Problem. Since 1995, with the realization that by 2005 more than 61% of executives in the senior ranks of the Canadian Public Service would be eligible for retirement (La Releve, 1998), the need to recruit and develop competent leaders has become a matter of urgent attention.
Method. Public sector leaders were surveyed by mail-in questionnaires as to their ratings of a set of leadership competencies. Analogue research for private sector leaders, conducted by a colleague, was incorporated for some analysis. A stratified sample of the general public was also surveyed by telephone regarding a subset of the same competencies. …

[Review Of] John M. Coward. The Newspaper Indian: Native American Identity In The Press, 1820-90, Cynthia R. Kasee
Ethnic Studies Review
It will not come as news to people familiar with Native American history the role the print medium has played in costructing [constructing] public images of indigenous Americans. What is refreshing is the way in which Coward offers his insights on the matter. He has chosen the period of the United States' most feverish expansion into "the West," a time when newspapers and related print sources were most active in defining now-common stereotypes of both sides in the ensuing conflicts.

[Review Of] Michéle Lamont, Ed. The Cultural Territories Of Race: Black And White Boundaries, Rainer Spencer
Ethnic Studies Review
The aim of this volume is to illuminate various black and white boundaries in the United States through an examination of the "cultural dimensions of racial inequality." Fourteen essays touch on a wide variety of subjects including African American corporate executives, fast-food workers in Harlem, Afrocentrism, single-parenting, rap music, and feminism, to name only some. The authors of these essays strive to move beyond a static structure versus culture dualism and to instead highlight the theoretical and empirical importance of cultural scripts, all without reducing discussion to the level of "blaming the victim."

If you use OVID to search Medline, have you noticed it has been stuck on the "December week 4 1999" update for several weeks?
Normally, MEDLINE is updated weekly and runs a couple of weeks ahead of the calendar. What is going on? Every year in January, the National Library of Medicine (NLM) updates its Medical Subject Headings (MeSH) to reflect growth and change in medical language. OVID programs the changes, releases a "global update" at the end of January, then resumes our normal weekly updates in February.

The World Wide Web is fast becoming a ubiquitous computing environment. Prevalent keyword-based search techniques are scalable, but are incapable of accessing information based on concepts. We investigate the use of concepts from multiple, real-world pre-existing, domain ontologies to describe the underlying data content and support information access at a higher level of abstraction. It is not practical to have a single domain ontology to describe the vast amounts of data on the Web. In fact, we expect multiple ontologies to be used as different world views and present an approach to "browse" ontologies as a paradigm for information access. …
Measurement Of Information Technology Investment Payoff, Qing Wang
Measurement Of Information Technology Investment Payoff, Qing Wang
Masters Culminating Experiences (1993-2011)
This report evaluates the measurements of information technology investments payoff, and recommends a theoretical framework for testing the costs and benefits of Internet e-commerce investments. A number of research studies are referenced to evaluate the accuracy of the traditional, quantitative-oriented measurements and introduce a few contemporary, more qualitative-oriented alternatives. As one of the major types of information technology investments, Internet e-commerce is chosen as a case to evaluate the measurements by applying the theories generated from various research studies. Based on the case analysis, contemporary approaches are justified and adopted to establish a three-step framework of measuring Internet e-commerce investment …

A Multivariate Approach To The Dynamic Of Violence Within Intimate Relationships: An Application Of Theory Of Coercive Power In Exchange, Giovanna Gianesini
A Multivariate Approach To The Dynamic Of Violence Within Intimate Relationships: An Application Of Theory Of Coercive Power In Exchange, Giovanna Gianesini
Retrospective Theses and Dissertations
This study, drawing from theories of structural power and exchange, verified the hypotheses that the mechanisms, dynamics, and direction of violence in intimate relationships depends on the resources of each partner, the ratio of such resources, and their summative effects. Specifically, this study developed a framework that integrates the factors found related to domestic violence and defined as resources, and took into account their reward power, with reference to the status quo of the partners, to determine each partner's power within the relationship. The resources considered have included variables from four domains, individual, relational, social structural, and sociocultural. Existing gender-based …
The Dilemma Of Old, Urban Neighborhoods, W Dennis Keating
The Dilemma Of Old, Urban Neighborhoods, W Dennis Keating
Law Faculty Articles and Essays
In his recounting of the suburban migration from America's cities, journalist and broadcaster Ray Suarez laments the loss of the "old neighborhood". He extols its virtues while explaining its decline. Suarez's nostalgic examples recall the virtues of the extended family kinship, neighborliness, and other features of the "urban village." These are often associated with those urban neighborhoods populated by recent immigratns. These urban villages were thought to have peaked in the decades between the American Civil War and the onset of the First World War, when many U.S. cities industrialized and grew very rapidly. However, a continuing movement of migrants …

