Global Diffusion Of The Internet - I: India: Is The Elephant Learning To Dance?, Peter Wolcott, Seymour E. Goodman
Global Diffusion Of The Internet - I: India: Is The Elephant Learning To Dance?, Peter Wolcott, Seymour E. Goodman
Information Systems and Quantitative Analysis Faculty Publications
With his proclamation in 1998 that "IT is India's tomorrow", Prime Minister Vajpayee captured a vision of a 21st century India substantially different from that of the previous century, with its high levels of poverty, bloated bureaucracies, and protectionist policies. He envisioned the new India as a major IT power, fully integrated with the global economy, bringing about substantial domestic and international benefit. The Internet is a key to this vision, both as an enabler of technology-based change, and as an indicator of the vision's fulfillment.
Using an analytic framework developed by the authors and others, this study documents the …

Many genes can play a role in multiple biological processes or molecular functions. Identifying multifunctional genes at the genome-wide level and studying their properties can shed light upon the complexity of molecular events that underpin cellular functioning, thereby leading to a better understanding of the functional landscape of the cell. However, to date, genome-wide analysis of multifunctional genes (and the proteins they encode) has been limited. Here we introduce a computational approach that uses known functional annotations to extract genes playing a role in at least two distinct biological processes. We leverage functional genomics data sets for three organisms—H. sapiens, …
Beyond The Property Tax: Local Government Revenue Diversification, John R. Bartle, Carol Ebdon, Dale Krane
Beyond The Property Tax: Local Government Revenue Diversification, John R. Bartle, Carol Ebdon, Dale Krane
Public Administration Faculty Publications
Local governments in the U.S. rely less on the property tax than they have historically. This long-term trend has been accompanied by important shifts in the composition of local revenues. While the property tax still serves as one primary source of local government revenue, increasingly other sources are used to pay for local government. This paper first examines that trend, the forces behind it, and its regional impact. We then explore trends in three central states- Iowa, Nebraska, and Arkansas -- that have experienced substantial revenue shifts in recent years. A concluding section discusses the options for the future.
The Impact Of Service Learning On Perceptions Of Self-Efficacy, Monalisa Mccurry Mullins
The Impact Of Service Learning On Perceptions Of Self-Efficacy, Monalisa Mccurry Mullins
Thesis, Dissertations, Student Creative Activity, and Scholarship
In recent years, the role of higher education in promoting volunteerism and social responsibility through service learning has become an issue that may radically impact both faculty and student development programs on American college campuses. Despite the significant amount of data regarding the impact of student participation in service learning on students' attitudes toward volunteerism and social responsibility, there is still a tremendous gap in our understanding of how such participation impacts subsequent student perceptions of personal self-efficacy. The purpose of this qualitative case study is to further articulate and clarify the relationship between student involvement in service learning courses …

Partnership With A Graduate Nursing Program: Voices Of The Community, Deborah Essex Forbes Lindell
Thesis, Dissertations, Student Creative Activity, and Scholarship
Academic-community partnerships (ACPs) are a means by which community-based organizations can implement their missions and programs of higher education can facilitate student educational objectives through real world learning experiences. Many ACPs are framed in the educational methodology, service-learning. Theoretical definitions of ACPs (as a type of inter-organizational relationship) describe them as relationships that are on-going, reciprocal and characterized by mutual trust and respect.
During the past 15 years, ACPs and service-learning have experienced a rapid growth in nursing education. Literature pertaining to ACPs in nursing education is largely anecdotal and concerns undergraduate nursing programs. There are few reports of research …

Recent evidence indicates that sleep spindles and spindle frequency activity display a circadian pattern. The temporal distribution of spindle frequency activity during the night should thus be sensitive to the circadian phase at which sleep is scheduled. The aim of the present study is to test the effect of a 5-hour advance of the sleep schedule on spindle frequency activity during sleep in healthy young subjects.

