Problem. Since 1995, with the realization that by 2005 more than 61% of executives in the senior ranks of the Canadian Public Service would be eligible for retirement (La Releve, 1998), the need to recruit and develop competent leaders has become a matter of urgent attention.

Method. Public sector leaders were surveyed by mail-in questionnaires as to their ratings of a set of leadership competencies. Analogue research for private sector leaders, conducted by a colleague, was incorporated for some analysis. A stratified sample of the general public was also surveyed by telephone regarding a subset of the same competencies. …

It will not come as news to people familiar with Native American history the role the print medium has played in costructing [constructing] public images of indigenous Americans. What is refreshing is the way in which Coward offers his insights on the matter. He has chosen the period of the United States' most feverish expansion into "the West," a time when newspapers and related print sources were most active in defining now-common stereotypes of both sides in the ensuing conflicts.

The aim of this volume is to illuminate various black and white boundaries in the United States through an examination of the "cultural dimensions of racial inequality." Fourteen essays touch on a wide variety of subjects including African American corporate executives, fast-food workers in Harlem, Afrocentrism, single-parenting, rap music, and feminism, to name only some. The authors of these essays strive to move beyond a static structure versus culture dualism and to instead highlight the theoretical and empirical importance of cultural scripts, all without reducing discussion to the level of "blaming the victim."

If you use OVID to search Medline, have you noticed it has been stuck on the "December week 4 1999" update for several weeks?

Normally, MEDLINE is updated weekly and runs a couple of weeks ahead of the calendar. What is going on? Every year in January, the National Library of Medicine (NLM) updates its Medical Subject Headings (MeSH) to reflect growth and change in medical language. OVID programs the changes, releases a "global update" at the end of January, then resumes our normal weekly updates in February.

The World Wide Web is fast becoming a ubiquitous computing environment. Prevalent keyword-based search techniques are scalable, but are incapable of accessing information based on concepts. We investigate the use of concepts from multiple, real-world pre-existing, domain ontologies to describe the underlying data content and support information access at a higher level of abstraction. It is not practical to have a single domain ontology to describe the vast amounts of data on the Web. In fact, we expect multiple ontologies to be used as different world views and present an approach to "browse" ontologies as a paradigm for information access. …

This report evaluates the measurements of information technology investments payoff, and recommends a theoretical framework for testing the costs and benefits of Internet e-commerce investments. A number of research studies are referenced to evaluate the accuracy of the traditional, quantitative-oriented measurements and introduce a few contemporary, more qualitative-oriented alternatives. This study, the Economic Impact of Wright State University International Students on the Dayton Local Economy, examines the financial contributions of international students at both the graduate and undergraduate level to the Dayton area. The study was conducted in the fall of 1998 among 120 students drawn from Asia, Africa, and Latin America.

The study agrees with similar research findings. International students are a source of economic benefits in the regions where they reside. A Multivariate Approach To The Dynamic Of Violence Within Intimate Relationships: An Application Of Theory Of Coercive Power In Exchange, Giovanna Gianesini

This study, drawing from theories of structural power and exchange, verified the hypotheses that the mechanisms, dynamics, and direction of violence in intimate relationships depends on the resources of each partner, the ratio of such resources, and their summative effects. Specifically, this study developed a framework that integrates the factors found related to domestic violence and defined as resources, and took into account their reward power, with reference to the status quo of the partners, to determine each partner's power within the relationship. In his recounting of the suburban migration from America's cities, journalist and broadcaster Ray Suarez laments the loss of the "old neighborhood". He extols its virtues while explaining its decline. Suarez's nostalgic examples recall the virtues of the extended family kinship, neighborliness, and other features of the "urban village." These are often associated with those urban neighborhoods populated by recent immigratns. How Well Can We Track Cohabitation Using The Sipp? A Consideration Of Direct And Inferred Measures, Reagan Anne Baughman, Stacy Dickert-Conlin, Scott Houser

Cohabitation is an alternative to marriage and to living independently for an increasing number of Americans. Despite this fact, research exploring links between living arrangements and economic behavior is limited by a lack of data that explicitly identify cohabiting couples. To aid researchers in using the Survey of Income and Program Participation (SIPP) rich data for cohabitation issues, our paper considers direct and inferred measures of cohabitation. Our findings suggest that: (1) the best inferred measures in pre-1966 SIPP depends upon a researcher's goals, and (2) the SIPP counts a larger number of cohabiting couples than the widely used CPS.

The issue regarding relationships between the status of women, economic health for all people, and social justice is a challenge in every society today. Until fairly recently, poverty and under development were assumed to put all members of affected households - men, women, and children - at an equal disadvantage. "Households" were regarded as static entities where labor and resources are pooled and equally shared. In collaboration with the Ministries of Health (MOH) of Burkina Faso and Mali, the Population Council conducted two studies in 1998 to describe the occurrence and severity of health problems related to female genital cutting (FGC). Study participants were consenting women who received a pelvic exam during prenatal, family planning (FP), obstetric, or gynecological consultations at MOH clinics. Providers were trained to observe the types and complications of FGC. To assess their potential role as change agents, providers in Mali also received training on the health effects of FGC and client counseling. The purpose of this report was to identify why rural women's involvement in government decision-making is of a low level despite the concerted government action, and to furthermore provide solutions to inform action. The strength of the research presented is that all information is firmly established in the rural women's experiences.

Twenty-one Western Australian rural women leaders were individually interviewed. This brief report will outline the main issues rural women encountered with information and communications technology. This information was derived from interviewing twenty-one rural women from the South West, Eastern Goldfields, Murchison, Gascoyne, and Kimberley regions of Western Australia. Recommended actions are given to address each of the main issues.
