Anti-Corporate Farming Laws And Industry Structure: The Case Of Cattle Feeding, John Schroeter, Azzeddine Azzam, David Aiken Dec 2005

Anti-Corporate Farming Laws And Industry Structure: The Case Of Cattle Feeding, John Schroeter, Azzeddine Azzam, David Aiken

Azzeddine Azzam

Nine midwestern states have laws that restrict the involvement of publicly held corporations in agriculture. Opponents argue that the laws' direct efforts to regulate ownership structure may have an adverse indirect impact on size structure. Restricting corporate involvement might stifle the emergence and growth of efficient, large-scale establishments if corporations have advantages over other organizational forms in meeting capital requirements. Since 1982, Nebraska has had an anti-corporate farming law that prohibits corporate ownership of feedlots. We test whether the implementation of the Nebraska law had an impact on the stochastic process governing the evolution of the state's feedlot size distribution.

Critical Issues In Police Civil Liability, Vic Kappeler Dec 2005

Critical Issues In Police Civil Liability, Vic Kappeler

Vic Kappeler

Building on the strength of previous editions, the fourth edition presents a well-conceived, clearly stated analysis of complex issues confronting law enforcement officers and administrators. Law enforcement duties sometimes place police officers in vulnerable positions regarding their legal obligations and expose them to charges of misconduct. Civil liability is an extremely expensive proposition for police officers, law enforcement agencies, governments, and—ultimately—taxpayers. Although substantial resources are often expended by the justice system to resolve liability cases, there are benefits to citizens. When the government assumes the responsibility to provide service or to protect the public, people injured by inadequate performance of …

Reflections On… Phase Shifting Under Different Visual Conditions, Gavin Buckingham, David Carey, Arash Sahraie Dec 2005

Reflections On… Phase Shifting Under Different Visual Conditions, Gavin Buckingham, David Carey, Arash Sahraie

Gavin Buckingham

When two limbs are moved out of time (i.e. opposing muscle activation at each limb) in rhythmic oscillatory movements, there is a tendency at high frequencies for the movements to synchronise in the temporal domain, resulting in bilateral homologous muscle activation known as a ‘phase shift’ (Kelso, 1984). In an effort to determine the degree with which perception influences this phase shifting behaviour (Mechsner et al., 2001), a mirror can be placed between the hands of participants, parallel to their mid-saggital plane such that the reflected hand appeared in the place of the occluded hand. This paradigm can be used …

Living Off Crime, Kenneth Tunnell Dec 2005

Living Off Crime, Kenneth Tunnell

Kenneth Tunnell

A sociological exploration of highly active property offenders who commit themselves to careers in serious property crimes, such as burglary and armed robbery. This book takes the unique approach of situating these criminal careers within the fundamental sociological concepts of social class, criminal subcultures, and consciousness. Kenneth D. Tunnell brings class back into the dialogue of property crime among the highly criminally active and economically marginalized, and gives considerable treatment to the subcultural values of this group. The book does not ignore the politics of repetitive property offenders' behaviours; rather, it describes their actions as political, yet absent of politicized …

Incomplete Compensation And Migration Behavior: Has Anything Changed Between 1990 And 2000?, David Clark, William Herrin, Thomas Knapp, Nancy White Dec 2005

Incomplete Compensation And Migration Behavior: Has Anything Changed Between 1990 And 2000?, David Clark, William Herrin, Thomas Knapp, Nancy White

David E. Clark

Spatial equilibrium models rely on migration to arbitrage away differences in utility across locations net of moving costs, where remaining differences in wages and rents reflect the compensating differentials related to site-specific amenities. Recent refinements to the spatial equilibrium model focus upon the prospect of disequilibrium in amenity markets. Amenity market disequilibrium implies over- or under-compensation (incomplete compensation) across some locations, which suggests a role for these factors in subsequent migration. This paper follows the theoretical and empirical approach of Clark, Herrin, Knapp, and White (2003). An intercity wage regression is estimated where fixed effects capture the impact of site …

Does Medicare Benefit The Poor?, Darius Lakdawalla, Jay Bhattacharya Dec 2005

Does Medicare Benefit The Poor?, Darius Lakdawalla, Jay Bhattacharya

Darius N. Lakdawalla

Measuring the progressivity of age-targeted government programs is difficult because no single data set measures income and benefit use throughout life. Previous research, using zip code as a proxy for lifetime income, has found that Medicare benefits flow primarily to the most economically advantaged groups, and that the financial returns to Medicare are often higher for the rich than the poor. However, our analysis produces the starkly opposed result that Medicare is an extraordinarily progressive public program, in dollar terms or welfare terms. These new results owe themselves to our measurement of socioeconomic status as an individual’s education, rather than …

The Southern Tree Of Liberty - The Democratic Movement In New South Wales Before 1856, Terry Irving Dec 2005

The Southern Tree Of Liberty - The Democratic Movement In New South Wales Before 1856, Terry Irving

Terry Irving

Responsible government began in New South Wales after two decades of radical democratic agitation. Radical intellectuals from England, Ireland, Scotland and Europe mobilized the working men and women of the colony to resist the aristocratic form of government proposed by pastoralists and city capitalists. There was violence on the streets and goldfields, and some notable electoral victories. As 'a great fear' gripped the local elites the British government forced them to accept a more liberal form of representative government in the belief that this would placate the democrats and keep the colony safe for British imperial needs.

