Regulation aims to improve the performance of individual and organizational behavior in ways that reduce social harms, whether by improving industry's environmental performance, increasing the safety of transportation systems, or reducing workplace risk. With this in mind, the phrase "performance-based regulation" might seem a bit redundant, since all regulation should aim to improve performance in ways that advance social goals. Yet regulators can direct those they govern to improve their performance in at least two basic ways. They can prescribe exactly what actions regulated entities must take to improve their performance. The Kentucky Criminal Justice Council, a constitutional body in Kentucky, undertook this project to examine the problems with Kentucky criminal law and to rewrite the Kentucky criminal code. This two-volume Final Report of the Kentucky Penal Code Revision Project proposes a new criminal code, in volume 1, together with an official commentary, in volume 2, that explains each provision and how and why it differs from existing law. The introduction to the Report summarizes the reasons for and the importance of criminal code reform, and describes the techniques used in this rewrite project, including both the project’s drafting principles and …

Stimulating Fear Reduction: Visual Stimulus, Verbal And Spatial Concentration And Their Effects On Fear, Gregory E. Dixon

Modern Psychological Studies

Studies have suggested that visual stimuli evoking positive emotions may counter the effects of negative emotions. A high level of involvement in a distracting task may reduce the severity of negative emotions. This study combined visual stimuli with level of mental involvement to determine if they had an effect on fear. It was posited that two types of visual stimuli—amusing and spatial—would lower fear, and a high level of involvement with each stimulus would enhance this effect. The stimuli were delivered over the Internet. Fear level was measured using the self-report for the word "afraid" from PANAS. A significant interaction …

One-Year Client Impacts Of Quality Of Care Improvements Achieved In Peru, Federico R. Leon, Santiago Roca, Alex Rios, Adriana Zumaran, Ana Rosa Feijoo

This report presents a one-year assessment of quality-of-care improvements in Peru, following provider training on the job aids–assisted Balanced Counseling Strategy. Results showed significant enhancement of quality of care, an increase in session length, and improved client knowledge of the method chosen when this was an IUD or hormonal method. Correlational findings suggested that better impacts can be achieved in provincial primary health facilities than in larger settings like clinics or hospitals in capital cities. The results are important because: 1) other studies have failed to show significant impacts of controlled quality-of-care improvements on the use of contraception; and 2) …

Although there is increasing evidence of risky consensual sex among young people in developing countries, non-consensual sexual experiences among them have rarely been studied and few interventions have been designed to protect them from the risks of such experiences. However, what is available suggests that coercion and unwantedness may play a considerable role in the sexual relations of young people—girls and young women but also boys and young men. Children's literature has a profound influence on its readers. It often comes into the home without regard to its content or the effect it can have on a child. This article addresses the broad strokes of child development, how unprocessed or poorly processed shame can hinder the growth of children, books that can be used in the processing of shame, and therapeutic case studies in which these books have been used.

What forms of innovative collaboration are possible between clergy and psychologists? A total of 117 clergypersons (63% response rate) rated 6 scenarios of collaboration, indicating their level of interest and the extent to which they would like to remain involved with the psychologist. The scenarios were derived from two categories of collaboration articulated by in previous research: mental health services and enhancing parish life. Overall, clergy expressed relatively modest levels of interest in innovative collaboration, though they were somewhat interested in mental health consultation services. Basic And Advanced Competence In Collaborating With Clergy, Mark R. Mcminn, Daniel C. Aikins, R. Allen Lish

Some of the stories of psychologists and clergy working together have happy endings, and some do not. Twenty psychologists and clergy who work together well were interviewed, and 94 clergy (53% response rate) and 145 psychologists (76% response rate) were surveyed. A 2-tiered schema for working well with clergy is proposed. Basic collaborative qualifications, such as respect for clergy and communication with clergy as needed, should be considered minimal competence for all professional psychologists. Additional qualifications, such as awareness of religious spirituality and shared values, are necessary for more advanced forms of collaboration.

Integrative clinical psychology doctoral programs explicitly blend religious faith with professional training. During the past thirty years, there has been a steady increase in the number of integrative programs in the United States, yet the mission-relevant training outcomes of these programs remain largely unknown. In this article, we review published literature relative to integrative doctoral programs and offer an assessment of the training outcomes recently reported by those integrative programs currently accredited by the American Psychological Association (APA). We surveyed a total of 315 spiritual directors, psychologist members of the Christian Association for Psychological Studies (CAPS), and psychologist members of the American Psychological Association (APA) to determine their respective values on ten mental health themes derives from Jensen and Bergin (1988), and three spirituality scales drawn from the writings of John of the Cross. All three groups endorsed the value of expressing feelings, personal autonomy and maturity, and integrating work and leisure. We characterize incentive compatibility in multi-unit auctions with multi-dimensional types. An allocation mechanism is incentive compatible if and only if it is nondecreasing in marginal utilities (NDMU). The notion of incentive compatibility we adopt is dominant strategy in private value models and ex post incentive compatibility in models with interdependent values. NDMU is the following requirement: if changing one buyer’s type, while keeping everyone else’s types the same, changes this buyer’s allocation then the new allocation must be relatively more attractive (or relatively less unattractive) to this buyer. We also establish a price characterization of incentive compatible mechanisms.

