Ideas For A Better City, University Of Tennessee. Municipal Technical Advisory Service Jan 1971

Ideas For A Better City, University Of Tennessee. Municipal Technical Advisory Service

MTAS History

MTAS receives virtually all periodicals in the field of municipal government and also obtains many other publications in this field. In the aggregate these contain a "mass of information" (when trying to sift, classify and assimilate, we sometimes wish it were much less in quantity!). These materials are routed to staff members for their examination; in this process they mark any items that appear to be noteworthy, and the editor writes the summaries for this publication.

These items are not necessarily "new" ideas, for the term "new" assumes a relative meaning. There is little, if anything, in the field that …

Debris Slides And Related Flood Damage Associated With The September 1, 1951, Cloudburst In The Mt. Le Conte-Sugarland Mountain Area, Great Smoky Mountains National Park, Donald Joseph Bogucki Dec 1970

Debris Slides And Related Flood Damage Associated With The September 1, 1951, Cloudburst In The Mt. Le Conte-Sugarland Mountain Area, Great Smoky Mountains National Park, Donald Joseph Bogucki

Doctoral Dissertations

Numerous debris slides and considerable flood damage resulted from the September 1, 1951, cloudburst over the Mt. Le Conte-Sugarland Mountain area in Great Smoky Mountains National Park. Over 100 individual slide scar heads were found in the study area, 41 of them in the Alum Cave Creek watershed, area of detailed field study.

The movement is thought to have been initiated by sliding at the head of the scar, with the mass of moving rock, soil, forest debris, and water developing flow characteristics downslope. Mt. Le Conte-Sugarland Mountain slide tracks may be divided into three sections: (1) the scar head, …

Sample Police Officers Duty Manual, C. J. Fleming, Harold V. Guerin Dec 1970

Sample Police Officers Duty Manual, C. J. Fleming, Harold V. Guerin

MTAS Publications: Full Publications

A police organization is that part of the government responsibile for enforcing laws and ordinances adopted by elected representatives of the people. The letter of the law determines what a police officer m ust do to discharge the obligation im posed by his oath, but it does not encom pass all of the circum stances which arise in the practical application of these written principles. Understanding of human behavior and application of comm on sense are fundamental to the successful attainment of police obj ectives. These alone, however, are not sufficient to insure the proper handling of every incident. There …

Physiological, Cognitive And Motor Assessments Of Systematic Desensitization, Vey Michael Nordquist Aug 1970

Physiological, Cognitive And Motor Assessments Of Systematic Desensitization, Vey Michael Nordquist

Doctoral Dissertations

Twenty-four snake phobic subjects were randomly assigned to one of four conditions in order to test directly the mechanism underlying Systematic Desensitization therapy. Only those Ss who were treated with systematic desensitization showed significant reductions in physiological cognitive and motor estimates of fear. No Treatment Control and Hierarchy-Yoked Ss did not improve on a single measure after treatment. Relaxation-Yoked Ss did report significant decrements in fear after treatment, but their verbal fear decrement was not sustained when proximity to the phobic stimulus was increased. The results supported Wolpe's contention that systematic desensitization operates on the basis of …

A Study Of The Relationship Between Aggression In The Verbally Reported Content Of Dreams And Some Conceptually Related Measures Of Personality, Minos Belden Fletcher Aug 1970

A Study Of The Relationship Between Aggression In The Verbally Reported Content Of Dreams And Some Conceptually Related Measures Of Personality, Minos Belden Fletcher

Doctoral Dissertations

This study involved two major research objectives: (1) to compare males and females on the basis of aggression scores computed from verbally reported dreams; and (2) to test the general hypothesis that there are predictable relationships between measures of aggression in reported dreams and conceptually related measures of personality.

