Actual Practice Of Compliance Seeking, Robert Sanders, Kristine Fitch

We specify 2 independent theoretical frameworks in which it is a practical necessity to engage in compliance seeking incrementally and interactively in order to establish the social meanings of solicitation and of response. One theoretical framework ties social meaning to the interactional positioning of solicitation and response; the second framework ties social meaning to the way solicitation and response each are framed relative to shared cultural or other premises about persuadables and about the rights and obligations of each party. Making Meaning Of Megan’S Law, Rose Corrigan

This study of Megan's Law contrasts scholarly narratives that describe and analyze sexual predator laws with a case study of implementation in New Jersey. A critical feminist perspective shows that Megan's Law employs a radically underinclusive notion of sexual violence that conflicts sharply with feminist arguments about the cultural and institutional roots of sexual violence. The law excludes many of the most common offenders from reach of the law, thus deflecting attention away from assaults committed by family and friends in favor of reviving stereotypes about deviant strangers. Every actor in international relations—the state, regional, continental and international as well as civil society organisations—has been mobilised to combat what, apparently has been conceived as a common security threat to humanity. Media framing of infant feeding has the ability to influence knowledge and views of the barriers, benefits, and solutions inherent in breastfeeding or formula-feeding. This study examined how seven popular U.S. parenting, general women's, and African American magazines framed breastfeeding and formula-feeding messages to determine whether a sense-making approach was used and the extent to which visual images portrayed feeding practices. Analysis included 615 articles published from 1997 to 2003 that referred to infant feeding. Text and images were analyzed. The magazines provided more information on breastfeeding than formula feeding. Parenting magazines included more advice than barriers or benefits. African …

Redistributive Policy And Devolution: Is State-Administration A Road Block (Grant) To Equitable Access To Federal Funds?, Brian Collins, Brian Gerber

Over the last several decades, block grants have been a key instrument by which policy authority is devolved from federal to state governments. Whether the block grant approach produces more effective redistributive policy management (on equity or efficiency grounds) is an open and central question. We focus on the equity dimension by positing an explanatory framework that links access to federal block grant funding to the transaction costs associated with intergovernmental grant contracting. We argue that grant access is a function of both state-level institutional choices and the administrative capacity of local governments—which combine to influence the salient transaction costs …

Decision Models For Location Of Community Corrections Centers, Michael Johnson

Community corrections centers (CCCs, or `halfway houses') represent a community-based justice strategy intended to reintegrate offenders into civil society. Site selection for these facilities is complicated by negative perceptions of CCC impacts on the part of potential host communities. I solve the CCC-location problem through the use of a framework based on value-focused thinking and quantitative decision models. The first of two mathematical models for CCC location is a novel integer programming formulation that incorporates neighborhood characteristics and equity considerations; the second is a straightforward application of the analytic hierarchy process. Keeping It "All In The Family:" Does Nepotism In The Hiring Process Really Benefit The Beneficiary?, M. Padgett, Kathryn Morris

The purpose of this research was to examine the consequences of being perceived as having benefited from a family connection during the hiring process. One hundred and ninety-seven upper-level undergraduate students reviewed materials describing three candidates for a managerial position. Selection method (merit vs. nepotism) and gender of the person who received the position were manipulated in the materials. Results revealed that not only was nepotism perceived as being less fair than merit-based hiring, but individuals believed to have benefited from a family connection during the hiring process were viewed less favorably than individuals believed to have been hired based …

President George W. Bush's "60 Stops in 60 Days" Social Security reform tour provides a best-test case study of high transparency where presidential persuasion, public opinion, and member self-interests clash amid continual media coverage. Whereas most research is limited to roll call voting, this study provides a thorough and unprecedented examination of representative attendance and position-taking by introducing a new unit of analysis -- the presidential stop. I focus on Republican Senators who are cross-pressured between growing negative public opinion and loyalty to the president.
