A Benefit-Cost Analysis Model For Social Service Agencies, Robert Schalock, John Butterworth

Current public policy is based on two fundamental principles: equity and efficiency. Equitable programs contribute to balancing the needs and desires of the various groups in society; whereas efficient programs are those that serve to increase the net value of goods and services available to society. Benefit-cost analysis is a tool developed to determine whether a program produces effects that justify the costs incurred to operate the program. The benefit-cost model presented in this monograph requires the reader to:

  1. Understand the concept of an analytical perspective;
  2. Move beyond viewing benefit-cost analysis as a simple ratio of benefits to costs;

Securitizing Russia: Discursive Practices Of The Baltic States, Øyvind Jæger

Peace and Conflict Studies

The author argues that the security situation of the Baltic countries cannot be separated from the way the Balts themselves speak of security. This is a discourse of danger producing insecurity in pursuit of security. Moreover, this article is a study of identity by demonstrating how Baltic security issues are constituted by discourses of danger revolving around Russian Otherness and European Sameness. Many suppose that democracy is an ethos which includes, inter alia, a degree of economic equality among citizens. In contrast, we conceive of democracy as ruthless political competition between groups of citizens, organized into parties. We inquire whether such competition, which we assume to be concerned with distributive matters, will engender economic equality in the long run. The society consists of an infinite sequence of generations, each comprised of adults and their children. Adults care about household consumption, and the future wages of their children, which are determined by educational policy. A given generation is characterized by the distribution of …

Alternative Methods For Measuring Productivity Growth, William D. Nordhaus

The present study is a contribution to the theory of the measurement of productivity growth. First, it examines the welfare-theoretic basis for measuring productivity growth and shows that the ideal welfare-theoretic measure is a chain index of productivity growth rates of different sectors which uses current output weights. Second, it lays out a technique for decomposing productivity growth which separates aggregate productivity growth into three factors — the pure productivity effect, the effect of changing shares, and the effect of different productivity levels. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The Protection Of Well-Known Marks In Taiwan: From Case Study To General Theory, Kung-Chung Liu

Although the use of trademarks in China can be traced back over one thousand years (Liu's needle shop with the "white rabbit" mark ca. A.D. 960-1126), a statutory regulation of trademarks was not undertaken until very late in the Qing dynasty, and this only happened due to foreign pressure.' In 1904, the British Herd helped draft the "Shang Piao Chu Ts'e Shih Pan Chang Ch'eng," which never took effect.2 In 1923, the government promulgated the Trade Mark Act and in 1927 the "Ch'iian Kuo Chu Ts'e Chii Chu Ts'e T'iao Li."3 In 1930, the "New Trade Mark Act," 4 which …

Again, depending on license agreements with Ovid, the searcher seamlessly moves from a link on a bibliographic record to the full text, never leaving the Ovid service.

The Cost And Price Dilemma Of Scholarly Journals, Donald W. King, Carol Tenopir

This paper examines the overall cost of the scientific scholarly journal system and find that the relative system costs have not increased since the late 1970s. Why then have journal prices skyrocketed over this same period? We first describe typical scholarly publishing costs, because to understand journal prices one must understand the factors that affect these costs. We then describe some factors that have likely contributed to spiraling price increases and changes in journal subscription demand. The article discusses the rise of societal and ethnic conflicts. It focuses on some of the analytical tools designed to illuminate these processes. More specifically it builds on the framework of the so-called "Copenhagen School of Security Studies" but seeks to develop a more flexible approach on the concept of identity. To understand how an identity gains strength, Roland Barthes’ theory of myths is examined and combined with Michel Foucault's concept of power. Finally a concept of agency is added, namely what has been labeled a “conflict entrepreneur”. It is argued that by combining these theoretical insights the process of …

In this paper, I examine the role of cultural policy in a newly industrialised economy, which is at the same time a state with a short history and only nascent beginnings in nation-building and efforts to construct a distinctive cultural identity. Using Singapore as the site of analyses, develop an understanding of the intersection between the economic and socio-cultural agendas behind cultural development policies. I illustrate the hegemony of the economic, supported by the ideology and language of pragmatism and globalisation.
