The 39th Legislature was faced with a well-organized lobby promoting the adoption of an increase in the sales tax to help the cities of the State of Utah meet their increasing financial plight, particularly in financing the needs of law enforcement. This paper will outline, from an observer's viewpoint, the background of this movement; its initial approaches; its later attempts; and finally its failure.

This study was designed to investigate more completely the effects of counseling and tutoring on reading achievement, study skills, and personal adjustment within the context of a college reading and study skills program. The study consisted of three phases which corresponded with the three regular school quarters.

This study attempted to investigate the differences in the Head Start population of the Ogden City Schools and to determine if the differences had a significant influence on ability comparisons. An attempt was also made to evaluate the longitudinal benefits of Head Start training. The original data was collected in the 1966-67 evaluation of the Head Start program. Additional data was collected as this original group of Head Start children progressed through kindergarten, first, and second grades.

The American College Testing Program's Institutional Self-Study Survey was used in this study to consider USU students' goals, achievements, and evaluations of their collegiate experience. Goals included were students' educational majors, vocational plans, final college degree sought, and the relative importance attached to attaining Vocational, Academic, Social, and Non-Conventional goals. Achievements studied were both intellectual and nonacademic out-of-class accomplishments, and students' perceived progress in achieving Intellectual-Humanistic, Group-Welfare, Scientific-Independent, and Practical-status outcomes of their collegiate experience. This thesis is designed to establish bench marks which will facilitate the measurement of impacts of new crop and livestock extension practices on the rate of community development of the village of Achica Bajo, Bolivia. Successful agricultural extension and community development programs require adequate data at the farm and community level. In the absence of a real appreciation for the levels of income and financial needs of the campesinos, it is difficult to institute farm policies such as land tax measures which will have the desired impacts and consequences as well as peasant acceptance.

This thesis presents an evaluation of instructional television as used in four courses at Utah State University. The study is divided into four parts: first, student attitudes and reactions; second, faculty attitudes and reactions; third, the costs involved for the individual faculty members concerned, the academic department, the Radio-Television department, and the University as a whole; and fourth, recommendations concerning the future use of instructional television at Utah State University.
The four courses involved in this study were basic introductory courses in Political Science, English, Sociology, and Music.

The types and frequency of deviance, and the relationship between deviance and factors in the pre-Intermountain, Intermountain, and post-Intermountain experiences were studied using the male population of the 1964 graduating class at Intermountain School, Brigham City, Utah.
Among the important findings are the following. Of 233 total deviant acts, 84 were time schedule violations and 66 were drinking and drinking-related violations. The quantitative pattern of deviance was about the same during the sophomore and junior years and then decreased during the senior year. There was an inverse relationship between family size and deviance. The lowest average deviance rate occurred among …

The product sugar is studied in detail with special emphasis on supply and demand factors, in an attempt to better understand the abnormal sugar market of 1963-1964.
The unusual market fluctuations of that period appear to have been initiated by a statistical imbalance in world supply and demand of sugar.
The extent of price fluctuations in the United States during 1963-1964 were accentuated by the inability of current sugar legislation to shield the U. It was found that the Utah organization of the Future Homemakers of America has followed the nationally outlined program for projects, activities, and meetings. The projects worked on within the state seem to have supported the eight stated purposes of the Future Homemakers.

This study investigated the differences in self concept of Mexican-American and Anglo-American preschool children to determine if Mexican children have less favorable self concepts when compared with Anglo children of the same age and socioeconomic background. Differences between self concepts of Mexican boys and girls and between Anglo boys and girls were investigated. A third object was to determine the extent to which children's reports of self agree with their perceptions of significant others' perceptions of them.

A study was undertaken to evaluate the general sheep marketing process in Bolivia, to determine the present economic structure of farm units belonging to Altiplano sheep producers, to analyze the economics of marketing Altiplano sheep at an earlier age, and to analyze the economics of using various local products as a supplemental sheep feed in Bolivia.
In general the Bolivian sheep marketing process is inadequate and inefficient because of lack of marketing information, poor producer-buyer contact, lack of commercial sheep transportation, slaughterhouses lacking in facilities and hygienic conditions, and apparently unattractive retail methods.

