Flaws In The Kyoto Protocol's Pollution Permit System, Adam Mellem Apr 2003

Flaws In The Kyoto Protocol's Pollution Permit System, Adam Mellem

Major Themes in Economics

The Kyoto Protocol of 1997 attempts to address the problem of global warming by establishing national greenhouse gas emissions targets and timetables. To reduce emissions, the protocol outlines a tradeable pollution permit system. The system would allow countries with high abatement costs to purchase permits from countries with low abatement costs, equalizing global marginal abatement costs. The protocol, however, is destined to fail because of the free-rider problem and the problem of trade leakage. Given the correct guidelines, a tradeable pollution permit system would provide a market-based, cost-effective way to reduce greenhouse gas emissions.

California Transportation Security Summits, Mti Report S-01-04, Mti

Mineta Transportation Institute

In the aftermath of September 11, it became undeniably clear that terrorists target civil transport systems and are willing to use transport systems as weapons of mass destruction as well as targets. In response to this threat, America ’s transportation community must adopt more effective measures to insure the safety of the millions of passengers and employees who use or work in transit facilities every day. To meet this heightened responsibility, leaders of the transportation community need high-quality information and appropriate policy guidance. To help meet this need, the Mineta Transportation Institute (MTI)—a leader in transportation terrorism research since the …

Regional Transportation Hot Spot Forum Marin/Sonoma 101 Corridor, Mti Report F-01-02, Mineta Transportation Institute

Mineta Transportation Institute

The entire Hwy. 101 corridor in Marin County and 10 miles in Sonoma County were at F service level as early as 1995. Tourists and recreational destinations make this a seven-day-a-week traffic hot spot. Three failed elections in the past revealed an electorate divided and unable to reach consensus on solutions. Recent work by public and private leaders in both counties was leading toward an election in November 2004. On April 11, 2002, the Mineta Transportation Institute cosponsored a regional transportation forum with The Commonwealth Club of California in Marin County, California. Several representatives from key Marin County and Sonoma …

Museum -Based Learning: Informal Learning Settings And Their Role In Student Motivation And Achievement In Science, Julie Ann Holmes

Doctoral Dissertations

This study examined changes in student motivation and achievement in science in relationship with a visit to the IDEA Place Experiment Gallery. The study was based on the pretest-posttest control comparison group design with four treatment groups: control, exhibit, lesson, and exhibit/lesson. The sample was 228 sixth grade students from a public north central Louisiana school who were randomly assigned to one of the four experimental groups. Pretest, posttest, and delayed posttest measures of intrinsic motivation and achievement in science were determined using the Children's Academic Intrinsic Motivation Inventory and an achievement test written to measure areas of science incorporated …

Psychological Reactance As A Personality Characteristic: Relationships To Attachment And Autonomy, Maurine Traville Hargrove Ladner Apr 2003

Psychological Reactance As A Personality Characteristic: Relationships To Attachment And Autonomy, Maurine Traville Hargrove Ladner

Doctoral Dissertations

Psychological reactance is a construct that motivates people to restore lost or threatened freedoms (Brehm, 1966). Research is beginning to show that psychological reactance may be related to family of origin dynamics. Autonomy is developed through a secure attachment. Dowd (1993) stated that autonomy is fostered by an optimal level of reactance, and one's personal identity is dependent on the development of a flexible autonomy. This study explored the relationship between psychological reactance and attachment. Additionally, research has suggested that level of reactance may be related to level of autonomy. This relationship was empirically explored. Participants were assessed using the …

From The Individual To Individualism: A Critique Of The Helping Professions, Timothy B. Smith, Matthew R. Draper Apr 2003

From The Individual To Individualism: A Critique Of The Helping Professions, Timothy B. Smith, Matthew R. Draper

Issues in Religion and Psychotherapy

Individualistic values characterize contemporary society and many popular approaches to mental health treatment. This paper critiques the individualistic values embedded in the helping professions that implicity contradict the teachings of Jesus Christ, the surest foundation for mental health interventions. Members of AMCAP are encouraged to search out and replace problematic values that contradict gospel teachings which have been integrated into contemporary mental health practice.

Stream Bank Erosion And Land Use/Land Cover Along The Gun River, Allegan County, Michigan, Kenneth James Sexton Apr 2003

Stream Bank Erosion And Land Use/Land Cover Along The Gun River, Allegan County, Michigan, Kenneth James Sexton

Masters Theses

The Gun River, located in Allegan County, MI, is experiencing profound erosion and sedimentation due to past channel modifications and current land use activity. The Gun River historically has been dredged and straightened to drain water faster and more effectively for agricultural production. Additionally, human land use activities in the watershed influence the current land cover and riparian vegetation. The purpose of this study was to determine if variations in land use (residential, agricultural, and forested) and vegetative cover along the banks of the Gun River influence erosion. Additionally, the study provided a unique opportunity to compare the upper portion …

