This paper provides diverse examples of microfinance institutions that have responded successfully to the challenge of integrating microfinance with nonfinancial services, without compromising the impacts or sustainability of their microfinance and overall operations. Special attention is given to the integration of microfinance with health education for very poor women, including the promotion of family planning and HIV/AIDS prevention management. The credit and education components reinforce each other by addressing the informational as well as the economic obstacles to health and nutrition. Microfinance is now an accepted institutional framework for taking financial services to the poor. It is but natural that microfinance should have had tremendous growth in India--the home to the largest concentration of poor. In India the microfinance technology that had a relatively higher growth in the last decade is the self-help group (SHG). This lays stress on thrift as well as credit and also on the linkage between informal groups and formal financial institutions. An attempt is made to review the Maharashtra Rural Credit Project (MRCP)--a microcredit scheme--by focusing on the process of implementation and its implications for targeting, empowerment of women, and trade-off between coverage of the poorest and sustainability of this scheme. Attention is drawn to deficiencies in the design and implementation of this scheme that limit the participation of the poorest and the benefits accruing to them. Moreover, it is argued that there is a risk of overstating the trade-off between the coverage of the poorest and sustainability of the MRCP if these deficiencies are overlooked.

Financial Performance Of Selected Microfinance Institutions: Benchmarking Progress To Sustainability, Michael Tucker

A few microfinance institutions (MFIs) have implemented best business practices and made the transition to fully regulated financial institutions. Many more are in the process of undertaking this transformation or at least considering it. Rising competition among growing numbers of MFIs for both funding and clients has made improved financial performance a necessity for most if not all MFIs. Financial ratios of 17 Latin American MFIs are compared to benchmark performance ratios for the industry and with commercial Latin American banks. This small sample of data, while useful, also underlines the need for more widespread MFI reporting. Complicating reliance on …

Attitudes Toward The Death Penalty In Kentucky: A Comparison Of Survey Results-1989, 1997, 1999, Gennaro F. Vito
Kentucky Justice and Safety Research Bulletin
This bulletin examines changes in the attitudes of Kentucky residents toward the death penalty. Over the period 1989 to 1999, the level of opposition to the death in Kentucky has risen. In 1999, 28.3 percents of the respondents were either strongly (17.3 %) or somewhat (11%) against the death penalty. Also, the percentage of respondents who were unsure about the use of capital punishment declined from 16.3 to 12.5 percent. By 1999, support for the death penalty had declined by 10 percents points (59.2 %).

JUDGING FROM THE size of their booths, the number of activities sponsored, and the glitz of their parties at the Special Libraries Association (SLA) 2001 annual meeting in San Antonio, Lexis-Nexis, Factiva (Dow Jones/Reuters), and Dialog are still the big three for special librarians. In fact, all three lead in online system revenues. These mainstays in special libraries fiercely compete with each other, but none can afford to take its position for granted--witness Dialog's recent slip from market leader to number three.

Nonviolent action - including methods such as rallies, strikes, boycotts and sit-ins - has become increasingly important in the past century as a method for waging conflict and promoting social change. Nonviolent action has been adopted by many social movements, yet its potential impact has only begun to be realised. Some areas for future expansion of the role of nonviolent action include replacing military defence, technological design, challenging capitalism, bureaucratic politics, information struggles and interpersonal behaviour.

The Impact Of The Economy And Welfare Policy On Welfare Accessions: Implications For Future Reforms, Vicky N. Albert, William C. King

This longitudinal study analyzes the impact of labor market conditions and welfare policies accompanying the 1990s waivers granted by the federal government to California and the 1996 Personal Responsibility and Work Opportunity Act (PRWOA) on families entering welfare (accessions). A time series model was specified for analyzing the number of families entering welfare from January 1983 to December 1998. The findings suggest that in 1998 under PRWOA, all else constant, there were fewer case openings. Prior to the PRWOA, policy shifts of the 1990s did not have an impact on case openings. Welfare reform was implemented in Florida with the passage of WAGES. WAGES' emphasis on support services in preparation for employment portends to be a radical transformation of the "eligibility compliance" organizational culture that had developed under AFDC. Interviews with welfare staff focused on whether WAGES' offices were able to develop the organizational culture and methods of frontline practice needed to implement the goals of welfare reform legislation. The interviews indicate an emerging organizational culture in which case managers readily identify with the mantra of welfare reform. The interviews also indicate a discrepancy between the importance of the case manager role …

Using Tanf Sanctions To Increase High School Graduation, Ronald Harris, Loring Jones, Daniel Finnegan

The School Attendance Demonstration Project (SADP) was aimed at encouraging AFDC teens to attend school and finish high school. The project used a combined approach of the financial incentive in the form of a penalty for non-attendance, and the provision of social services. SADP tracked the school attendance and graduation status of eligible teens (n=997) in the San Diego Unified School District (SDUSD). The study utilized a control group with random assignment. Data indicated that SADP did not effect graduations. The findings seem to indicate that atrisk teens from families receiving public assistance have on-going problems with securing an education …

A seller wishes to sell an object to one of multiple bidders. The valuations of the bidders are privately known. We consider the joint design problem in which the seller can decide the accuracy by which bidders learn their valuation and to whom to sell at what price. We establish that optimal information structures in an optimal auction exhibit a number of properties: (i) information structures can be represented by monotone partitions, (ii) the cardinality of each partition is finite, (iii) the partitions are asymmetric across agents. The bootstrap is shown to be inconsistent in spurious regression. The failure of the bootstrap is spectacular in that the bootstrap effectively turns a spurious regression into a cointegrating regression. In particular, the serial correlation coefficient of the residuals in the bootstrap regression does not converge to unity, so the bootstrap is not even first order consistent. The block bootstrap serial correlation coefficient does converge to unity and is therefore first order consistent, but has a slower rate of convergence and a different limit distribution from that of the sample data serial correlation coefficient. We propose a functional estimation procedure for homogeneous stochastic differential equations based on a discrete sample of observations and with minimal requirements on the data generating process. We show how to identify the drift and diffusion function in situations where one or the other function is considered a nuisance parameter. The asymptotic behavior of the estimators is examined as the observation frequency increases and as the time span lengthens (that is, we implement both infill and long span asymptotics). We prove consistency and convergence to mixtures of normal laws, where the mixing variates depend on the chronological local time of …

A Cusum Test For Cointegration Using Regression Residuals, Zhijie Xiao, Peter C.B. Phillips
Cowles Foundation Discussion Papers
We show that the conventional CUSUM test for structural change can be applied to cointegrating regression residuals leading to a consistent residual based test for the null hypothesis of cointegration. The proposed tests are semiparametric and utilize fully modified residuals to correct for endogeneity and serial correlation and to scale out nuisance parameters. The limit distribution of the test is derived under both the null and the alternative hypothesis. The tests are easy to use and are found to perform quite well in a Monte Carlo experiment.