Exclusion restrictions are routinely used in sample-selection models with selection and outcome equations. A false restriction, however, can cause an exclusion bias for the outcome equation estimator. In this paper, the specific form of the exclusion bias is derived for various sample-selection model estimators. Furthermore, it is shown that the outcome equation parameters for regressors with zero coefficients in the selection equation are immune to exclusion bias if only one regressor is excluded. External Debt And Worsening Business Cycles In Less Developed Countries, Hing-Man Leung

Less developed countries (LDCs) have seen considerable business cycles in recent decades. At the same time they have significantly increased their external-debt-to-GDP ratios. It seems natural to suspect that increased indebtedness and the amplified cycles are linked. The paper presents a simple macroeconomic model to formalize this connection. External debt is the novelty of this model. The paper's main contribution is to calibrate the dynamic parameter using the World Development Indicator. It is found that the LDC dynamic behavior is generally non-oscillatory. Alarmingly though, the dynamic convergent system in the 1970s has been replaced by one of divergence.

The endogenous growth literature focuses exclusively on Cobb-Douglas. Elasticities other than unity are ignored. A recent paper by Klump and Grandville (2000) examined other elasticities but assumed an exogenous saving rate. By contrast, this paper studies elasticity and endogenous growth. Endogeneity is important since elasticity preserves capital’s productivity and encourages saving. Two models are presented. The first assumes exogenous technological change. We find elasticity to have a positive level effect on income. No rate of growth effect is found. The second model allows learning by doing from capital accumulation. Competitiveness And Price Convergence On The Internet: Evidence From The Online Dvd Market, Xiaolin Xing, Fang Fang Tang, Zhenlin Yang

We compare the pricing behavior between online branches of traditional retailers (MCR) and pure Internet retailers (Dotcom) in the DVD market. Based on a set of panel data from July 5, 2000 to June 11, 2001, we find that the average price of the MCRs is about 11.2% higher than that of the Dotcoms. Further statistical analyses on the market dynamics of price trends show that the prices of the Dotcoms went up with time much faster than the prices of the MCRs, which points to a possibility that eventually both types of retailers may charge similar prices on average. …

This interdisciplinary project explores the potential for handheld/wireless (H/W) technology in the context of language education within and beyond the classroom. Specifically, we have designed and implemented a suite of multi-platform (desktop/laptop, handheld, and browser) applications to enhance the teaching of South Asian languages such as Hindi-Urdu. Such languages are very difficult to learn, let alone write, and H/W devices (with their handwriting/drawing capabilities) can play a significant role in overcoming the learning curve. The initial application suite includes a character/word tracer, a word splitter/joiner, a smart flashcard with audio, contextual augmented stories for reading comprehension, and a poetic metronome. …

A multidimensional model of associations between domestic violence exposure and risk of violence and prosocial behavior was tested in a sample of Colombian adolescents, with attention to impulsivity and substance use problems as mediators of these associations. A representative sample of 1,152 school youths and a convenience group of 148 juvenile offenders aged 11-19 years was recruited from Medellin, the second largest city in this South American country. Assessment was carried out in classrooms in the school sample and in correctional institutions for juvenile offenders. The purpose of this study was to examine the relation between participation extracurricular activities and school dropout. Social and classroom engagement were analyzed as possible mediating factors in the relation. Longitudinal data from a study conducted by French, Conrad, and Turner (1995) was used in the analysis, along with extracurricular data collected from school yearbooks. Hierarchal binary logistic regressions were used to assess the effect of participation in five types of extracurricular activities (athletics, fine arts, academic clubs, interest groups, and leadership positions) on school dropout rates as well as to assess the role of engagement in the relation. The present study explored the friendship characteristics of Korean and American college students. Participants (41 Koreans and 87 Americans) described their friends using a questionnaire (Friendship Quality Questionnaire) and an interview. Because of the inadequacy of the interview coding system, the interview data were not analyzed. Analysis of the FQQ supported the hypothesis that Koreans exhibit higher exclusivity than Americans, but no other country effects emerged. Both U.S. and Korean women reported more intimate disclosure than men. Friendship characteristics of Korea and U.S. students were conceptualized using concepts such as Individualism and Collectivism, Confucianism, and the Korean term "cheong" (affection). …