A total of 529 current night dreams collected from 24 male and 15 female college students were scored for aggression content by means of the Hall-Van de Castle Aggression Scale. From the raw dream scores, six specific measures of aggression were computed: average number of aggressive incidents per dream, percent of …

How To Put The Thanks Back In, Municipal Technical Advisory Service May 1970

How To Put The Thanks Back In, Municipal Technical Advisory Service

MTAS Publications: Full Publications

Anyone who has been in municipal government for very long knows what a thankless job it can be. Public pats-on-the-back are few and far between. The Tennessee Municipal Guide Series is designed to help put the "thanks" back in. It's not a cure-all, but if used properly it can certainly lead to a more successful and appreciated operation. The specific purpose of the guides is to give you a general, over-all look at what is involved in, and what it takes to do each of the more common jobs a municipal government performs. Hopefully, this "portrait of a city" will …

Personnel Organization In The Republic Of China--The Reorganization Of 1967, Shun Yao Aug 1969

Personnel Organization In The Republic Of China--The Reorganization Of 1967, Shun Yao

Masters Theses

At the end of 1967, the Chinese government promulgated an administrative decree on delegation of authority, and established the Personnel Bureau directly under the Executive Yuan. These two occurrences, from the administration point of view, are milestones in the renovation of the Chinese Republic in modern history..

The aim of these actions is to improve the conduct of government and inspire efficiency in government personnel--problems encountered in government. Progress involves the analysis of theories of public administration as well as the practical problems presently existing in the government. The scope of this thesis does not permit consideration of the problems …

A Geographic Study Of The Tennessee Central Railway: An East-West Transport Route Across The Cumberland Plateau Of Tennessee, Dennis E. Quillen Aug 1969

A Geographic Study Of The Tennessee Central Railway: An East-West Transport Route Across The Cumberland Plateau Of Tennessee, Dennis E. Quillen

Masters Theses

The Harriman, Tennessee-Hopkinsville, Kentucky, routeway of the former Tennessee Central Railway is the only east-west rail crossing of the rugged Cumberland Plateau barrier in Tennessee and is one of a very few such rail crossings in the Southern Appalachian plateaus. The railroad's apparent good situation, however, has not resulted in either a large, dependable volume of traffic or a sound financial operation. After years of marginal operations, the Tennessee Central finally ceased operations on August 31, 1968. The line was subsequently divided into three segments and operations are now being conducted by three respective new owners: the Southern Railway, the …

An Examination Of The Relationship Between Kindred ConnectedNess And The Riesman Inner-Other Directedness, Judith Eva Wadford Aug 1969

An Examination Of The Relationship Between Kindred ConnectedNess And The Riesman Inner-Other Directedness, Judith Eva Wadford

Masters Theses

The purpose of this study is to investigate the family as a socializing agency from the standpoint of a possible relationship between kindred connectedness and inner-other direction.

The concept of kindred connectedness, developed by Whiteside and used in this study, is defined as the degree to which kin are bound together by mutual assistance, affective support, and commonly held values and norms. Whiteside argues that persons from a close kindred have been socialized to be more sensitive to the expectations of others than persons from a non-close kindred.

There have been numerous attempts to develop empirical measures of the dimensions …

A Study Of Library Services For Tennessee's Senior Citizens, Linda Weston

Masters Theses

This study was undertaken to evaluate library services available for Tennessee's senior citizens. The specific objectives were to discover the extent of available library services for Tennessee's senior citizens and to make recommendations for improving the services. Data was obtained from the four Tennessee metropolitan public library directors and the 12 Tennessee regional directors by means of a questionnaire.

The results from this questionnaire were tallied, tabulated, and analyzed. Results were: (1) all services for senior citizens are a part of the adult departments, (2) personnel in charge of services vary from professional staff members to clerical staff members, (3) …

Sex Role Identification Of Children Of Divorced Parents, Frank A. Brown Iii Mar 1969

Sex Role Identification Of Children Of Divorced Parents, Frank A. Brown Iii

Masters Theses

This study was designed to explore the effects of parental divorce on the male college student's over-all adjustment and his difficulty in completing the sex role identification process. Behavioral ratings of the Ss and their scores on the MMPI were used to test each of these effects. Specifically it was hypothesized that the conflict in the home preceding the divorce, more than the separation from one of the parents after it, was likely to cause difficulty for the "child" in the sex-typing process. It was also suggested that in the cases where the male "child of divorce" originally blamed the …

University Of Tennessee Library Lectures, 1967-1969 (No. 19-21) Jan 1969

University Of Tennessee Library Lectures, 1967-1969 (No. 19-21)

University of Tennessee Library Lecture Series

Dr. Jerrold Orne, Librarian, The University of North Carolina, delivered the nineteenth lecture, "Librarianship TodayCrisis or Change," on April 4, 1967. In a sense, Dr. Orne provided the theme for this collection; that is, change should be considered the natural result of growth and ought not be feared as a critical disruption.

