With the passage of Amendment 64 in 2012, the people of Colorado legalized the sale of recreational marijuana. While early evidence suggests that the policy change was both a cost cutting measure for Colorado law enforcement as well as a significant source of state revenue (an estimated $80 million), such benefits have not been shared among states that border Colorado. In fact, marijuana remains prohibited in states such as Nebraska, where criminal justice officials have reported that marijuana arrests and jail admissions have increased significantly in the past half-decade, particularly in counties on the Colorado border, in the panhandle, and …

In the summer of 2014, a subset of leaders and stakeholders in Douglas County initiated a collective impact project to reform the county’s juvenile justice system. Since the first meeting of that group, a number of additional stakeholders have been incorporated into this initiative, which is now known as “Operation Youth Success.” Operation Youth Success, or OYS, has been engaged since that time in an effort to create system change producing a more effective, efficient, and compassionate justice system that better serves the families and youth who are the users of this system. In response to increasing violent crime rates in several U.S. cities over the past year, some have pointed the finger of blame at de-policing, a result of the so-called “Ferguson Effect.” Although the Ferguson Effect on crime rates remains an open question, there may also be a Ferguson Effect on other aspects of police officers’ jobs, such as willingness to partner with community members. The Use Of Social Media By Alleged Members Of Mexican Cartels And Affiliated Drug Trafficking Organizations, Justin Nix, Michael R. Smith, Matthew Petrocelli, Jeff Rojek, Victor M. Manjarrez

Focusing on Mexican cartels and affiliated drug trafficking organizations, this article examines how self-proclaimed cartel members use social media to further the criminal activities of their organizations. Employing an opensource, intelligence-driven methodology, the authors identified, followed, and mapped the connections between and among 75 alleged cartel members over a period of 4 months. Results indicated that cartel members actively use Facebook to plan, organize, and communicate in real-time. These findings provide tentative validation to the utility of using open-source social media platforms to study the social structure and operations of Mexican drug cartels. Utilizing a newly released cognitive Polygenic Score (PGS) from Wave IV of Add Health (n = 1,886), structural equation models (SEMs) examining the relationship between PGS and fertility (which is approximately 50% complete in the present sample), employing measures of verbal IQ and educational attainment as potential mediators, were estimated. The results of indirect pathway models revealed that verbal IQ mediates the positive relationship between PGS and educational attainment, and educational attainment in turn mediates the negative relationship between verbal IQ and a latent fertility measure. The direct path from PGS to fertility was non-significant. The model was robust to …

Background: Sexual differentiation in female mammals can be altered by the proximity of male littermates in utero, a phenomenon known as the intrauterine position effect (IUP). Among simian primates, callitrichines (marmosets and tamarins) are likely candidates for IUP, since they exhibit obligate dizygotic twinning and fetuses share extensive vascularization in utero. In this paper, we determined whether female reproductive parameters are altered by gestating with a male twin and evaluated changes in genes associated with anti-Müllerian and steroid hormones in twinning callitrichine primates.

Online participation platforms (OPPs) are frequently used by public institutions to involve citizens in political opinion forming and decision making. A literature re-view reveals different approaches to evaluate these OPPs. These approaches focus only on partial requirements of participation processes. In this research in progress, we develop and pretest an interdisciplinary literature-based requirement frame-work. It includes the categories usability, security, information, transparency, inte-gration, and mobilisation. Our aim is to close the research gap of a context-specific analysis and evaluation of OPPs.

Background: In recent years, jurisdictions have recognized the strain placed on limited existing resources by criminal offenders with mental illness who frequently cycle through local jail facilities. In response, many locales have developed and implemented specialized programs to more effectively and efficiently manage these offenders, particularly the process of assigning defense attorneys to these often indigent defendants.

Methods: The current study examined the impact of an Indigent Defense Counsel (IDC) program designed to provide specially trained defense attorneys, and enhanced case management services to 257 indigent jail inmates with a qualifying, major mental health diagnosis (e.g., major depression). The Volunteer Program Assessment at UNO (VPA-UNO), a faculty-led student group, partners with nonprofit and governmental agencies to provide free assessments and consultations to enhance volunteer engagement, organizational commitment and retention. Three recent initiatives are discussed representing an intentional effort of a metropolitan university to extend love of place to love of state through outreach efforts to rural volunteers and to promote inclusivity to Spanish-speaking volunteers by translating the VPA assessment into Spanish.

Recent reporting has identified significant threats to the U.S. energy’s critical infrastructure from nation states and other groups through cyberspace. Efforts to improve the security and resilience of U.S. energy infrastructure relies upon voluntary partnerships between the U.S. Government and public and private energy infrastructure owners. This paper examines ideal Public-Private Partnership (PPP) characteristics and compares them to an actual PPP in the U.S. The results identify strengths of and challenges to efforts to secure U.S. energy infrastructure. The research was conducted through a combination of literature reviews and interviews with a sample of U.S-government and private-energy infrastructure representatives.

Purpose

Employees at all organizational levels spend large portions of their work lives in meetings, many of which are not effective. Previous process-analytical research has identified counterproductive communication patterns to help explain why many meetings go wrong. This study aims to illustrate the ways in which counterproductive – and productive – meeting behaviors are related to individual work engagement and emotional exhaustion.

Design/methodology/approach

Purpose: This study assessed within a Midwestern LGBT population whether, and the extent to which, transgender identity was associated with elevated odds of reported discrimination, depression symptoms, and suicide attempts.

Methods: Based on survey data collected online from respondents who self-identified as lesbian, gay, bisexual, and/or transgender persons over the age of 19 in Nebraska in 2010, this study performed bivariate t- or chisquare tests and multivariate logistic regression analysis to examine differences in reported discrimination, depression symptoms, suicide attempts, and self-acceptance of LGBT identity between 91 transgender and 676 nontransgender respondents.

The aim of this article is to analyze the linkages between and spillovers from foreign-owned (foreign) to domestic-owned (domestic) firms in the Czech automotive industry. Theoretically and conceptually, our research draws on two strands of literature: spillovers, linkages and effects of foreign direct investment on domestic firms and regional economic development; and literature on global production networks, global value chains and industrial upgrading. Empirical analysis is based upon unique data collected by the authors through a questionnaire completed by 317 foreign and domestic firms in 2009 and on-site interviews with 100 firms conducted between 2009 and 2011.
