The Federal Reserve System, a little over fifty years old, is now the dominant force in the monetary policy of our nation's economy. Through its use of the reserve requirements, discount rate and other methods, the Federal Reserve System can greatly control the mood and pace of the economy. The 'Fed', as the system is called, has over 6,750 member banks, and has over eighty-five percent of the nation's demand deposits in its vaults. This special studies was the practical application (in a "laboratory") of what has been learned in several library science courses. The laboratory consisted of shelf after shelf of unclassified books arranged in no order and covering fields from physical education to American literature. The collection had to be evaluated, generally organized, classified, lettered and reshelved. Later, author, title, and shelf-list cards will be made. From a hodge-podge of books with limited value because of lack of organization, this collection has become a useful library. The purpose of the present study is to discover some of the biographical factors (personal, family, and environmental) which are characteristic of a majority of underachievers in junior high school. The discovery of these factors may lead to the development of an instrument which would assist in the detection, early in school, of an underachieving predisposition. This seems to be a logical possibility in view of a study by Shaw and Mccuen (1960). This paper is an effort to prove by a historical formula, an analysis of fact, and a parallel of events that the finished product of Fascism today has been in the making for a century.
