On March 14, 2001 a young Hong Kong Police (HKP) Constable (PC) Leung Shing-yan was shot and killed in the line of duty. The incident aroused a fierce public debate as to whether HKP should adopt a one-officer (single beat or SB) vs. two-officers (double beat or DB) patrol deployment policy. This article addresses critical policy issues raised in the SB vs. DB debate. How should such a policy debate be resolved? Gender, Ethnicity And Depression: Intersectionality In Mental Health Research With African American Women, Kira Hudson Banks, Laura P. Kohn-Wood

This review synthesizes the current knowledge regarding African American women and depression. After highlighting major findings related to the epidemiology, etiology, symptomatology and treatment, we will discuss the gaps in our understanding of these factors specific to African American women. We will argue that filling in these gaps will require a theoretical framework that takes into account the intersection of race and gender. We will present an empirically defined heuristic for studying mental illness among African American women, in terms of both experiences and outcomes.

An auction of carbon permits is the best way to achieve carbon caps set by international negotiation to limit global climate change. To minimize administrative costs, permits would be required at the level of oil refineries, natural gas pipe lines, liquid sellers, and coal processing plants. To maximize liquidity in secondary markets, permits would be fully tradable and bankable. The government would conduct quarterly auctions. A standard ascending-clock auction in which price is gradually raised until there is no excess demand would provide reliable price discovery. Auctions have emerged as the primary means of assigning spectrum licenses to companies wishing to provide wireless communication services. Since July 1994, the Federal Communications Commission (FCC) has conducted 33 spectrum auctions, assigning thousands of licenses to hundreds of firms. Countries throughout the world are conducting similar auctions. I review the current state of spectrum auctions. Both the design and performance of these auctions are addressed.

This paper investigates the effect of individual unemployment experiences on re-employment wages. The empirical analysis is carried out on a panel of Italian individuals. The main result is that while in the northern regions the effect is similar to the one estimated for the UK, in the southern area of the country the impact is not significant. We link this result to the particular socio-economic environment in which the unemployment spells are experienced. We argue that this might be due to the fact that in a high unemployment environment individual unemployment experiences are perceived as "normal" and do not necessarily …

Calling consumers’ attention to their cultural identity can make them aware of their membership in a group and, therefore, can induce a group mind-set. This mindset, in turn, leads them to make decisions that minimize the risk of negative outcomes to both themselves and others. The effects of this mind-set generalize over both group and individual choice situations. These possibilities were confirmed in a series of six experiments. Results showed that making people feel part of an ad hoc group increased not only their use of equality as a basis for allocating resources to themselves and others, but also their …

Anthropologists recognize the economic importance of fishing weirs in the harvest of marine resources by Northwest Coast peoples. Yet very little research has focused on the range of variability in weir technology and its cultural and environmental context. I examine intertidal fishing technologies on the Oregon Coast, a southerly portion of the Northwest Coast. On the Oregon Coast, the estuary ecotone held a great abundance and diversity of fishes. The largest and most numerous Native residential centers were located along the shores of estuaries, and tidewater fishing appears to have been central to the region’s economy.

This paper re-examines the issue of asymmetries in the transmission of shocks to crude oil prices onto the retail price of gasoline. Relative to the previous literature, the distinguishing features of the present paper are: i) use of updated and comparable data to carry out an international comparison of gasoline markets; ii) two-stage modeling of the transmission of oil price shocks to gasoline prices (first refinery stage and second distribution stage), in order to assess possible asymmetries at either one or both stages; iii) use of asymmetric error correction models to distinguish between asymmetries that arise from short-run deviations in …

The Bias Against New Innovations In Health Care:Value Uncertainty And Willingness To Pay, Surrey M. Walton, Philip E. Graves, Peter R. Mueser, Jay K. Dow

This paper offers a model for the bias found in willingness-to-pay valuations against new treatments. For example, this bias provides an explanation for patient preferences that make it difficult for formularies to take treatments off their lists, even when newer treatments would appear to be clearly preferable. The appeal of the model, which is based on imperfect information, is that it is consistent with rational preferences and rational behavior by patients, which are necessary for standard models and methods related to decision theory, costeffectiveness, and efficiency.

Biologists have made considerable progress in developing realistic simulation models to predict extinction risks for threatened species. Social scientists have to date had a more limited role in these efforts. This limited involvement comes despite the growing acknowledgment by population biologists and simulation modelers that this additional input is necessary for these models to accurately reflect the impact of humans and human-dominated landscapes on wildlife populations. We argue that collaborations among social and biological scientists can provide unparalleled opportunities to develop new conceptual and simulation tools for biodiversity risk assessment.