Tough Love: Optimal Enforcement Of Output Quotas In The Presence Of Cheating, Konstantinos Giannakas, Murray Fulton Apr 2003

Tough Love: Optimal Enforcement Of Output Quotas In The Presence Of Cheating, Konstantinos Giannakas, Murray Fulton

Department of Agricultural Economics: Faculty Publications

This study builds on the literature on the economics of output quotas in the presence of cheating. We extend previous work by Giannakas and Fulton (2000a) by examining the decisions of the agency responsible for the enforcement of output quotas in a decentralized policy-making structure. Enforcement policy design is modeled as a sequential game between the agency that determines the enforcement of the quota program (designed by a regulator), and farmers who make production decisions. Analytical results show that the level of enforcement depends on the size of the enforcement costs and the political preferences of the enforcement agency - …

The Politics Of Exclusion And Paranoia: The Know Nothing Party As A Case Study In Frustration-Aggression Analysis, Elton W. Weintz Apr 2003

The Politics Of Exclusion And Paranoia: The Know Nothing Party As A Case Study In Frustration-Aggression Analysis, Elton W. Weintz

Masters Theses

Historically, American democracy has been based on a policy of exclusion where the empowered have enjoyed the luxury of deciding which groups would be eligible to participate fully in the great American experiment--a flawed system based upon discriminatory notions of class, racism, sexism, and nativism. Richard Hofstadter's paranoia interpretation--that irrational beliefs in conspiracies led to civic participation in exclusionary movements--provides some rationale for this exclusionary behavior.

Taking a multidisciplinary approach, this paper applies the social psychological theory of frustration-aggression analysis in conjunction with Hofstadter's paranoia interpretation in an attempt to further understand exclusionary behavior in American history. In particular, this …

Assessing The Acceptance Of The New Environmental Paradigm In Kalamazoo County, Michigan, Jaclyn Rose Burke Apr 2003

Assessing The Acceptance Of The New Environmental Paradigm In Kalamazoo County, Michigan, Jaclyn Rose Burke

Masters Theses

Since the first Earth Day in 1970, there has been an expanding popular movement to protect the environment and a growing consciousness that humans are an integral part of nature. The New Environmental Paradigm (NEP) is a worldview that emphasizes the relationship that exists between humans and the environment. The purpose of this Master's Thesis is to assess Kalamazoo County, Michigan residents' attitudes on the environment based on their acceptance of the NEP. The acceptance of the NEP by Kalamazoo County residents was evaluated by residents' responses on a survey developed to measure their environmental attitudes. Kalamazoo County was found …

The Nonprofit Sector In Saudi Arabia: A Descriptive Study, Abdulrahman Al-Othaimeen Apr 2003

The Nonprofit Sector In Saudi Arabia: A Descriptive Study, Abdulrahman Al-Othaimeen

Masters Theses

As Saudi Arabia's economic and social environments have become more complex, the role of the nonprofit sector has grown in importance. At the same time, the sector faces the challenges of technology changes, shifting demographics, global influences, and increasing connectedness to the private and government sectors. In past decades, charitable services depended on individuals. It has, however, moved from individual services to charitable organizations. This study describes the work of hundreds of private and community organizations and agencies that practice the charitable work. They provide similar service and programs: human service, childcare, education, health care, and consulting. Philanthropic agencies influence …

Range And Population Size Of The American Burying Beetle (Coleoptera: Silphidae) In The Dissected Hills Of South-Central Nebraska, Mark Peyton

Great Plains Research: A Journal of Natural and Social Sciences

The American burying beetle (Nicrophorus americanus Olivier) is the only insect found in Nebraska currently on the federal endangered species list. I conducted surveys in 1995, 1996, and 1998 to determine range and population size of the American burying beetle in south-central Nebraska, A total of 826 individuals were captured during these three years, A Sequential Bayes Algorithm was used to estimate population size based on mark and recapture data. Results from this study and other studies identify the range of this population in south-central Nebraska as an approximately 4,500 km2 area located south of the Platte River in …

Geography Of Population Change And Redistribution Within The Post-Frontier Great Plains, J. Clark Archer, Richard Lonsdale Apr 2003

Geography Of Population Change And Redistribution Within The Post-Frontier Great Plains, J. Clark Archer, Richard Lonsdale

Great Plains Research: A Journal of Natural and Social Sciences

The popular vision of the Great Plains as a region of ongoing population decline is only partly appropriate. In a fundamental transformation of the population geography previously set in the late 19th century, there is an emerging divide between growing metropolitan centers concentrated along the region's periphery and a vast interior struggling to hold its traditional rural population. The size and geographical distribution of population within the Great Plains region is examined over time with the aid of cartographic and Geographic Information Systems (GIS) techniques. Intercensal net migration rates estimated using the vital statistics-based residual method are mapped by county …
