Understanding the nature of armed conflict in Africa requires more than a political and military analysis of forms of warfare such as the employment of children as fighters. Children are seldom only instruments for other causes but can actively support their own agenda through the choices they make. Problems of governance, resource use and social organisation also need to be considered. There are often no clear lines between civilians and militaries and a simplistic ‘oppressor vs victim’ dichotomy is of limited use. How Good Is The Market At Assessing Bank Fragility? A Horse Race Between Different Indicators, Paola Bongini, Luc Laeven, Giovanni Majononi

For a sample of individual banks, active in the East Asian countries during the years 1995-1998, we explore the performance of three sets of indicators of bank fragility computed on the basis of publicly available information. We compare the behavior of traditional “early warning” indicators, based on balance sheet information, with that of implicit deposit insurance premia, based on the stock prices dynamics, and with the behavior of credit rating agencies’ assessments. We find significantly different patterns among the three groups of indicators in their ability of forecasting financial distress at both a specific point in time and through time. …

The newest challenge for archives located in academic and research libraries is an increasing emphasis on the problem of collecting and preserving electronic records. An Explanation Of Extraction Asymmetries In Malagasy, Ileana Paul

This paper investigates one aspect of cross-linguistic variation in extraction patterns. Data from Malagasy have posed a problem for ECP-based accounts of A-bar movement. This variation is shown to stem from fundamental differences in how arguments are licensed. In Malagasy, for example, objects are licensed in-situ and never escape vP. Since vP is a strong phase, objects can never be a target for A-bar movement. In languages such as English, however, objects must be licensed by some head external to the vP. Movement to the edge of vP in English allows for futher A-bar movement. Also discussed is how the …

When studied in vitro, mitochondrial permeability transition (MPT) is associated with an increase in mitochondrial permeability to solutes up to 1500 Da in mass and a loss of electrical potential difference across the inner mitochondrial membrane (delta psi mit). The MPT has been implicated as being important in cellular calcium homeostasis, autophagy and cell death via necrosis and apoptosis. Thus, it is important to develop a valid technique for accurate measurement of this phenomenon in intact cells. We developed a procedure for the detection of MPT in intact cells that avoids disadvantages associated with earlier approaches. In this new technique, …