How Well Can We Track Cohabitation Using The Sipp? A Consideration Of Direct And Inferred Measures, Reagan Anne Baughman, Stacy Dickert-Conlin, Scott Houser
Center for Policy Research
Cohabitation is an alternative to marriage and to living independently for an increasing number of Americans. Despite this fact, research exploring links between living arrangements and economic behavior is limited by a lack of data that explicitly identify cohabiting couples. To aid researchers in using the Survey of Income and Program Participation (SIPP) rich data for cohabitation issues, our paper considers direct and inferred measures of cohabitation. Our findings suggest that: (1) the best inferred measures in pre-1966 SIPP depends upon a researcher's goals, and (2) the SIPP counts a larger number of cohabiting couples than the widely used CPS.

We are living in a world where communication is introducing much multiculturalism into society. Irish music is being mixed with music from all different cultures creating a worldwide acceptable type of "Irish Music\ As a result we are losing our true culture which is rooted in the Irish music and dance. This primary focus of this project was to set up an archival system to store the music of the Sliabh Luachra area. Women And Poverty, Carlos Ani
Women And Poverty, Carlos Ani
Trotter Review
The issue regarding relationships between the status of women, economic health for all people, and social justice is a challenge in every society today. Until fairly recently, poverty and under development were assumed to put all members of affected households - men, women, and children - at an equal disadvantage. "Households" were regarded as static entities where labor and resources are pooled and equally shared. The implicit conclusion was that changes thought of as beneficial for development would be neutral in their effects on the different members of the households. Empirical evidence reveals, however, that the costs and benefits of …

An Interview With Brooke Stephens, Nina Lanegra
Trotter Review
Desperate women losing a daily battle against the stranglehold and cycle of poverty: this is what comes to mind when I think of Women and Economic Development. It's an international picture, Third World countries struggling with the World Bank and the International Monetary Fund. I was challenged to think of any linkage between Women and Economic Development on both an international and domestic level. My search led me to this interview with Brooke Stephens, author and Wall Street veteran of 15 years who has been a senior investment consultant. Stockbroker, and a Registered Investment Advisor. Ms. Stephens comments on financial …

Responding To Poverty Through Community Development: The Role Of Women In South Africa, Junette Davids
Responding To Poverty Through Community Development: The Role Of Women In South Africa, Junette Davids
Trotter Review
The World Bank reported that during the past three decades the developing world has made enormous economic progress. This is illustrated in the rising trend for incomes and consumption: between 1965 and 1985 consumption per capita in the developing world went up by almost 70%. Midgley, also reported that developing countries have recorded high rates of economic growth, achieved high degrees of industrialization and made significant social progress. Given this scenario one would assume that poverty has also decreased markedly. However, even though some developing countries have recorded high rates of economic growth, achieved high degrees of industrialization, and made …
Kenyan Women And The Harambee: Community Development Or Unpaid Work?, Anne Gathuo
Kenyan Women And The Harambee: Community Development Or Unpaid Work?, Anne Gathuo
Trotter Review
Since gaining independence from Britain in 1963, the Kenyan government has encouraged self-help activity, known as "harambee" which is aimed at supplementing government efforts in the provision of social services. The term harambee conjures positive images of community spirit and people pooling together for a common cause. Indeed, the term is synonymous to community development. The United Nations Report on Community Development and Economic Development defines community development as the process by which the efforts of the people themselves are combined with those of government authorities to improve the economic, social and cultural conditions of communities, to integrate these communities …

Burkina Faso And Mali: Female Genital Cutting Harms Women's Health, Frontiers In Reproductive Health
Reproductive Health
In collaboration with the Ministries of Health (MOH) of Burkina Faso and Mali, the Population Council conducted two studies in 1998 to describe the occurrence and severity of health problems related to female genital cutting (FGC). Study participants were consenting women who received a pelvic exam during prenatal, family planning (FP), obstetric, or gynecological consultations at MOH clinics. Providers were trained to observe the types and complications of FGC. To assess their potential role as change agents, providers in Mali also received training on the health effects of FGC and client counseling. In Burkina Faso, health providers recorded information on …

Increasing Rural Women's Involvement In Government Decision Making, Teresa Maiolo
Research outputs pre 2011
The purpose of this report was to identify why rural women's involvement in government decision-making is of a low level despite the concerted government action, and to furthermore provide solutions to inform action. The strength of the research presented is that all information is firmly established in the rural women's experiences.
Twenty-one Western Australian rural women leaders were individually interviewed. These women represent the larger rural regions of Western Australia: South West, Great Southern, Goldfields-Esperance, Mid-West, Gascoyne, and Kimberley regions. These women were familiar with the broad systems of government, leadership, information and communication technology, and obviously rural life...
