This report presents the findings from a survey of biotechnology firms located in Maine. The purpose of the survey, conducted during the spring of 2003, was to collect information on a variety of issues related to the companies. operations and the state.s business climate for biotechnology. Some of the issues addressed in the survey include the research and development activities of Maine biotechnology companies, partnerships formed within the biotechnology industry, and the companies’ participation in government-sponsored business assistance programs. This discussion paper has been prepared to provide information to assist in assessment of the possible impact of the translocation of golden perch (Macquaria ambigua), Murray cod (Maccullochella peelii peelii) and Australian bass (Macquaria novemaculeata) into and within Western Australia, for the purposes of recreational stocking, domestic stocking, commercial and non-commercial aquaculture. In assessing the translocation of any aquatic species, economic and social benefits must be balanced with biological and environmental risks.

Long-Term Employment Agreements With In-House Counsel: Employment Security Or Ethical Quagmire?, Richard E. Moberly, John Hutchins

The relationship between a company and its in-house corporate counsel involves a fragile mixture of the corporate counsel’s fiduciary obligations as the company’s attorney and the company’s legal and contractual responsibilities as the attorney’s employer. Although these roles and expectations often blend smoothly, the relationship can become problematic when the corporate counsel’s position as an attorney conflicts with the counsel’s status as an employee. Put another way, when a company’s expectations as a client are at odds with its responsibilities as an employer, the relationship between the employer-client and the employee-attorney can become strained and expose each to difficulty, if …

This study examines the structure and operation of Medicaid and State Children's Health Insurance Program (SCHIP) health care access and quality monitoring systems for children enrolled in comprehensive managed care arrangements. As the single largest purchasers of pediatric health care in the U.S., Medicaid and SCHIP agencies play a potentially powerful role in pediatric health policy. How these agencies approach, design, and carry out health quality monitoring activities has the potential to have a major impact not only for poor and low-income children, but for the entire pediatric health system. Rationale: The ethical debate concerning the use of animals in biomedical and pharmacological research continues to be replete with misunderstandings about whether animals have moral standing. Objectives: This article briefly reviews the central ethical positions and their relationship to the basic parameters of research regulation from an international perspective. The issues associated with the validation of animal models will then be discussed. Finally, suggestions for empirical ethics research will be presented. Early Education Experiences & School-To-Work Program Participation, Richard K. Caputo

The Journal of Sociology & Social Welfare

This study assesses the effects of Head Start participation and demonstrated academic ability during elementary school on School-to-Work (STW) program participation. The study sample comes from the National Longitudinal Survey of Youth, 1997 Cohort and comprises 4,370 adolescents who reported grades they received while in the 8th grade and whether or not they ever repeated a grade in grammar school. Findings indicate that STW programs attract disproportionate numbers of students with histories of marginal demonstrated academic ability. This is so because STW programs are also more likely to attract Head Starters. Demonstrated academic ability varies by race/ethnicity and sex, with …

Israeli Coalition Governments: Formation And Duration (1949-1999), Imad Salamey

This doctoral dissertation identifies key aspects that have contributed to the formation and duration of Israeli coalition governments. Most importantly, it differentiates between two historical periods that have shaped Israeli coalition politics. Prior to the 1967 Arab-Israeli War and the election of the 7th Israeli Knesset in 1969, Israeli political parties formed consensual and inclusive coalitions in response to economic, immigration, and external pressures. Low levels of party competition and the dominance of Mapai in the Israeli Knessets further contributed to the formation of large alliances. Post-1969, following the gradual decline of Labor’s electoral dominance, Israeli parties became further polarized …

The authors provide a general theory for understanding and evaluating slippery slope arguments (SSAs) and their associated slippery slope events (SSEs). The central feature of the theory is a structure of discussion within which all arguments take place. The structure is multi-layered, consisting of decisions, rules, theories,and research programs. Each layer influences and shapes the layer beneath: rules influences decisions, theories influence the choice of rules, and research programs influence the choice of theories. This study attempted to investigate a link between parents’ physical activity and their children’s physical activity participation. Psychological factors of both parents and children were examined to determine how parental factors affected children’s corresponding constructs. Seven hundred and forty-eight children (430 girls, 318 boys) and their parents were examined. The questionnaire was designed in two parts, one for the parent and one for the children. Correlations and path analysis were conducted. Results suggested that parental experiences and attitudes towards physical activity were significantly but weakly associated with children’s physical activity involvement. In this Article, Professor Sharfman addresses the problem of "discretionary valuation": that courts resolve valuation disputes arbitrarily and unpredictably, thus harming litigants and society. As a solution, he proposes the enactment of "valuation averaging," a new procedure for resolving valuation disputes modeled on the algorithmic valuation processes often agreed to by sophisticated private firms in advance of any dispute. He argues that by replacing the discretion of judges and juries with a mechanical valuation process, valuation averaging would cause litigants to introduce more plausible and conciliatory valuations into evidence and thereby reduce the cost of valuation litigation and increase the …

This case study examines the effectiveness of a team-taught mass-media freshman level course on discernment of media messages, and decision-making. By means of pre- and post- course surveys of students and faculty, this study examines students' decisions about consuming mass media and how after taking the course, their media selection process became more complex, deliberate, and organized. It also examines faculty response to the course in terms of how it appears to affect the students and how it affects faculty teaching and learning.

An Investigation Of Personality Correlates Of Small Business Success, Kimberly Sue Owens

The purpose of the current study is to empirically examine the relationship between personality characteristics and small business success. A cluster of 14 personality variables were examined using a work-based measure of personality, the Personal Style Inventory (PSI), adapted for small business owners. Small business success was operationally defined in terms of financial and personal dimensions of success. The two criterion variables assessed were business performance and work satisfaction. It was hypothesized that business performance and work satisfaction are positively related.

Using a law within Social Security that provides clear financial incentives to delay marriage, we estimate the financial value of a month of marriage. Specifically, the law provides that widows who are eligible for Social Security benefits on their deceased spouse's earnings records are eligible for benefits at age 60, unless they remarry before that age. If they remarry before that age, they cannot claim widow benefits and must wait until at least age 62 to claim spousal benefits on their new husband's record, which are typically less generous than widow benefits.