The twentieth lecture, "Twentieth Century Scholarship and the Research Library: A Marriage of Convenience," was given by John H. Berthel, Librarian, The Johns Hopkins University, on May 7, 1968. Mr. Berthel reminded us of the necessity for intensive dialogue between scholarship and the research library in the face …

Andrew Johnson And The Patronage, James Lewis Baumgardner Dec 1968

Andrew Johnson And The Patronage, James Lewis Baumgardner

Doctoral Dissertations

The Constitution bestows upon the president the right to make appointments "by and with the advice and consent of the Senate" to federal position at home and abroad. Over the passage of time, through free use of this power and the implied power of removal, the several chief executives constructed a vast patronage system, of which one primary goal was to reward the party faithful for their services. The purpose of this dissertation is to determine how well Andrew Johnson, the unexpected successor of Abraham Lincoln, used the seemingly powerful patronage weapon and the reasons why he used it as …

Sex Differences In Associative Structure, Riley F. Elder Jr. Dec 1968

Sex Differences In Associative Structure, Riley F. Elder Jr.

Doctoral Dissertations

First, the history of the concept of associative structure was traced, and various methods of its assessment were reviewed. Included, also, was a survey of word association literature, with emphasis on the most recent studies. Three separate studies followed which were diverse techniques for the assessment of sex differences in associative structure, plus suggestions of some possible reasons--both proximate and remote--for these differences.

The first procedure consisted of an investigation of the Jenkins and Palermo Word Association Norms with respect to sexually distinct responses. This revealed many significantly differing responses, and suggested that the differences were the result of a …

The Effect Of Tonal Proximity Upon The Memory Of A Set Of Tones, William M. Walters Jr. Sep 1968

The Effect Of Tonal Proximity Upon The Memory Of A Set Of Tones, William M. Walters Jr.

Masters Theses

The purpose of the present study was to investigate the characteristics of music to which people respond. Ortmann's finding that the songs of Schubert, Schumann, Brahms, and R. Strauss are characterized by more frequent use of smaller intervals implies that small intervals are more typical in western music.

In Experiment I random sets of notes were played by the experimenter on a toy xylophone, and the subject was asked to reproduce the set on an identical instrument. The results were that subjects were generally capable of finding the correct notes, but this ability declined as the size of the set …

Operant Conditioning Of Heart Rate Changes In Curarized Rats With Brain Stimulation Reinforcement, David Hothersall Aug 1968

Operant Conditioning Of Heart Rate Changes In Curarized Rats With Brain Stimulation Reinforcement, David Hothersall

Doctoral Dissertations

Many learning theorists have distinguished between autonomic responses which can be conditioned using classical conditioning procedures, and skeletal responses which can be conditioned using operant or instrumental conditioning procedures. In recent years this distinction has been challenged since such autonomic responses as changes in heart rate, GSRs, vasoconstriction and vasodilation, and changes in blood pressure have all been conditioned as operants.

The aim of this study was to investigate the possibility that both increases and decreases in heart rate could be conditioned in groups of curarized rats using an operant conditioning procedure with brain stimulation as the reinforcement for the …

A Study Of Interpersonal Relationships Among Job Corpsmen--Tremont Conservation Center, Townsend, Tennessee, James Clair Richardson Jun 1968

A Study Of Interpersonal Relationships Among Job Corpsmen--Tremont Conservation Center, Townsend, Tennessee, James Clair Richardson

Masters Theses

During the period August 1 to December 15, 1967, the Tremont Conservation Center's drop-out rate was 40 per cent. There had been considerable concern over the frequency of drop-outs at the Center and other Job Corps Centers had reported terminations exceeding 50 per cent. This study was undertaken with the intent of answering one question, that being, was the degree or quality of interpersonal relationships between one corpsman with his fellow corpsmen relevant to the length of time he would stay in the program?

The writer constructed and used two sociometric tests, one to measure the degrees of group acceptance …
