Although Chomsky has never discussed judicial review in any detail, he recently made several interesting observations. He believes America's governmental structure remains acceptable, even desirable, even though all three federal branches have not just failed to protect us from private power's excesses but instead have devoted far too much of their energy and power to enhancing private power. The constitutional text creates a unique relationship between the Supreme Court and private power. Because the Court is staffed by unelected Justices who need not pander for money to be reelected, it is more independent of the rich and powerful than either …

This report presents the results of the DMPA Monitoring Study undertaken by the Population Council, Manila, as a technical assistance project for the DMPA Reintroduction Program of the Department of Health. The primary objective is to provide data on DMPA utilization and continuation rates to project the logistical needs of the program during the next three years. Data on availability of DMPA supplies and IEC (information, education, and communication) materials relating to DMPA were also monitored to provide some measure of effectiveness of the program's distribution system. My assignment in this year's series on "Moral Values: The Challenge of the Twenty-First Century" is to talk about moral values in a free society and the challenge for business leaders in the twenty-first century. My perspective on this topic is as a philosopher and educator. I also speak as a consultant who has developed corporate programs on ethics and leadership, primarily in the financial services industry. The purpose of this paper, then, is to evaluate stock prices as a leading indicator of economic activity. Time-series analysis and the notion of "Granger causality" are used in this project to estimate relationships between stock prices and the economy, and to see if they are consistent with theory. In this paper, we will explore the following questions. First, does the stock market lead the real economy, in the sense that variation in its past values explains some of the variation in the real economy? Some economic analyses find evidence of environmental injustice--minorities and/or low-income persons are exposed to environmental dangers (locally undesirable land uses, or LULUs) more than their non-minority or more affluent counterparts. Such inefficient allocations result from a violation of perfect property rights. This paper does not determine efficient levels of various environmental dangers, but rather examines and compares several studies in an effort to find a consensus among researchers. No consensus emerges, as differences in research techniques prevent consistent results from being found. Future research must have well-defined methodologies before it can be effectively used by policy makers.

From an economic perspective, society should only use capital punishment if the marginal benefits outweigh the marginal costs. In the course of analyzing the economic efficiency of capital punishment, and before providing any recommendations, both the benefits and costs of the death penalty must be evaluated. Since the death penalty has been implemented for centuries, many people believe its benefits outweigh its costs. The evaluation of benefits in Part II will be compared to the costs assessed in Part III to determine if this long held assertion is correct.

Local Economic Developers’ Preferences For Industrial Recruitment: A Contingent Valuation Approach, Beth Loy, Scott Loveridge

Several arguments in the local economic development policy literature criticize practitioners for their continuing reliance on industrial recruitment, sometimes referred to as smokestack chasing. Why might practitioners rationally prefer this method over other available techniques? One theory is that practitioners face pressure to accomplish something within a short time frame, resulting in a high discount rate for economic development projects. A survey of local economic development practitioners using the contingent valuation technique supports the theory, finding that developers' discount rate is roughly 20%. The survey tests other theories as well.

Poverty in South Africa is a rural and urban problem. It is endemic to the rural environment where the majority of the people live. It is transferred to the urban areas through labor migration.
Rural people depend on agriculture for subsistence. Apart from subsistence farming there are no employment opportunities. The choice for a rural young man is to be a subsistence farmer or a migrant laborer. The industrial sector is unable to offer a job for everyone. Thus, the rural migrant’s dream of a city job often becomes an unemployment nightmare.

The North American Free Trade Agreement (NAFTA) is a newer form of regional economic integration between a developing country, Mexico, and two developed countries, the United States and Canada. This study compared personality traits of adult children of alcoholics with adults who did not come from alcoholic home environments, for the purpose of developing treatment protocols. It was hypothesized that 1) there would be differences between clinical ACOA's and non-clinical ACOA's, 2) clinical ACOA's would differ from non-ACOA's, 3) non-clinical ACOA's would differ from non-ACOA's. Four groups were used in the comparison, adult children of alcoholics in treatment, adult children of alcoholics with no treatment history, non-adult children of alcoholics in treatment, and non-adult children of alcoholics with no treatment history.
