Perception of raised-line pictures in blindfolded-sighted, congenitally blind, late-blind, and low-vision subjects was studied in a series of experiments. The major aim of the study was to examine the value of perspective drawings for haptic pictures and visually impaired individuals. In experiment 1, subjects felt two wooden boards joined at 458, 908, or 1358, and were instructed to pick the correct perspective drawing from among four choices. The first experiment on perspective found a significant effect of visual status, with much higher performance by the low-vision subjects. Mean performance for the congenitally blind subjects was not significantly different from that …

Procrastination, Conscientiousness, Anxiety, And Goals: Exploring The Measurement And Correlates Of Procrastination Among School-Aged Children, Steven J. Scher, Nicole M. Osterman

We explore the reliability and validity of a self-report measure of procrastination and conscientiousness designed for use with third- to fifth-grade students. The responses of 120 students are compared with teacher and parent ratings of the student. Confirmatory and exploratory factor analyses were also used to examine the structure of the scale. Procrastination and conscientiousness are highly correlated (inversely); evidence suggests that procrastination and conscientiousness are aspects of the same construct. Procrastination and conscientiousness are correlated with the Physiological Anxiety subscale of the Revised Children’s Manifest Anxiety Scale, and with the Task (Mastery) and Avoidance (Task Aversiveness) subscales of Skaalvik’s …

We examined the effect of visual experience on the haptic Mu« ller-Lyer illusion. Subjects made size estimates of raised lines by using a sliding haptic ruler. Independent groups of blind- folded-sighted, late-blind, congenitally blind, and low-vision subjects judged the sizes of wings-in and wings-out stimuli, plain lines, and lines with short vertical ends. An illusion was found, since the wings-in stimuli were judged as shorter than the wings-out patterns and all of the other stimuli. Subjects generally underestimated the lengths of lines. In a second experiment we found a nonsignificant difference between length judgments of raised lines as opposed to …

The majority of adult smoking begins during adolescence, and in order for prevention programs to be optimally effective it is critical to understand the influences of smoking initiation during this developmental period. However, little research has focused on how environmental factors, such as parent and peer smoking. influence smoking initiation exclusively within a rural population. The current study surveyed students from 23 middle schools in rural Virginia and New York State at the end of the sixth grade and then one-year later at the end of the seventh grade. The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Each department was chosen because they have over 100 total employees. Three dimensions relevant to the extent to which a career development path exists were identified and each department was assessed terms of these dimensions. In the past decade, some women lobbyists have progressed from representing compassion issues such as healthcare, children and education that were traditionally associated with women to representing concerns such as finance and engineering that are nontraditional for women and of vital importance to major corporations in the United States. Women have become contract lobbyists with major law firms, women have started their own firms. In addition, women have become the principal corporate lobbyists for major American companies.

This article describes important recent developments in normative law and economics, and the difficulties they create for the project of efficiency-based legal reform. After long proceeding without a well articulated moral justification for using economic decision procedures to choose legal rules, scholars have lately begun to devote serious attention to developing a philosophically attractive definition of well-being. At the same time, the empirical side of law and economics is also being enriched with an improved understanding of the complexities of individuals' decision-making behavior. Empirical research has been used to study many areas of law, including administrative law. In this article Professor Coglianese discusses the current and future role of empirical research in understanding and improving administrative rulemaking. Criticism of government regulation and calls for regulatory reform have grown in the last few decades. Empirical research is a valuable tool for designing reforms that will truly improve the effectiveness, efficiency, and legitimacy of regulatory governance. Specifically, Professor Coglianese discusses three areas of administrative law that have benefited from empirical research—economic review of new regulations, judicial review of agency rulemaking, and negotiated rulemaking.

Faced with the problems of HIV/AIDS, people have to find ways to communicate around them. The aim of this paper is to mirror changes over time in the Kagera people's social cognition regarding HIV/AIDS, using their own language as a tracer of this process. Focus group discussions and personal and group interviews conducted during 1992 to 1995 in urban Bukoba, Kagera, constitute the basis for an analysis of metaphorical expressions in use since 1985. An econometric analysis of the World Food Programme Civil Insecurity Baseline Survey (1998) and Cambodia Socio-Economic Survey (1999) data is undertaken to examine the role of education and literacy in explaining household expenditure, as hypothesized in human capital theory where education is an investment with returns in the form of income. Explanatory variables were selected from a large set of observed variables by a systematic procedure to avoid the bias arising from arbitrary model selection. Spousal education and literacy are found to be significant explanatory variables in the determination of household expenditure, exceeding even the coefficients attached to the head …

In the immediate aftermath of September 11, President Bush stated that the perpetrators of the deed would be brought to justice. Soon afterwards, the President announced that the United States would engage in a war on terrorism. The first of these statements adopts the familiar language of criminal law and criminal justice. It treats the September 11 attacks as horrific crimes—mass murders—and the government’s mission as apprehending and punishing the surviving planners and conspirators for their roles in the crimes. The War on Terrorism is a different proposition, however, and a different model of governmental action—not law but war. Most …
