A Study Of The Impact Of The Tenants Purchase Scheme (Tps) On The Hong Kong Housing Markets, Fai Yip Yeung

The Tenants Purchase Scheme (TPS), the public housing privatization programme, which commenced in the first quarter of 1998 in Hong Kong, has received much attention from urban economists. However, few empirical studies have been carried out to examine its impact on the housing market and the entire economy. This study uses time-series regression analysis to distinguish the effect of the Asian Financial Crisis (AFC) from that of the TPS on the transaction volume and the real transaction value in the second-hand HOS market (focusing on the HOS free market), the secondary property market, and the overall property market. Municipal civil penalties in excess of $50 violate Article VI, Section 14 of the Tennessee Constitution if their purpose is punitive rather than remedial, the Tennessee Supreme Court held on Sept. 4 in City of Chattanooga v. Davis and Barrett v. Metropolitan Government of Nashville and Davidson County, ____ S.W.3d _____ (Tenn. 2001) [2001 WL 1005941]. The difficulty of showing that a municipality’s civil penalty is remedial rather than punitive means that most municipalities will find it in their interest not to levy civil penalties more than $50.

Evaporation Estimates For Irrigated Agriculture In California, Charles M. Burt, Daniel J. Howes, Andrew Mutziger

All California irrigation districts that receive either federal or state water are now required to prepare Water Conservation Plans. For the first time in the history of most districts, they are developing an elementary water balance. The term "elementary" should be emphasized, because there are significant weaknesses in our knowledge of subsurface flows and some components of Evapotranspiration (ET). Irrigation districts generally use published "typical" values of ET for their water balance computations.
