Purpose Examine trends in law enforcement and corrections related to the possession and sale of marijuana in Nebraska in the first full year of recreational legalization in Colorado. County Group and Statewide Comparison According to the testimony of county and state officials in September 2014, counties along the border, in the panhandle, and along the I-80 corridor should be the hardest hit by increases in marijuana arrests, jail admissions and associated costs. These differences should be especially pronounced when these county groups are compared to the remainder of the counties in Nebraska. In addition, we compare these trends to overall …

Beginning in October 2013 the Rehabilitation Engineering Research Center for Wireless Technologies1 surveyed the public (with emphasis on people with disabilities) to assess the awareness and understanding of Wireless Emergency Alerts. The survey ended in February of 2014.
A total of 1,818 people responded to the English version of the survey and 12 responded to the Spanish version of the survey, for a total of 1,830 respondents. Nearly 18% of the respondents indicated that they live with one or more of the following difficulties: seeing; hearing; concentrating; using their arms; using their hands or fingers; or walking, climbing stairs, …

This article discusses judges’ perceptions of Court Appointed Special Advocates (CASA) programs in the rural state of Nebraska, as reported in two online surveys. The goal of CASA is “to train and support volunteers in advocating for safe and permanent homes for abused and neglected children” (CASA for Children, 2013). One survey investigated the opinions of judges presiding in Nebraska counties that did not yet have a local CASA program; another was administered to judges in counties that did have a CASA program. Given that enlistment in the U.S. military is completely voluntary, there has been a great deal of interest in identifying the various factors that might explain why some people join the military, whereas others do not. The current study expanded on this line of literature by estimating the extent to which genetic and environmental factors explained variance in the liability for lifetime participation in the military. Analysis of twin pairs drawn from the National Longitudinal Study of Adolescent to Adult Health (Add Health) revealed that 82% of the variance was the result of genetic factors, 18% of the variance was …

Exposure To Violence, Substance Use, And Neighborhood Context, Abigail A. Fagan, Emily M. Wright, Gillian M. Pichevsky

Adolescent exposure to violence and substance use are both public health problems, but how neighborhood context contributes to these outcomes is unclear. This study uses prospective data from 1416 adolescents to examine the direct and interacting influences of victimization and neighborhood factors on adolescent substance use. Based on hierarchical Bernoulli regression models that controlled for prior substance use and multiple individual-level factors, exposure to violence significantly increased the likelihood of marijuana use but not alcohol use or binge drinking. There was little evidence that community norms regarding adolescent substance use influenced rates of substance use or moderated the impact of …

An ever-increasing volume of social media data facilitates studies into behavior patterns, consumption habits, and B2B exchanges, so called Big Data. Whilst many tools exist for platforms such as Twitter, there is a noticeable absence of tools for Facebook-based studies that are both scalable and accessible to social scientists. In this paper, we present FBWatch, an open source web application providing the core functionality to fetch public Facebook profiles en masse in their entirety and analyse relationships between profiles both online and offline. In this thesis, the challenges of defining, refining, and applying well-being as a progressive management indicator are addressed. This work's implications and contributions are highly relevant for service research as it advances the integration of consumer well-being and the service value chain. It also provides a substantial contribution to policy and strategic management by integrating constituents' values and experiences with recommendations for progressive community management.

Addiction counseling is a growing field with emerging practice competencies and standards that have implications for counselor education programs. This study examined addiction counseling practice competencies and curriculum elements in CACREP-accredited programs to determine curriculum and program needs. A survey of 62 CACREP programs found that programs are including addiction counseling content into the curriculum, employing faculty who have experience in addiction counseling, and addressing the skill practice competency by adding increased credit hours in addiction counseling and teaching from a didactic and constructivist pedagogy. This paper examines a dynamic stochastic economy with a benevolent government that cannot commit to its future policies. I consider equilibria that are timeconsistent and allow for history-dependent strategies. A new numerical algorithm is developed to solve for the set of equilibrium payoffs. For a baseline economy calibrated to the U.S. economy, the capital income tax with the highest social welfare is slightly procyclical, while the labor income tax is countercyclical. Compared with the data, this equilibrium provides a better account of the cyclical properties of U.S. tax policy than other solutions that abstract from history dependence. The welfare cost …

This paper investigates the time-inconsistency problem of labor taxes in an economy with balanced-budget policies and no capital taxes. With full commitment, we show that Ramsey labor taxes change with the cost of distortionary taxation and with the cost of not being able to tax capital. We numerically show that these make labor taxes increasing over time. With limited commitment, we find that this time-inconsistency problem leads to underprovision of public consumption. For our baseline parameter values, we find that imposing carefully chosen bounds on labor taxes as constitutional constraints can be optimal. While our proposed bounds sustain the Ramsey …

Purpose- Meetings are ubiquitous in organizational life and are a great source of frustration and annoyance to many employees in the workplace, in part due to counterproductive meeting behaviors (CMBs). CMBs include engaging in irrelevant discussion, complaining about other attendees, arriving to the meeting late, and other similar, disruptive behaviors. Consistent with conservation of resources theory, the purpose of this paper is to examine the potential resource draining effect of CMBs on two key workplace attitudes/behaviors, employee voice and coworker trust.

The tension between work and non-work life remains a critical issue in contemporary careers. This study explores the role of organizational identification (OI) in reducing work–family conflict (WFC) within demanding and high-stakes jobs in dynamic, uncertain and potentially dangerous contexts (e.g., firefighting). Survey data from 341 firefighters suggest that, congruent with conservation of resources theory and scarcity theory, OI may serve as a resource that mitigates WFC in these contexts. Additionally, the data suggest that the negative relationship between OI and WFC is stronger when trauma is low. Why does torture persist despite its prohibition? Scholars, policymakers, and the public have heavily debated this topic in the past decade. Yet, many puzzles remain about the practice of torture. Scholarship on torture spans academic disciplines, which adds diversity in perspectives brought to these questions but also can lead to redundancy and stunted progress in research on the issue as a whole. This article assesses the state of the multidisciplinary literature on torture in counterterrorism with specific focus on why democracies torture despite prohibiting it, how public perception of torture is malleable, and why so few countries are able to …

“She Posted It On Facebook”: Mexican American Adolescents’ Experiences With Technology And Romantic Relationship Conflict, Heidi Adams Rueda, Megan Lindsay, Lela Rankin Williams

We examined experiences with technology and dating conflict among Mexican American (MA) adolescents (ages 15-17 years) using mixed qualitative methodologies. Focus groups, divided by three levels of acculturation and gender (N = 20), and videotaped observations of couples (N = 34), found that technology (i.e., cell phones, social media) afforded adolescents increased visibility of their partners’ day-to-day peer interactions. Feelings of romantic jealousy resulted in text message harassment and the expectation of immediate technology-facilitated contact. Females were more flirtatious as well as emotionally affected by jealousy resulting from social media sites, and males set rules regarding other-sex texting. …

Notes From The Tuesday December 23, 2014 Release Of State Population Estimates As Of July 1, 2014 By The U.S. Census Bureau, David J. Drozd

The Census Bureau estimates the population of Nebraska as of July 1, 2014 to be 1,881,503. This is an increase of 12,534 from the July 1, 2013 estimate, or an increase of 0.67 percent. Nebraska’s most current annual growth is slightly (about 1,000) less than the gain of 13,482 or 0.73 percent in the prior year. Nebraska has now gained population for 27 straight years, with the last annual population loss occurring in 1987, amid the “farm crisis”.