A Randomized Trial To Assess The Impact Of Direct Reporting Of Dxa Scan Results To Patients On Quality Of Osteoporosis Care, Peter Cram, Janet Schlechte, Alan Christensen

Alan J. Christensen

Consecutive patients identified as having osteoporosis on screening dual-energy X-ray absorptiometry (DXA) scans were randomized to: (1) a patient activation intervention consisting of mailing patients their DXA scan results supplemented by a call from a nurse educator or (2) usual care. Three months after the DXA scan, patients were contacted to assess: (1) use of antiresorptive therapy, (2) osteoporosis specific knowledge, and (3) satisfaction with their osteoporosis-related care. A total of 1,035 consecutive patients were screened to identify 422 eligible patients. Of these, 56 patients met inclusion criteria and were subsequently randomized. At follow-up, use of antiresorptive agents was numerically …

Does Receiving An Earnings Supplement Affect Union Formation?: Estimating Effects For Program Participants Using Propensity Score Matching, Kristen Harknett Dec 2005

Does Receiving An Earnings Supplement Affect Union Formation?: Estimating Effects For Program Participants Using Propensity Score Matching, Kristen Harknett

Kristen Harknett

This paper demonstrates a novel application of propensity score matching techniques: to estimate nonexperimental impacts on program participants within the context of an experimental research design. I examine the relationship between program participation, defined as qualifying for an earnings supplement by working full time, and marital union formation among low-income mothers in two Canadian provinces. I find that receipt of an earnings supplement substantially increased union formation in one province but not the other. A subgroup analysis based on propensities of program participation revealed that the positive effect on unions was concentrated among relatively disadvantaged participants. The techniques demonstrated in …

The Dynamics Of Incrementalism: Subsystems, Politics, And Public Lands, Robert Wood Dec 2005

The Dynamics Of Incrementalism: Subsystems, Politics, And Public Lands, Robert Wood

Robert S. Wood

A host of research has been produced in the decade since Baumgartner and Jones' theory of punctuated equilibrium first drew attention to the dynamics of policy change over time. Much of this research follows a topic across time, highlighting the shift from negative to positive feedback as challengers push an issue from subsystem to institutional level. Far less attention has been paid to the periods between major punctuations, neglecting key quetions about whether incremental periods reflect an absence of challengers or the successful defense of established subsystem interests. this research is a comparison of policy change across two segments of …

Show Trial Or Real Trial? A Digest Of The Evidence Submitted During The Prosecution's Case-In-Chief At The Dujail Trial Of The Iraqi High Tribunal, Greg Mcneal Dec 2005

Show Trial Or Real Trial? A Digest Of The Evidence Submitted During The Prosecution's Case-In-Chief At The Dujail Trial Of The Iraqi High Tribunal, Greg Mcneal

Greg McNeal

During the trial of Saddam Hussein evidence was largely ignored by media coverage. The media's focus on controversial judicial rulings, assassinations of defense counsel, resignation of judges, scathing outbursts, allegations of mistreatment, hunger strikes, and even underwear appearances ignored the fact that the Prosecution meticulously built a compelling case against Saddam and his seven co-defendants. This essay provides a detailed précis of the evidence submitted during the Prosecution's case-in-chief. It includes an analysis of the testimony of the three-dozen witnesses, the surprising admissions of defendants Saddam Hussein and Barzan al-Tikriti, and the numerous Exhibits that have been admitted into evidence. …

Congestion Pricing: The Answer To America's Traffic Woes?, Ryan Yeung Dec 2005

Congestion Pricing: The Answer To America's Traffic Woes?, Ryan Yeung

Ryan Yeung

Congestion results in losses in productivity, added delivery time, extra costs for consumers, as well as damage to the environment. The most obvious solution to traffic congestion is to build more roads, but the prevailing thought among experts is that adding supply is not an effective long-term solution. Another approach is congestion pricing, where motorists are charged different prices based on demand. A literature review supports congestion pricing’s effectiveness, efficiency, and equity. Perhaps most importantly, a number of case studies suggest that congestion pricing is politically feasible.

Criminal Justice Theory: Toward Legitimacy And An Infrastructure, Peter Kraska Dec 2005

Criminal Justice Theory: Toward Legitimacy And An Infrastructure, Peter Kraska

Peter Kraska

Within Criminal Justice/Criminology, “theory” is generally assumed to be concerned with crime and crime rates. Studying criminal justice is tacitly, and sometimes explicitly, relegated to the narrow role of evaluative and descriptive scholarship. This article explores the reasons for our field’s failure to recognize the importance of developing an accessible and well‐recognized theoretical infrastructure not about crime, but criminal justice and crime control phenomena. It examines the complexity of our object of study when theorizing criminal justice and the efficacy of organizing criminal justice theory using multiple “theoretical orientations.” The conclusion stresses the essentiality of criminal justice theory, with particular …

Single-Period Location Models For Subsidized Housing: Project-Based Subsidies, Michael Johnson Dec 2005

Single-Period Location Models For Subsidized Housing: Project-Based Subsidies, Michael Johnson

Michael P. Johnson

Large urban public housing authorities (PHAs) in the US have abandoned the traditional model of highrise public housing developments and increasingly use lower-density project-based subsidized housing as well as tenant-based housing subsidies to provide affordable shelter. PHAs generally apply practitioner expertise to locate subsidized housing and do not identify housing alternatives using prescriptive planning models that optimize policy criteria and incorporate well-defined stakeholder impacts. Using policy characteristics and estimated economic impacts of subsidized housing, a new single-period multi-objective integer programming model for location of project-based subsidized housing is developed. Data requirements, relationships with standard planning models, solution characteristics and sensitivity …
