed and contrasted. A simple prediction interval (PI) based on the better KL information method is proposed. The asymptotic property of this interval is established. Its small sample behavior is investigated using Monte Carlo simulation. Simulation results show that this simple interval is close to the existing complicated PI where the percentage points of the reference distribution have to be either simulated or approximated.

The idea of exporting Singapore’s expertise in infrastructure development took hold, in the early 1990s, as part of a larger regionalization strategy. Singapore’s positive reputation with multinational corporations for the efficiency of its industrial infrastructure and its stable, corrupt-free investment environment underscored this strategy. Led by Singapore’s government-linked companies, industrial parks were established in several Asian countries. Their progress is a test of Singapore’s ability to export its efficiency in industrial park development and management outside its borders. This paper finds that the initial optimism with which the flagship projects were unveiled has not been justified.
