By conducting interviews with survivors of landmine incidents, Landmine Survivors Network (LSN) has been able to learn a lot about rehabilitative needs from the perspective of the patients. This article describes how physical health, psychological well-being and socio-economic reintegration are all important components of a complete recovery for landmine victims.

This article reports on a U.S. Department of State (DOS)-supported programme to gather and share mine action knowledge in parts of southern Africa. Information was gathered during 2000 with help from Programa Acelerado de Desminagem (PAD, formerly UNADP), People Against Landmines (MgM), Mines Advisory Group (MAG), the HALO Trust and Norwegian Peoples Aid (NPA). Training resource packs for Mozambique and Angola were then produced.

The U.S. and Coalition forces’ occupation of airfields at Bagram and Kandahar in Afghanistan during Operation Enduring Freedom was initially hampered by the presence of a large number of mines and UXO in both the immediate and surrounding areas of the airfields. U.S. and Coalition forces quickly came to understand that traditional countermine demining operations were insufficient to ensure troop habitability and operational safety in the base area, a situation not foreseen or provided for in current U.S. Army doctrine. Peacebuilding and post-conflict reconstruction are multi-disciplinary from a governance, organizational behavior, executive development and field perspective. Rarely, though, are the tools of competitive advantage, project planning and conflict resolution software used to seek linkages with non-governmental organizations (NGOs) to coordinate resources, particularly to integrate the disparate sectors of landmine and UXO clearance, victim assistance and resourcing across industries. One method is to employ “best practices” from developed countries proven to develop abilities for disabled farmers and youth in post-conflict countries as one of a number of agrarian and health care initiatives built around demining as agricultural preparation. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). On 7 and 21 April 2002, Hungary went to the polls to vote in its fourth competitive election since the transition to a multi-party system in 1989. Voting took place in two rounds, first on 7 April in 176 single-member districts and 20 proportional list districts, and then on 21 April in a run-off in the 131 single-member districts that had not yielded a majority candidate in the first round. The result was a surprise to nearly everyone. First, surpassing all expectations, turnout exceeded 70 per cent of the registered electorate, higher than in any previous election in Hungary. During late spring through summer of 1994 and 1995, 290 randomly selected stream sites in Nebraska, Kansas, and Missouri were sampled once for several parameters including conductivity, turbidity, total phosphorus, nitrate-nitrite nitrogen, the index of biotic integrity, and a habitat index. Based on landscape data from watersheds that were delineated for each sampling location, interrelationships were examined between these water quality parameters and land use/land cover, the normalized difference vegetation index (NDVI), and vegetation phenological metrics derived from the NDVI. As part of our Evidence Extraction and Link Discovery (EELD) project, we proposed to use Transformation Based Learning (TBL) to learn domain-specific specializations for generic event extractions. The primary goal of our learning task was to reduce the amount of human effort required for specializing generic event extractions to domains that are new and specific. Three initial annotation cycles and one annotation review and correction cycle involving a total of 70 documents were completed, with slightly over 32 hours required for the entire annotation effort; where possible, the annotation cycles started with bootstrapped files resulting from the application of TBL …

One of the problems with existing clustering methods is that the interpretation of clusters may be difficult. Two different approaches have been used to solve this problem: conceptual clustering in machine learning and clustering visualization in statistics and graphics. The purpose of this paper is to investigate the benefits of combining clustering visualization and conceptual clustering to obtain better cluster interpretations. In our research we have combined concept trees for conceptual clustering with shaded similarity matrices for visualization. Experimentation shows that the two interpretation approaches can complement each other to help us understand data better.

Perpetrators Of Early Physical And Sexual Abuse Among Homeless And Runaway Adolescents, Kimberly A. Tyler, Ana Mari Cauce

Objective: To examine abuse specific variables among homeless and runaway adolescents and to look at perpetrators of childhood abuse.
Method: A total of 372 homeless and runaway adolescents were interviewed using a systematic sam¬pling strategy in metropolitan Seattle. Young people were interviewed on the streets and in shelters by outreach workers in youth service agencies.
Results: Approximately one-half of these young people reported being physically abused and al¬most one-third experienced sexual abuse. Females experienced significantly higher rates of sex¬ual abuse compared to males, and sexual minority youth experienced significantly higher rates of physical and sexual abuse compared to …

Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman

We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. We examine the residual–based diagnostics for univariate and multivariate conditional heteroscedasticity models. The tests are based on the parameter estimates of an autoregression with the squared standardized residuals or the cross products of the standardized residuals as dependent variables. As the regression involves estimated regressors the standard distribution theories of the ordinary least squares estimates do not apply. We provide the asymptotic variance of the regression estimates. Diagnostic statistics, which are asymptotically distributed as ?[sup 2], are constructed. A Monte Carlo experiment is conducted to investigate the finite–sample properties of the residual–based tests for both univariate and multivariate models. The …

This paper examines the debate on the East Asian model of economic development in light of the different approaches undertaken by different groups of countries (economies) in Northeast Asia and Southeast Asia. The common strengths and weaknesses shared by the East Asian countries (economies) have helped to reinforce the misconception that there is a single East Asian model of economic development.
