Determining Wastewater User Service Charge Rates, Haig Farmer, William J. Finane Jr., Sharon H. Fitzgerald

MTAS Publications: Full Publications

Good financial management is a critical part of all wastewater operations. It allows you to establish the user service charge rates necessary to keep your utility financially healthy and running smoothly. This publication was designed to help small to medium-sized wastewater utility operations decide how much they should be charging their residential, commercial, and industrial customers for wastewater services. It includes a Lotus 1-2-3 computer model program and manual procedures to help you calculate specific values for your system's user service charges. [The computer program referenced throughout this document is not available.]

Using Flexible Transactions To Support Multisystem Telecommunication Applications, Mansoor Ansari, Linda Ness, Marek Rusinkiewicz, Amit P. Sheth Aug 1992

Using Flexible Transactions To Support Multisystem Telecommunication Applications, Mansoor Ansari, Linda Ness, Marek Rusinkiewicz, Amit P. Sheth

Kno.e.sis Publications

Service order provisioning is an important telecommunication application that automates the process of providing telephone services in response to the customer requests. It is an example of a multi-system application that requires access to multiple, independently developed application systems and their databases. In this paper, we describe the design and implementation of a prototype system1 that supports the execution of the Flexible Transactions and its use to develop the service order provisioning application. We argue that such approach may be used to support the development of multi-system, flow-through processing applications in a systematic and organized manner. Its advantages include fast …

An Investigation Of Privatization: A Local Government Service – The Waterloo County Board Of Education School Bus Fleet, Christopher Smith Aug 1992

An Investigation Of Privatization: A Local Government Service – The Waterloo County Board Of Education School Bus Fleet, Christopher Smith

MPA Major Research Papers

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

Time As A Shared Resource : The Effects Of Depression And Behavior Verifiability On Perceptions Of Temporal Investment, Jody Lynn Jones Aug 1992

Time As A Shared Resource : The Effects Of Depression And Behavior Verifiability On Perceptions Of Temporal Investment, Jody Lynn Jones

Master's Theses

People have a tendency to view themselves in a more favorable light than they do others, a phenomenon termed the egocentric bias (Messick, Bloom, Boldizar, & Samuelson, 1985). Past research has shown that people are more likely to display the bias in situations that are "nonverifiable", meaning that there is no way to accurately measure the dimension on which judgments are made (Allison, Messick, & Goethals, 1989). Two experiments tested the hypothesis that only nondepressed individuals in a nonverifiable situation would show the egocentric bias, whereas non depressed subjects in the verifiable condition and depressed subjects in both conditions would …

Relations Among Perspective Taking, Egocentrism, And Self-Esteem In Late Adolescents, Kimberly D. Leister Aug 1992

Relations Among Perspective Taking, Egocentrism, And Self-Esteem In Late Adolescents, Kimberly D. Leister

Master's Theses

This study examined the relations among perspective taking, egocentrism, and self-esteem in a sample of 113 undergraduate college students. Self-report measures of the the three constructs were used. Subjects in different levels of perspective taking did not differ significantly from one another in either egocentrism or self-esteem. Pearson correlations revealed that egocentrism was not related to self-esteem in level 2 perspective takers, but that these two constructs were negatively related in 3 perspective takers. Additionally, when subjects were in level 2 perspective taking, feedback did not alter their perceptions of themselves. However, when in level 3, feedback did affect subjects' …

Review Of The Bats Of Texas By David J. Schmidley, Patricia W. Freeman Aug 1992

Review Of The Bats Of Texas By David J. Schmidley, Patricia W. Freeman

Great Plains Research: A Journal of Natural and Social Sciences

There are few "Bats of” books for states because usually there are not that many species located in a particular state and second, we often do not have much information about the bats in a particular place or state. But there has been increasing interest in bats in the last few years stimulated by organizations like Bat Conservation International and publications like Bats of Carlsbad Caverns, both of which have high quality photographs of bats. The Carlsbad publication has particularly spectacular pictures of bats in flight.

The Effects Of Sex And Sexual Orientation On Attractiveness Judgments: An Evolutionary Interpretation, William R. Jankowiak, Elizabeth M. Hill, James M. Donovan Aug 1992

The Effects Of Sex And Sexual Orientation On Attractiveness Judgments: An Evolutionary Interpretation, William R. Jankowiak, Elizabeth M. Hill, James M. Donovan

James M. Donovan

If attractiveness judgments reflect biologically important reproductive criteria, men should base judgments of potential partners on objective physical criteria more than do women; homosexuals and heterosexuals of the same sex should perceive attractiveness in the same terms, regardless of the sex-object choice. To test this theory, photographs of men and women (20 each) were presented to members of four subject groups, solicited on an opportunistic basis. Subjects were asked to rank the sets of photographs separately on the dimensions of physical attractiveness and general social attractiveness. We found some sex differences across sexual orientation. There was less variation among men …

Homosexual, Gay, And Lesbian: Defining The Words And Sampling The Populations, James M. Donovan Aug 1992

Homosexual, Gay, And Lesbian: Defining The Words And Sampling The Populations, James M. Donovan

James M. Donovan

The lack of both specificity and consensus about definitions for homosexual, homosexuality, gay, and lesbian are first shown to confound comparative research and cumulative understanding because criteria for inclusion within the subject populations are often not consistent. The Description section examines sociolinguistic variables which determine patterns of preferred choice of terminology, and considers how these might impact gay and lesbian studies. Attitudes and style are found to influence word choice. These results are used in the second section to devise recommended definitional limits which would satisfy both communication needs and methodological purposes, especially those of sampling.

