Monetary and banking policies are usually the responsibilities of the Monetary Authorities which comprise the Central Bank and the Central Government. In Nigeria, while the Central Bank exercises primary responsibilities for initiating, articulating, implementing and appraising such policies, the Bank's proposals are subject to the approval of the Federal Government. To facilitate the understanding of the conduct of monetary and banking policies by the CBN, it is necessary to articulate the theoretical framework of monetary policy, the CBN-monetary management techniques, as well as the policy measures adopted since 1986 to reform and strengthen -the banking system.

This paper reviews and analyses the various prices that have been in existence in the agricultural sector since the re-organization of the produce marketing system in 1977 to the present free market system. It was observed that a close relationship existed between the market prices and the determined prices. However, some upward revisions in the official prices were found to be neither rational nor based on any concrete study. Moreso, most commodities were implicitly taxed during the period 1977-1985. In line with the objectives of the monetary policy in 1994, the CBN achieved a substantial reduction of its holding of treasury bills through open market operations that were aimed at slowing down the growth of base money and money supply. While the volume of open market sales suffered apparently from the initial market reactions to the budget for fiscal 1994 and later the political and industrial unrest, such sales reached record levels in the fourth quarter of the year. Twenty-five years ago, to reflect the is­sues faced by the students of Western Wash­ington State College, Klipsun Magazine was born.

Editor Phyllis Atkinson and her staff pro­duced stories that showed insight into the twisted minds of collegiate youth by highlighting the students’ concerns. Liberals lost congressional power in the election of 1970, graduates weren’t finding jobs after leaving Bellingham and the school’s purse strings were tightly cinched.

Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). As of Fall 2019 The Anchor has moved to monthly print issues and a more frequently updated website. Occasionally, the volume and/or issue numbering is irregular.
