The ability of public policies to secure the economic and social rights recognized in the Universal Declaration of Human Rights is proposed as a trumping supplement to the utility-maximization criterion of neo-classical welfare economics. Two progressive proposals for ending poverty and promoting personal development and freedom are then compared using this assessment criterion. The first proposal is that society guarantee everyone an unconditional basic income (BI) without imposing work requirements in exchange for the guarantee. The second proposal is that society use direct job creation to provide employment assurance (EA) for anyone who is unable to find decent work in …

Economic and Financial Review

The specific objective of the paper was to carry out an empirical investigation on the impact of financial sector reforms (pre-and-post liberalization periods) on interest rate spreads in the commercial banking system of the Malawian economy. The paper posits that pre-liberalization period of the Malawian financial sector was predominantly under the control regime. This policy regime also encompassed the country's monetary policy design and management. specifically, the ceiling on interest rates, credit limits, and the specification of a fixed exchange rate regime, among others.

The new core for the Department of Family and Consumer Sciences at Ball State University was designed to provide students with a better understanding of the integrative nature of the family and consumer sciences (FCS) profession. The resultant 9-credit core includes an introductory course, a capstone course, and one student-selected course. A framework for urban storm-water management that moves beyond flood control to improve societal and ecological services will maximize the functions and benefits of water resources management. Theoretical constructs for such work originate from the integration of ecological engineering, ecohydrology and service learning paradigms. Implementation consists of simulating, monitoring and reporting how storm-water design decisions to infiltrate or directly discharge runoff result in a complex set of linked adjustments to the dynamics of the water table, soil chemistry concentrations, plant stress/viability, terrestrial habitat, river loads/flows, and aquatic habitat patterns. Low-income households in the United States often lack access to bank accounts and face high costs for conducting basic financial transactions through check cashers and other alternative financial service providers. These families find it more difficult to save and plan financially for the future. Living paycheck to paycheck leaves them vulnerable to medical or job emergencies that may endanger their financial stability, and lack of longer-term savings undermines their ability to improve skills, purchase a home, or send their children to college.