Increasing International Military Interdependence: Defense Cooperation In The New World Order, Sheila Callaham-Gay Aug 1992

Increasing International Military Interdependence: Defense Cooperation In The New World Order, Sheila Callaham-Gay

Graduate Program in International Studies Theses & Dissertations

This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. Whether global peace and security …

A Comparison Of Mexican American Adolescent Educational And Career Decision-Making And Perceived Influences, C. Louise Lesser Aug 1992

A Comparison Of Mexican American Adolescent Educational And Career Decision-Making And Perceived Influences, C. Louise Lesser

Graduate Theses

Previous research has considered Mexican Americans as a homogeneous group in studies relating to education and career decision-making of adolescents. In a study of 22 Mexican American adolescents, using an interview format, results report similarities between lower and middle income Mexican American youth in occupational expectations and in value-orientations which are not characteristic of traditionalism. Findings indicate differences between the two groups in educational expectations, degree of certainty, effects of the familial environment, and in hope of success for the future. Both lower and middle income youth respond to parental influence no matter how close the relationship, but parental expectations, …

Bayes Models And Forecasts Of Australian Macroeconomic Time Series, Peter C.B. Phillips Aug 1992

Bayes Models And Forecasts Of Australian Macroeconomic Time Series, Peter C.B. Phillips

Cowles Foundation Discussion Papers

This paper provides an empirical implementation of some recent work by the author and Werner Ploberger on the development of “Bayes models” for time series. The methods offer a new data-based approach to model selection, to hypothesis testing and to forecast evaluation in the analysis of time series. A particular advantage of the approach is that modelling issues such as lag order, parameter constancy, and the presence of deterministic and stochastic trends all come within the compass of the same statistical methodology, as do the evaluation of forecasts from competing models. The paper shows how to build parsimonious empirical “Bayes …

Career Differentiation: The Legal Community In Lincoln, Nebraska 1880-1891, Andrew Koszewski

Great Plains Research: A Journal of Natural and Social Sciences

The development of a legal community in late nineteenth-century Lincoln, Nebraska, offers an opportunity to examine career differentiation. Relying upon census and Lincoln city directories, the data analysis reveals similar patterns to previous research on the legal profession and some significant differences. Lincoln attorneys usually came from middle or lower classes backgrounds, seldom graduated from college, relocated to Nebraska from midwestern states, practiced alone, joined numerous fraternal organizations, became involved in politics, and were overwhelmingly Republicans.

Approximately Median-Unbiased Estimation Of Autoregressive Models With Applications To U.S. Macroeconomic And Financial Time Series, Donald W.K. Andrews, Hong-Yuan Chen Aug 1992

Approximately Median-Unbiased Estimation Of Autoregressive Models With Applications To U.S. Macroeconomic And Financial Time Series, Donald W.K. Andrews, Hong-Yuan Chen

Cowles Foundation Discussion Papers

This paper introduces approximately median-unbiased estimators for univariate AR( p ) models with time trends. Confidence intervals also are considered. The methods are applied to the Nelson–Plosser macroeconomic data series, the extended Nelson–Plosser macroeconomic data series, and some annual stock dividend and price series. The results show that most of the series exhibit substantially greater persistence than least squares estimates and some Bayesian estimates suggest. For example, for the extended Nelson–Plosser data set, eight of the fourteen series are estimated to have a unit root, while six are estimated to be trend stationary. In contrast, the least squares estimates indicate …

The Popper Proposals For The Great Plains: A View From The Canadian Prairies, Alec H. Paul Aug 1992

The Popper Proposals For The Great Plains: A View From The Canadian Prairies, Alec H. Paul

Great Plains Research: A Journal of Natural and Social Sciences

The Popper thesis, that large parts of the U.S. Great Plains are best suited to their pre-settlement role of "buffalo commons" and should be returned to that state, might also be applied to portions of the Canadian prairies north of the 49th parallel. The Canadian Dry Belt, often referred to as the Palliser Triangle, has suffered drought and environmental degradation similar to the U. S. Great Plains. Rural depopulation began in the 1920s, and in the 1930s the region became known as the Canadian Dustbowl. As early as the 1920s, some farmers had begun to work together to develop land-use …