During the rural renaissance of the 1970s, the United States experienced a reverse migration pattern in which the flow of migration was predominantly urban to rural, unlike the traditional rural to urban flows. This migration phenomenon was equally experienced in the North Central Region, which includes the Great Plains states of North Dakota, South Dakota, Nebraska, and Kansas.
This study investigated the impact of the reverse migration phenomenon on employment in eight industry categories in three categories of counties in North Dakota, South Dakota, Nebraska, and Kansas. Findings show that net migration had differential impacts on employment by industry category …

Effects Of Solution Elicitation Aids And Need For Cognition On The Generation Of Solutions To Ill-Structured Problems, Adam B. Butler, Lisa L. Scherer, Roni Reiter-Palmon
Psychology Faculty Publications
Numerous techniques have been proposed to assist problem solvers in the solution generation process. We empirically examined the effectiveness of a solution elicitation technique based on the presentation of problem objectives and also examined whether the technique was effective across individual differences in need for cognition (NC). We found that when two conflicting objectives were presented successively, more solutions, more categories of solutions, and more effective solutions were generated than when the same two objectives were presented simultaneously or not at all. However, the results indicated that effective solutions may be more efficiently generated by considering objectives simultaneously. Need for …
Alternative Theoretical Approaches To Post-Communist Transformations In Central And Eastern Europe, Petr Pavlinek
Alternative Theoretical Approaches To Post-Communist Transformations In Central And Eastern Europe, Petr Pavlinek
Geography and Geology Faculty Publications
Since the start of post-communist transformations in Central and Eastern Europe (CEE), there have been disagreements about the best strategies to follow and policies to implement the reforms.1 Similar disagreements have existed in practical and theoretical interpretations of these transformations. These differences have reflected various and often conflicting understandings of the previous state socialist system, the existing political-economic situation and the nature of post-communist reforms by economists, political scientists, sociologists, historians and members of other disciplines and suggest the complexity, diversity and unpredictability of post-communist developments. Views have also differed significantly within the individual disciplines.
Two basic groups of …

The past year has been one of repeated shocks to government and the larger society. Terrorist attacks in New York City and Washington, D. C, the burst of the dot.com bubble in the stock market, a wave of corporate scandals, and a slowdown in the economy posed severe problems for officials of all governments in the federal system. The combined effects of the war on terrorism and the economic turmoil forced federal policymakers to create new agencies and to enact new policies. Slate and local governments also responded to the multiple shocks with a variety of initiatives, often independent of …

The Internet In India And China, Larry Press, William Foster, Peter Wolcott, William Mchenry
Information Systems and Quantitative Analysis Faculty Publications
This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India.
We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches …

Teaching The "Heart And Soul" Of Citizenship: Service-Learning As Citizenship Education, Bernadette Sun Chi
Thesis, Dissertations, Student Creative Activity, and Scholarship
Troubling trends in political disengagement among young people include decreasing knowledge of and interest in political issues as well as lower rates of voting compared to previous generations. To potentially address this CO~ service-learning has often been promoted in public schools as a means of educating active citizens, among other outcomes.
Despite the expansion of service-learning programs, the relationship between service-learning and citizenship outcomes deserves further study. This dissertation examines the following questions: Do teachers consider "citizenship" an explicit goal for service-learning experiences in K-12 schools? How do teachers and students define what it means to be a "good citizen"? …

Service In A Cultural Immersion Setting: Student Teachers Evaluate "A Sense Of Community", Susan E. Johnstad
Thesis, Dissertations, Student Creative Activity, and Scholarship
Classroom demographics in K-12 schools in the U.S. show that students of color represent an increased percentage of those enrolled. and that the number of students whose families are in poverty is on the rise. Yet teaching is a profession long dominated by middle-class individuals of European ancestry. The recruitment of teachers from diverse backgrounds is paramount, but teacher education must also prepare new professionals to meet the needs of students whose backgrounds might be different from their own. Cultural immersion and community-based service learning are two strategies for enhancing multicultural education for preservice teachers.
This is a qualitative case …

Combining unilateral denervation of anterior tongue taste buds with a low-sodium diet in rats results in a rapid, dramatic, and selective attenuation of neurophysiological sodium taste responses from the intact side of the tongue. The transduction pathway responsible for the attenuated response is through the epithelial sodium channel (Hill and Phillips, 1994). Current experiments extend these findings by detailing the effects of experimentally induced injury on taste responses from anterior tongue taste receptors in sodium-restricted rats. Experiments focused on functional salt taste responses from the intact chorda tympani nerve in sodium-restricted rats in which a gustatory nerve was sectioned that …
