The University of North Texas and the African American Museum in Dallas are partners in a program designed to produce expert managers of digital images and information. The School of Library and Information Sciences in cooperation with the School of Visual Arts received a 1998 National Leadership Grant from the U.S. Institute of Museum and Library Services to build a collaborative program that includes a digital imaging laboratory and fellowships for students in a Certificate of Advanced Study Program. Powerize Server 1.0, developed by Powerize.com, is a content-based information filtering and retrieval system that presently uses a manually constructed user model known as a search profile. User modeling captures a user’s information needs. A user model can be constructed explicitly by the user or implicitly by exploiting feedback from the user about which documents are relevant. Implicit feedback can be inferred from user behavior without any additional work on the part of the user. Settlement Patterns And The Origins Of African Jamaican Society: Seville Plantation, St. Ann's Bay, Jamaica, Douglas V. Armstrong, Kenneth G. Kelly

Archaeological and historical research at Seville Plantation, Jamaica, are used to explain changes in settlement patterns within the estate's African Jamaican community between 1670 and the late nineteenth century. Sugar plantations, such as Seville, are marked by well-defined spatial order based upon economic and power relations that was imposed upon enslaved communities by planters and managers. Archaeological evidence is used to explore how enslaved Africans modified this imposed order and redefined boundaries in ways that correspond with the development of a distinct African Jamaican society. Strategic Auditing In A Political Hierarchy: An Informational Model Of The Supreme Court's Certiorari Decisions, Charles M. Cameron, Jeffrey A. Segal, Donald Songer

We examine how the Supreme Court uses signals and indices from lower courts to determine which cases to review. In our game theoretic model, a higher court cues from publicly observable case facts, the known preferences of a lower court and its derision. The lower court attempts to enforce its own preferences, exploiting ambiguity in cases' fact patterns. In equilibrium, a conservative higher court declines to review conservative decisions from lower courts regardless of the facts of die case or the relative ideology of the judges. But a conservative higher court probabilistically reviews liberal decisions, with the "audit rate" tied …

This work will show that there is a great gulf between the culture of lawmakers and the culture of those who comply. Lawmakers - legislators, administrators, and especially judges - function by producing primary authorities in law. The texts of these authorities are the law itself. Because they were created in the course of deciding actual cases - cases which produced insights to a truth of lasting value, these texts have an authority equal to all the other insights produced down through the ages. The excitement that accompanies such insights tends to blind lawmakers to the chore of compliance. Those …

During the spring and summer of 1999, the Low Power Radio Service Notice of Proposed Rulemaking (NPRM) by the Federal Communication Commission (FCC) recently drew a record number of responses. Several thousand people from all over the country participated in what has traditionally been the purview of major corporations and institutions, including 1120 individuals who signed the Micro Radio Empowerment Coalition comments. This paper examines that response and its implications for the micro radio and other activist movements. Emerging research suggests that alcohol, tobacco and drug-related problems may be higher in lesbian and gay communities than in the population as a whole. At the same time, alcohol, tobacco and pharmaceutical industries have increased marketing strategies that are targeted specifically to lesbian and gay communities. Lesbian, Gay, Bisexual and Transgender (LGBT) and HTV/AIDS organizations, often marginalized and under-funded, have frequently faced significant challenges in funding programs and special events. These organizations are often the very same groups needed to promote and support effective substance abuse countermeasures in LGBT communities. This report describes a local initiative, Policing Diversity in Lambeth (PDL), which was developed to address the challenges of policing a highly ethnically diverse population.

The report is timely. The report of the Macpherson Inquiry into the death of Stephen Lawrence has substantially redrawn the policy landscape in relation to policing and race issues. The Home Secretary’s priorities for policing in 2000-1 emphasise the need for improved community relations. The follow-up report by Her Majesty’s Inspectorate of Constabulary, ‘Winning the Race Revisited’, further stressed the need for urgent action. Parallel with these developments, the 1998 Crime and Disorder Act imposed …

Csikszentmihalyi (1999) has reminded us that social scientists cannot shrink from challenging the validity of our most cherished values, including the fundamental nature of happiness. He cites research affirming that material wealth does not correlate with happiness and then presents data correlating happiness with the experience of flow. However, in making this leap Csikszentmihalyi confuses correlation with causation. Because losing oneself in a project, relationship, or dream is followed by a very positive condition does not mean that the experience itself caused happiness. It is equally likely that losing one self is the causative factor. In looking at his data …

Caregivers Locus Of Control For Child Improvement, Timothy B. Smith

A potentially important variable that has received little attention in the disabilities literature is the caregiver's locus of control beliefs for child improvement as they relate to treatment compliance and actual child improvement. To evaluate the construct's utility in a practice setting, 131 caregiver-child dyads were assessed twice, twelve months apart. Children were an average of approximately four years old at the first assessment, and all of them had mild to severe developmental disabilities. Aspects of caregiver compliance to treatment were rated, and measures of child development status, family functioning, and caregiver locus of control were administered. Results indicated that …

Political changes in the former Soviet Union have allowed social scientists to explore a variety of family and child development issues that were closed to systematic investigation for many decades (Maddock, Hogan, Antonov, & Matskovsky, 1994). Prior Soviet psychological research focused on cognitive rather than socioemotional processes for political reasons (Kerig, 1996). Therefore, Western researchers had little opportunity to conduct research on children’s social development in the context of the family in the former Soviet Union.

How parents view the nature of a child and their own role as parents has great influence over the life of that child. Many perspectives about the nature of children have arisen in the course of Western Civilization that have shaped childrearing practices for centuries, including the increasingly accepted scholarly view that parents matter relatively little in children’s lives. (2) This chapter emphasizes inspired, eternal principles that are supported by empirical and conceptual scholarship, which suggests that optimal parenting does indeed matter in children’s lives.
