Bioenergy, Safety Net Tools Are Producers’ Top Priorities For Next Farm Bill, Bradley Lubben, Farm Foundation

Department of Agricultural Economics: Presentations, Working Papers, and Gray Literature

Bioenergy and the structure of safety net programs are of high interest to farmers and ranchers as the next farm bill is debated, according to more than 15,000 farmers and ranchers in 27 states surveyed by Farm Foundation’s National Public Policy Education Committee (NPPEC).

At the end of 1999 two physically separate University of Queensland branch libraries, the Dorothy Hill Physical Sciences and Engineering Library and the Architecture and Music Library, grouped under one service – The Physical Sciences and Engineering Library Service. At the end of 2000 the University of Queensland Library was forced to reduce staffing levels following a reduction in income and a plummeting Australian dollar. Prehistoric Timberline Adaptations In The Eastern Uinta Mountains, Utah, Michelle Knoll

Theses and Dissertations

Excavations at a high altitude archaeological site (3350 m) in the eastern Uinta Mountains, Utah, uncovered at least three ephemeral brush structures. These temporary timberline dwellings are the highest structures excavated in Utah to date. The periods of occupation range from the early Fremont period to the post-contact era. It is believed that the Fremont occupations are logistical in nature, possibly representing male hunting parties. Logistical camps imply a departure from, and return to, a residential camp. Ethnographic studies show that most residential camps are located within proximity to culinary plants to facilitate collection by women. In the Uinta Mountains, …

Liability Rules For Constitutional Rights: The Case Of Mass Detentions, Eugene Kontorovich

Constitutional law assumes that rights should always be protected by property rules – that is, the government can only take them with the individual’s consent. This Article extends to constitutional law the insights of Calabresi and Melamed’s famous article on property and liability rules. Whether rights should be protected by property rules or liability rules depends on the transaction costs of negotiating a transfer of rights. As transaction costs rise, liability rules become more attractive.

This Article shows that liability rules can have an important role in constitutional law. Using mass detentions in national security emergencies as a case study, …
