A New Way Of Thinking About The Current Account, Eric O'N. Fisher

Economics

Extending the theory of generational accounts, I show that the conventional current account is not related to the real effects of a country's fiscal policy. For any international array of fiscal policies, a country can implement its own policy so that the conventional government and current account deficits are zero in every period. I argue that economists should develop a new measure of the current account. This measure is forward looking and keeps track of expected transfers between countries.

The purpose of this management plan is to regulate fishing for rock lobsters (Family Palimuridae) in waters off the west coast of Western Australia such that the breeding stock of rock lobsters is maintained at a level known to have generated adequate recruitment of young lobsters in the past. This management plan does not constitute a change in the management arrangements for the rock lobster fishery. It essentially replaces the West Coast Rock Lobster Limited Entry Fishery Notice 1993 made under the Fisheries Act 1905 and makes the required changes to wording and structure necessitated by the proclamation of the …

This paper was originally prepared for the first National Fisheries Managers Conference in 1993. It is now updated and includes the current bag and size limits from around Australia as at 1 July, 1995. It is fairly obvious from this paper that there is a need for more cooperation between the states, particularly for species which have wide distributions. However, regional solutions can be a good approach for specific management needs, while general rules can be made more consistent in a number of cases.

Multivariate Analysis Of Quality Of Life And Migration In North Dakota, Mohammad Hemmasi

Great Plains Research: A Journal of Natural and Social Sciences

Principle components analysis and multiple regression were used to examine spatial variations in quality of life indicators, and relationships between quality of life indicators and net migration rates for North Dakota counties between 1980 and 1990. Three quality of life dimensions were identified: Affluence, Suffering, and Demography. Of the three derived indicators, Affluence was the best overall statistical determinant of county migration rates. Adverse quality of life and migration trends were especially evident for counties with high non-white population proportions; such counties may need special development policies.

The Economic Impact Of A Short Term Event On Tourism: 1994 National Slo-Pitch Tournament, John Macdonald

This paper examines whether short-term special events provide a positive net economic benefit to the host community with a specific focus on the 1994 Canadian National Slo-Pitch Championships held in Niagara Falls. A participant survey designed to identify demographic information and direct spending patterns was conducted, in addition to a survey of the hotels that accommodated the participants. The findings reveal that significant economic benefits can be gained by hosting short-term special events and the extent of the economic benefits is increased considerably when the event requires participants to stay in the host community overnight.

America faces the moral dilemma of whether to intervene militarily, at great risk, in states which commit massive human rights violations against their own citizens. A systematic look at the intellectual ideas guiding international relations reveals such atrocities to be an established part of international behavior. Ending this structural violence is difficult because of the epistemological and ethical limits of social science, the rule of law, political theory, and moral philosophy. The proportion of black Americans serving in the United States military is much larger than their proportion among the general population. This issue came to the forefront· during the Persian Gulf War of 1990-1991. While proud that many blacks were serving in uniform, and that the leader of the entire military, General Colin L. Powell, was black, many black Americans expressed dismay at the potential for high black casualty rates and questioned why the high numbers of blacks in the military even existed. Federal river protection in the us. began in 1968 with passage of the National Wild and Scenic Rivers Act (P.L. 90-542). In addition to the federal system, 33 states have enacted some type of state-level river protection legislation. Currently, over 400 river segments and 15,000 river miles are protected by the state programs. Texas, which contains 23 major river basins and over 80,000 linear miles of streambed, has made numerous attempts to establish a state-level protection program; however, each has failed. Great Plains Research: A Journal of Natural and Social Sciences

This volume reports the results of studies on skeletal remains throughout the Great Plains from early to recent times. Skeletons from the W. H. Over Museum Collection in South Dakota, excavated by Over, William Bass, and W. R. Hurt, form the volume's analytic core, with other collections providing necessary context. Portions of the Over skeletal collection have been reported on previously. When the collection was mandated for reburial in 1985, however, Owsley and Jantz arranged for comprehensive osteological analysis by numerous specialists, resulting in this volume.

Intermunicipal Servicing Agreements: Four Case Studies In Huron County, Jennifer Hosack

This paper examines how local servicing problems – with a specific focus on sewage and water services – can be dealt with effectively based on four case studies of municipalities in Huron County. An analysis of municipal and provincial documents and interviews with key stakeholders were conducted. The findings reveal that local servicing problems can be successfully addressed with servicing agreements, which involve adjacent municipalities working cooperatively with one another in order to obtain the level of servicing that they each desire.

Evaluation Of Leadership In Ontario Public Libraries, Reed Osborne

This paper examines whether the leadership performance appraisal ratings of public library chief executive officers (CEOs) are influenced by the gender of the CEO. Surveys with 272 board members and management or professional staff at public libraries in Ontario were conducted to determine their evaluations of the CEO for 14 leadership qualities. The findings reveal that female CEOs carry an additional burden in the form of ongoing gender role tensions that male CEOs do not have to endure.

The Incidence And Impact Of Strategic Human Resource Management In Canadian Municipalities, Cheryl Smith

This paper examines the incidence and effectiveness of strategic human resource management (SHRM) in Canada based on a survey of 68 municipalities in eight provinces with populations exceeding 38,500. The findings reveal that SHRM is being practiced in a small majority of Canadian municipalities and the majority of the respondent municipalities with SHRM have fully integrated their human resources function within the strategic planning process, which suggests that there is significant potential for the improvement of organizational effectiveness.

Domestic Structures And The Diversionary Use Of Force, Ross A. Miller

Theory: This paper reformulates diversionary theory to take into account the effect of domestic structures on the propensity of leaders to use foreign policy to manipulate domestic politics.

Hypotheses: The structure of domestic political institutions and levels of policy resources condition the willingness of leaders to use conflict involvement to manipulate domestic audiences.

Method: Probit analysis of 294 militarized interstate disputes during the period from 1955 to 1976.

Results: Domestic structures have a significant effect on the propensity of leaders to use foreign policy as a vehicle of their personal political ambition.

The psychotherapeutic environment is changing. Pressure from outside the profession is motivating changes that are resulting in cost cutting and cost containment. Health management organizations and preferred provider organizations are beginning to control third party payment to mental health providers. This is counselling the profession to reevaluate and remodel how it performs therapy as numbers of sessions become more limited. Therapy is changing from a long lasting relationship with a therapist, in which personality transformation is sought for the client, to forms of brief therapy in which only problems and solutions, arising from the immediate issues, are focused on. The Effect Of Cooperative Games/Activities Involving Elementary Students On Cooperative Social Interaction, Karen S. Collins

The purpose of this study was to ascertain whether Cooperative Games/Activities influenced children’s cooperative values and interdependence in the classroom. Twenty-seven boys and twenty-eight girls were assigned to three groups: two cooperative games/activities experimental groups and one control group. Each student was pretested using a Group Behavior and Atmosphere Scale. Following the pretests, students in the control group continued with their regular physical education activities and the experimental groups played cooperative games. Cooperative games were played twice a week, for six weeks, for an average of forty-five minutes. After six weeks, all students were retested to determine changes in behavior. …
