Introduction

"Tamasomam Jyotirgamayah" (O Mother! Lead us from darkness to light) - has always been the essence of Indian spiritual being. Ethereally speaking, it has also been the wish of the modern man to escape from darkness to light- both metaphysically and metaphorically. The means that man has invented to meet this end is nothing else than the electricity. Today, it would be as much naïve to imagine the modern man without electricity as nihilistic to imagine the fish out of water (Razdan, 2003). Electricity is not a matter of life and death. It is a lot more important than …

Promoting Open Access To Research In Academic Libraries, Priti Jain

Library Philosophy and Practice (e-journal)

"A commitment to scholarly work carries with it a responsibility to circulate that work as widely as possible: this is the access principle. In the digital age, that responsibility includes exploring new publishing technologies and economic models to improve access to scholarly work. Wide circulation adds value to published work; it is a significant aspect of its claim to be knowledge. The right to know and the right to be known are inextricably mixed. Open Access can benefit both" (Willinsky, 2010). Increasingly, this capacity to close the gap between developed and less developed countries through access to information becomes more …

Library Philosophy and Practice (e-journal)

Introduction

In Nigeria, governments constitute the largest employer of labour – Federal, State, and Local Governments, including their parastatals. As a result of this, the burden of paying retirement benefits appear to be too much for each succeeding government of the day – pension and gratuities have remained unpaid for years by the various levels of government.

Because of this, many workers, upon retirement have nothing to fall back upon, and therefore, languish and eventually die prematurely and in penury. In extreme cases, retirement benefits were only paid posthumously to the next-of-kin of deserving workers.

Generally, Nigerian workers/employees in public …
