With his proclamation in 1998 that "IT is India's tomorrow", Prime Minister Vajpayee captured a vision of a 21st century India substantially different from that of the previous century, with its high levels of poverty, bloated bureaucracies, and protectionist policies. He envisioned the new India as a major IT power, fully integrated with the global economy, bringing about substantial domestic and international benefit. The Internet is a key to this vision, both as an enabler of technology-based change, and as an indicator of the vision's fulfillment.

Many genes can play a role in multiple biological processes or molecular functions. Identifying multifunctional genes at the genome-wide level and studying their properties can shed light upon the complexity of molecular events that underpin cellular functioning, thereby leading to a better understanding of the functional landscape of the cell. However, to date, genome-wide analysis of multifunctional genes (and the proteins they encode) has been limited. Here we introduce a computational approach that uses known functional annotations to extract genes playing a role in at least two distinct biological processes. Local governments in the U.S. rely less on the property tax than they have historically. This long-term trend has been accompanied by important shifts in the composition of local revenues. While the property tax still serves as one primary source of local government revenue, increasingly other sources are used to pay for local government. This paper first examines that trend, the forces behind it, and its regional impact. We then explore trends in three central states- Iowa, Nebraska, and Arkansas -- that have experienced substantial revenue shifts in recent years. A concluding section discusses the options for the future.

Academic-community partnerships (ACPs) are a means by which community-based organizations can implement their missions and programs of higher education can facilitate student educational objectives through real world learning experiences. Many ACPs are framed in the educational methodology, service-learning. Theoretical definitions of ACPs (as a type of inter-organizational relationship) describe them as relationships that are on-going, reciprocal and characterized by mutual trust and respect.

This project will help young people to understand the characteristics that make individuals “heroes.” In learning about César E. Chávez’s life and values, students will learn about history, self determination, help for the needy, and actions that promote equity and justice. They will develop a sense of what it means to contribute to society and how they may make a difference. Students will also identify ways in which they can incorporate these characteristics into their own lives and recognize heroes in their community. Participation in the Chávez inspired service-learning project will promote academic learning, civic responsibility, and personal/social development.

Recent evidence indicates that sleep spindles and spindle frequency activity display a circadian pattern. The temporal distribution of spindle frequency activity during the night should thus be sensitive to the circadian phase at which sleep is scheduled. The aim of the present study is to test the effect of a 5-hour advance of the sleep schedule on spindle frequency activity during sleep in healthy young subjects.

During the rural renaissance of the 1970s, the United States experienced a reverse migration pattern in which the flow of migration was predominantly urban to rural, unlike the traditional rural to urban flows. This migration phenomenon was equally experienced in the North Central Region, which includes the Great Plains states of North Dakota, South Dakota, Nebraska, and Kansas.

This study investigated the impact of the reverse migration phenomenon on employment in eight industry categories in three categories of counties in North Dakota, South Dakota, Nebraska, and Kansas. Findings show that net migration had differential impacts on employment by industry category …

Numerous techniques have been proposed to assist problem solvers in the solution generation process. We empirically examined the effectiveness of a solution elicitation technique based on the presentation of problem objectives and also examined whether the technique was effective across individual differences in need for cognition (NC). We found that when two conflicting objectives were presented successively, more solutions, more categories of solutions, and more effective solutions were generated than when the same two objectives were presented simultaneously or not at all. However, the results indicated that effective solutions may be more efficiently generated by considering objectives simultaneously. Need for …

Since the start of post-communist transformations in Central and Eastern Europe (CEE), there have been disagreements about the best strategies to follow and policies to implement the reforms.¹ Similar disagreements have existed in practical and theoretical interpretations of these transformations. These differences have reflected various and often conflicting understandings of the previous state socialist system, the existing political-economic situation and the nature of post-communist reforms by economists, political scientists, sociologists, historians and members of other disciplines and suggest the complexity, diversity and unpredictability of post-communist developments. It was hypothesized that sense o f humor is related to purpose in life. A convenience sample o f 136 undergraduates completed the Modified Purpose in Life test (Chang & Dodder, 1983-84) and the Multidimensional Sense o f Humor Scale (Thorson & Powell, 1993). The overall correlation between the two scales in this sample was .30 ( p < .001). The sub-scales o f the MSHS that related most robustly to purpose in life were Coping ( r = . 3 1 , p < .001) and Attitude Toward Humor and Humorous People ( r = .45, p < .001).

The purpose of this study was to explore the relationship between a pre-school child’s fears and the child’s use of an imaginary companion or personified object. Preschool-aged children (36 To 74 months) were interviewed using a revised version o f the FSSC-R fear scale, and an imaginary companion questionnaire. Parents were asked to complete a demographic questionnaire. Data analyses revealed that children who did not have an imaginary companion or a personified object had an absolute higher total fear score than children who had this type o f figure, although this difference was not significant. This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India.

We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches …

Classroom demographics in K-12 schools in the U.S. show that students of color represent an increased percentage of those enrolled. and that the number of students whose families are in poverty is on the rise. Yet teaching is a profession long dominated by middle-class individuals of European ancestry. The recruitment of teachers from diverse backgrounds is paramount, but teacher education must also prepare new professionals to meet the needs of students whose backgrounds might be different from their own. Combining unilateral denervation of anterior tongue taste buds with a low-sodium diet in rats results in a rapid, dramatic, and selective attenuation of neurophysiological sodium taste responses from the intact side of the tongue. The transduction pathway responsible for the attenuated response is through the epithelial sodium channel (Hill and Phillips, 1994). Current experiments extend these findings by detailing the effects of experimentally induced injury on taste responses from anterior tongue taste receptors in sodium-restricted rats.
