In 1984, my national agricultural policy article surprised some readers because its first concern was with policy regarding the natural environment [Hayden 1984]. Others thought it contained the policy agenda that agricultural policymakers could expect in the future. The future came more quickly than most expected when the 1985 Farm Bill (Food Security Act) included provisions to limit harmful impacts of the agriculture industry on the environment. The purpose of this article is to explore the importance, success, and future of the Swampbuster provision that was intended to protect wetlands in the United States from further agricultural destruction.

Sustainable Balance Of Trade Deficits, Eric O'N. Fisher
Economics
This paper analyzes a model of overlapping generations in which there are two currencies. There are two agents born in each period, and these agents have completely heterogeneous preferences and endowments. The paper shows that there are monetary equilibria in which one country can sustain a trade deficit whose present value is arbitrarily close to that of its trading partner's entire stream of resources. Hence, there may be no limit to the present value of a country's trade deficit, even if the equilibrium for the world economy satisfies an intertemporal efficiency criterion.

This means, for example, that Risk will be included in the Current Law Index, Legaltrac, and Legal Resources Index published by Information Access Company."

Job Search Outcomes For The Employed And Unemployed, David M. Blau, Philip K. Robins

This paper examines how four components of the job search process--the choice of search methods, the choice of how many firms to contact, the rate at which offers are received, and the acceptance or rejection of an offer--influence the job-finding rate. A reduced-form model of job search is estimated that takes account of the fact that users of a particular method of job search are not a random subset of all searchers. The empirical analysis focuses on differences in search behavior between the employed and unemployed. A key finding of the analysis is that the offer rate per contact …

This article discusses solutions to the problems of libraries that offer online or CD-ROM searching of bibliographic databases. One perennial problem facing libraries that offer online or CD-ROM searching of bibliographic databases is helping patrons get copies of the documents they identify in a search. Although the problem exists even with printed indexes, database searching makes it easier to locate more items in a wider variety of sources. Patrons with long printouts of articles in sometimes obscure journals are common in libraries, especially as libraries provide CD-ROM indexes for self-service searching. The debate in the social work academy about the pertinence of empiricist/positivist modes of knowing and doing is epistemological in character. It is the argument of this essay that prior ontological questions must be answered before the profession of social work can profitably enter this debate. These questions center on the nature of social work, the symbolic and moral essence of the social work enterprise and what the profession is becoming.

Diseconomies Of Scale In Employment Contracts, Eric Bennett Rasmusen, Todd Zenger
Eric Bennett Rasmusen
We find that small teams can write more efficient incentive contracts than large teams when agents choose individual effort levels but the principal observes only the joint output. This result is helpful in understanding organizational diseconomies of scale and is consistent with both existing evidence and our own analysis of data from the Current Population Survey. Our modelling approach, similar to classical hypothesis testing, is of interest because we need not derive the optimal contract to show the advantage of small teams.

Automating a library is challenging, frustrating and rewarding. It requires detailed, often tedious planning, and enormous amounts of patience. Software glitches, hardware failures, and miscommunication between automation vendors and library staff are common complaints found in the library literature. These problems loom large when any library automates. When two libraries undertake such a project together, problems proliferate. The automation project of Ouachita Baptist University (OBU) and Henderson State University (HSU) Libraries illustrates problems inherent in any automation, some unique to joint endeavors, and others representative of cooperation between a public and a private institution. The final paper from the symposium on public participation in Risk management discusses existing procedures for ensuring the integrity of advisory committee recommendations. It concludes that they are inadequate and argues that accountability would be better served if nonexperts were included. It also suggests that, in any event, measures need to be taken to indicate, e.g., the bases for committee conclusions.

Tax Rates And Tax Evasion: Evidence From California Amnesty Data, Steven E. Crane, Farrokh Nourzad

The effect of marginal tax rates on income tax evasion is examined using data from the California Tax Amnesty Program, which provided amnesty for people who had not filed returns, had filed inaccurate returns, or were delinquent in paying their tax liabilities. People under criminal investigation were not eligible. After correcting for the selectivity bias, it was found that tax evaders respond to higher marginal tax rates by increasing their evasion activity. The results also confirm the theoretical prediction that people with higher levels of income tend to evade more. The absolute and relative sizes of income and tax rate …
