Change detection is a topic of great importance for modern geospatial information systems. Digital aerial imagery provides an excellent medium to capture geospatial information. Rapidly evolving environments, and the availability of increasing amounts of diverse, multiresolutional imagery bring forward the need for frequent updates of these datasets. Analysis and query of spatial data using potentially outdated data may yield results that are sometimes invalid. Due to measurement errors (systematic, random) and incomplete knowledge of information (uncertainty) it is ambiguous if a change in a spatial dataset has really occurred. This research investigates the trajectory of the U.S. policy toward Iraq and the factors that went in the making of its phase shifts. The research is qualitative in nature, uses official governmental documents, articles, books, focus groups and one-on-one interviews in order to answer three questions: How does a linear observation interpret the U.S. policy toward Iraq? The primary research question for this study was to determine if physiological correlates of encoding and retrieval could be observed across three levels of processing. It was hypothesized that physiological correlates of encoding and retrieval would be observed at electrode sites near Cz with the semantic processing condition yielding the most positive going event-related-potential, the phonological processing condition yielding an intermediate positive going event-related-potential, and the perceptual processing condition yielding the least positive going-event-related-potential. A Socio-Spatial Analysis Of Rural Poverty In East Tennessee, Margaret D. Foraker

The incidence of poverty in rural areas is actually higher than that in urban places. This study fills a gap in geographic research by examining poverty in rural and small town communities in east Tennessee using the 1990 census. A cluster analysis of high poverty block groups identifies different categories of poor. Just as “who is poor?” varies across the United States, “who is poor?” in east Tennessee varies. The identity of the poor in rural east Tennessee is found to be contrary to popular images of povery in Appalachia.

This study explored whether students' library skills self-efficacy levels and learning outcomes varied based on instructional delivery mode. Groups consisted of an on-campus class with face-to-face instruction, an on-campus class with a Web-based library tutorial, and a Web-based class with a Web-based tutorial. Data were collected immediately prior to instruction and again 6 weeks after. Analysis indicated self-efficacy levels and learning outcomes significantly increased across all groups after instruction.

This dissertation analyzes and estimates the interactions between domestic investment and each type of capital flow under uncertainty and capital market imperfection in 13 oil-producing countries from 1981 to 2003. First, we discuss the recent development in investment theories under uncertainty, irreversibility, and imperfect capital market. Secondly, decomposing uncertainty into permanent and transitory components--based on C-GARCH--we constructuncertainty measures of broad macroeconomic variables in addition to oil price.

The quantitative part of this study examined the relationship between organizational size and staff performance in mental health group home settings.The data from two hundred and sixty-two group homes from small, medium, and large umbrella organizations were examined. The results of independent third party evaluations were compared across these umbrella organizations. Evaluations measured compliance and performance mandated by federal health and safety regulations.

The qualitative part of this study involved on-site interviews with group home staff from various organizations at various professional levels which scored either a low or a high number of errors. A qualitative analysis was conducted to …

The authors show how microeconomic concepts and principles are applicable to the study of terrorism. The utility maximization model provides insights into both terrorist resource allocation choices and government counterterrorism efforts, while basic game theory helps characterize the strategic interdependencies among terrorists and governments.

Chaos, madness, all that overtakes or destroys the norm, anchors fiction in an attempt to reorganize reality and the imaginary.

The article analyses the narrative techniques and the theme of madness in three novels by the Senegalese writer Boubacar Boris Diop, caracterised by narrative polyphony and metatextual reflexion on the production of a story. The speech of protagonists affected by “intellectual madness” plays a strategic role in the structure of the novel which, as a hybrid genre, draws on oral and literary traditions in a still splintered aesthetic. The image of the pack represents an unreasonnable society condemning a so-called mad individual whose madness consists in bringing a counter-memory of the foundation myths.

Rachid Boudjedra’s Timimoun uses the theatrical convention of a minibus taking tourists to the desert. In this mini-bus, news from the outside world is brought through the radio, which plays the part of a messenger. The narration moves forward by a progression of press releases that report bombings committed by terrorists. The barbarian nature of the acts is transcribed on the page by means of typography. The spatial/visual convention itself is set in concentric lexical fields – liquid, then desertic – erected as fences in an attempt to confine the unbearable.

Right from his first novel, Les Soleils des Indépendances (1970), Kourouma introduced the theme of the reversed world, a baroque metaphor for the state of Africa after Independence. In Monnè (1990), telling the history of this reversal, he insisted on its linguistic roots. Consequently, En attendant le vote des bêtes sauvages (1998) shows how this reversal in the context of Cold War, favoured the genesis and development of dictatorial powers leading to an actual apocalypse. From 1906 until 1931, Manchuria – Northeast China - was a complex patchwork of Chinese, Japanese, and Russian spheres of control. Since political authority was fragmented, none of the governments was capable of establishing a central bank with a monopoly over the money supply. Multiple currencies were in use, ranging from strings – tiao- of traditional Chinese copper cash, to silver dollars (yuan) from Mexico, China, and Japan, to Russian rubles (which crashed in value after the 1917 Bolshevik Revolution), and miscellaneous paper currencies of varying stability. We identify 133 firms that between July and December 2002, announced plans to voluntarily adopt the fair value method of accounting for stock-based compensation. We investigate whether such announcements increased the quality of these firms’ earnings as perceived by market participants. Answering this research question not only provides evidence relevant to the debate surrounding the expensing of employee stock options, but doing so provides evidence that conservative accounting choices in general lead to higher perceived earnings quality. Using two measures of earnings quality, the price-earnings relation and the earnings response coefficient, we find evidence consistent with an increase in perceived …

Do Policy-Makers Earmark To Constrain Their Successors? The Case Of Environmental Earmarking, Neva Novarro

This paper examines whether legislators earmark funds in order to constrain the spending of future legislators with different preferences. Specifically, panel data is used to estimate the probability a new environmental earmarking law is passed as a function of Democrats holding and subsequently losing majority control of the government. The results of this study do not support this hypothesis. In fact, Democrats with a large majority who subsequently lose this majority power following the next election are found to be less likely to earmark funds for the environment. The purpose of this study was to analyze juveniles' attitudes toward the police and how their attitudes were affected by prior victimization and delinquency, controlling for race, gender, and city of residence. All variables used in this study came from the Gang Resistance Education and Training (G.R.E.A.T.) data collected by Esbensen (1999). The analysis indicated that females held more favorable attitudes toward the police than males, Whites held more favorable attitudes toward the police than non-Whites, and juveniles living in small rural/suburban areas held more favorable attitudes than those living in large urban areas.