Purpose was to collect and sample the attitudes of "blue collar" adolescents toward the employment of women and child rearing practices. Data were from 304 adolescents whose father s fit the requirements of being "blue collar." A questionnaire was administered that asked for attitudes and reactions to questions related to the employment of a woman through the normal stages of a family cycle and for attitudes related to child rearing practices.

This study was done to determine whether maternal employment affected the child's perception of male roles. The study was designed to see if the child viewed the male in a more negative or positive way or if he perceived the male as taking more instrumental or expressive roles when the child's mother was employed. The hypotheses predicted that there would be no difference in the children's perceptions of male roles between mother-employed and mother-not-employed groups, and that there would also be no difference between the sexes on children's perceptions of male roles .

Self-evaluation in home management and its relationship to achievement motivation was investigated. The discrepancy between student self-evaluation and adviser evaluation was correlated with achievement motivation.
The sample consisted of 33 female students, residents of -the Home Management House during Spring Quarter of the 1968-69 school year and Fall and Winter Quarters of the 1969-70 school year.
The instruments used were: (1) a background questionnaire; (2) Management Resource Scale, and (3) Litwin Decision-Making Test. The statistical test used was the Pearson r (correlation coefficient).

This study was designed to examine the effect teaching five and one-half to six-year-old children analytical and conceptual thinking strategies would have on their subsequent performance on the Bender-Gestalt Test. The sample was composed of 34 kindergarten children in this age range from the Providence Elementary School. They were randomly divided into two groups of equal size; one group was then given three 10-minute training sessions over three days which were designed to teach them analytical and conceptual thinking strategies. Apparatus for study of the phenomenon of rotation consisted of two rotating turntables constructed to receive disks for presenting varied visual stimuli. Turntables were graduated into 360 degrees for measurement of angular discrepancy in the task of visually matching rotational positions. Subjects from ages four through eleven attempted to match six compass positions for each of three designs--a boxlike house, a straight line, and Bender-Gestalt Figure No. 3.
Errors of rotation were classed as either transpositional or nontranspositional, Transpositional error, involving reversal or mirroring of the directional aspect of the designs, largely disappeared by age six. Non-transpositional error declined rapidly …

The study investigated the relationship between defensiveness scores and self-report scores as they interrelate in the assessment of self-concept and its change. Data were analyzed to determine if self-report scores adjusted by regression for defensiveness would be more congruent with a criterion measure than unadjusted scores.
A secondary problem was to evaluate the extent to which the self criticism scale on the Tennessee Self Concept Scale (TSCS) and the self-report vs. objective rating discrepancy method would identify the same individuals as defensive.

Within each community there exist individuals who, although untrained in the techniques of therapeutic psychology, are able to facilitate positive growth experiences among their acquaintances. Although research concerning the "natural counselor" is sparse, current focus on the potential contributions of lay personnel is a closely related area. Because of inconsistencies in the research literature following Grossman's (1960) demonstration that drinking behavior (thirst) could be modulated by intrahypothalamic injections of adrenergic and cholinergic chemicals, a series of studies were undertaken to clarify the relation between introducing chemicals into the brain and drinking behaviors.
The first study attempted to determine the effect of water deprivation on post-deprivation drink sequencing. It has been demonstrated that 75% - 90% of the water consumed by normal rats is taken during the evening hours (Fitzsimmons, 1957; Stellar & Hill, 1952). Recent research studies indicate the importance of sensory input in the development of perceptual skills. Learning the alphabet, an abstract symbol system, is considered a perceptual task. The major purpose of this investigation was to determine the effect of a visual experience reinforced by a sensori-motor experience in improving the ability of kindergarten pupils to perceive the configuration of alphabet letters and the order of these letters in a word.
Two separate kindergarten classes were selected as the experimental and control groups. The learning task was individualized through the use of each subject's own name.
