Cost-Benefit Analysis: Why Relative Economic Position Does Not Matter, Thomas J. Kniesner, W. Kip Viscusi

The current debate over cost-benefit concerns in agencies' evaluations of government regulations is not so much whether to consider costs and benefits at all but rather what belongs in the estimated costs and benefits themselves. Overlaid is the long-standing concern that the distribution of costs and benefits needs some consideration in policy evaluations. In a recent article in the University of Chicago Law Review, Robert Frank and Cass Sunstein proposed a relatively simple method for adding distributional concerns to policy evaluation that enlarges the typically constructed estimates of the individual's willingness to pay for safer jobs or safer products. Community-Based Targeting Mechanisms For Social Safety Nets: A Critical Review, Jonathan H. Conning, Michael Kevane

This paper interprets case studies and theory on community involvement in beneficiary selection and benefit delivery for social safety nets. Several considerations should be carefully balanced in assessing the advantages of using community groups as targeting agents. First, gains from utilizing local information and social capital may be eroded by costly rent-seeking. Second, the potential improvement in targeting criteria from incorporating local notions of deprivation must be tempered by the possibility of program capture by local elites, and by the possibility that local preferences are not pro-poor. American Indian tribes have new options under the 1996 Welfare Reform legislation that created Temporary Assistance for Needy Families (TANF), a block grant enacted to replace the Aid to Families with Dependent Children (AFDC). TANF, which expires in September of this year, provides cash assistance to poor families with children, including poor American Indian Families, and gives tribes the option to design and administer their own family assistance programs following approval of the plan by the Department of Health and Human Services. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.

Hurricane Preparedness: Improving Television Hurricane Watch And Warning Graphics, David N. Sattler, Amanda L. Marshall

This paper examines the effectiveness of hurricane watch and warning graphics currently used by television stations during a hurricane threat and new, enhanced graphics developed by the first author. The participants were 378 persons (91men, 287 women) in Charleston, South Carolina - an area that has had recent and repeated experience with hurricane threats. The hypothesis that participants viewing the enhanced graphics would have a better understanding of the time-frame associated with hurricane watch and warning advisories and of the actions to take, and would perceive the situation more seriously compared to those viewing the currently used graphics was supported. …

"Do You Have Any Books On..." An Examination Of Public Library Holdings, Cynthia Bassett, John M. Budd

Public librarians have long debated the question of whether quality or popularity should drive collection decisions. A survey of the selected holdings of twenty medium-sized public libraries indicates that both quality and popularity may be determining factors in whether to acquire particular titles. Furthermore, the study suggests that the existence and content of reviews may also influence the likelihood of libraries to select particular titles, as may the selectors' perception of the diversity of their community.

WTO 是世界最大的多邊貿易組織,是各國與國際經濟體系聯系與合作的重要橋梁,多年來WTO 致力於推行商品和服務貿易自由化、知識產權保護和貿易法規公開化等,通過貿易政策審議機制和爭端解決機制,對世界貿易和投資產生著重大影響。由於世界貿易組織是一個以市場經濟及公平貿易為基礎的多邊貿易體制,而中國大陸經濟體制是20 餘年來,從計劃經濟體制調整到社會主義市場經濟體制,因此,在加入WTO 後其政府、企業及各產業均必須面對市場開放與競爭的衝擊。本文將從經濟制面、產業面及總體經濟面等觀點,探討中國大陸加入WTO以後,到大陸經濟發展之影響。

本文擬從長期的資料著手,首先以產業內貿易指數觀察兩岸貿易型態與國際分工的變化情形,接著針對產業內貿易指數的缺點提出疑問,並配合貿易專業化係數或質易特殊化係數(Trade Specialization Coefficient, TSC) 重新定義國際分工型態。由TSC值進一步觀察兩岸歷年對全球貿易中,工業部門的國際分工型態,並以「雁行」理論,探討兩岸產業的發展關{系。

本文共分陸節,除前言外,第貳節是圓際貿易與國際分工型態的文獻回顧,第參節敘述貿易資料來源與國際分工指標,第肆富有分析臺灣地區國際貿易與分工型態時間趨勢,第伍節說明臺灣地區產業政策與國際分工型態反轉的形成,最後則是結論。

台灣入世銀行服務業在法規和政策上之調適, 王應傑

世界貿易組織(WTO)的前身為關稅暨貿易總協定(GATT)。臺灣於1990年1月1日,以「臺、澎、金、馬個別關稅領域」正式向GATT 提出入世申請;並於1993年取得其觀察員資格。由於在1994年12月24日烏拉圭回合談判的最後協議中,決定成立WTO,臺灣再於1995年12月1日改申請加入WTO。

此間歷經12年的籌備和努力,臺灣終於在今年(2001年)9月18日完成入世文件採認,最快可於明年1月正式成為WTO 會員,立法院也正在配合行政部門加速進行相關法案的修定。臺灣在入世後,必須克服市場開放對各產業的多方衝擊,而臺灣政府相關部門亦早為入世調整相關產業政策和法規,以期使產業能轉型成功。

本文將針對入世對臺灣銀行服務業相關法規和政策上之調適,作一簡單之介紹和分析。
