Incorporating Policymaker Costs And Political Competition Into Rent-Seeking Games, R. Kenneth Godwin, Edward J. Lopez, Barry J. Seldon

We incorporate policymaker costs of supplying rents and variable intensities of competition among rent seekers into the standard rent-seeking game. By incorporating these aspects, the game has greater verisimilitude to the lobbying process. The first aspect captures the fact that in rent-seeking contests there is a positive probability that neither firm will obtain the rent. The second aspect captures the fact that firms seeking different rents still must compete for policymakers' resources. We find that lobbying expenditures, rent-seeking profits, and rent dissipation depend on the intensity of competition and the value of the rent relative to policymaker costs. For example, …

Facing Reality : Pernicious Obstacles To Collective Action On Climate Change, Paul G. Harris

The international climate regime, primarily designed to limit the emissions of pollutants causing global warming, has failed. Why has international cooperation to combat global warming been so difficult, and what factors must change to improve the situation—assuming it is even possible? Using Mancur Olson’s classical theory of collective action, this essay endeavors to explain the failure of the climate regime. Other international environmental agreements and the associated regimes, such as the Mediterranean Action Plan and the Montreal Protocol on ozone depletion, demonstrate that collective action to address international environmental problems is possible. Weak Monotonicity Characterizes Deterministic Dominant-Strategy Implementation, Sushil Bikhchandani, Shurojit Chatterji, Ron Lavi, Ahuva Mu'alem, Noam Nisan, Arunava Sen

We characterize dominant-strategy incentive compatibility with multidimensional types. A deterministic social choice function is dominant-strategy incentive compatible if and only if it is weakly monotone (W-Mon). The W-Mon requirement is the following: If changing one agent's type (while keeping the types of other agents fixed) changes the outcome under the social choice function, then the resulting difference in utilities of the new and original outcomes evaluated at the new type of this agent must be no less than this difference in utilities evaluated at the original type of this agent.

Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. Exploring The Influence Of Supportive Communication Practices On Volunteer Satisfaction, Role Identity, Safety Perceptions, Loyalty, And Burnout, Virginia Ann Gregory

The purpose of this thesis was to assess supportive communication practices as predictors of volunteer outcomes. As healthcare organizations continue to grow and expand services to patients, the need for volunteers will expand as well. If volunteers are supported within the organization they will become a part of the healthcare environment and ultimately can make a difference for the organization. lt was hypothesized that supportive communication by both staff and co-volunteers would predict higher levels of volunteer satisfaction, role identity, safety perceptions, and loyalty, and lower levels of volunteer bumout. This paper presents the results of a study of the utility of several popular search engines and of two newer search engines with respect to librarian-selected lists of Web resources and internet searching behaviors. This study addresses whether said resources are returned where internet searchers could reasonably be expected to find them and whether the search engines employed serve as acceptable substitutes for the expert advice of librarians. Search engines included in the study were Google, MSN.com, Yahoo, Lycos, AskJeeves, Icerocket, and Acoona. To ensure efficient access to and integrated searching capabilities for their institution's new digital library projects, the authors studied Web sites of the Association of Research Libraries' (ARL) 111 academic, English-language libraries. Data were gathered on 1117 digital projects, noting library Web site and project access, metadata, and project types.

Russification In The Soviet East: Education In Uzbekistan And The Emancipation Of Uzbek Women, 1938-1956, Anna Sochnikova

Before the Revolution of 1917, the Uzbek population had a traditional system of religious education, but the literacy level of the Uzbek people was very low. After the Soviets seized power in Uzbekistan, they promoted the development of Uzbek language and culture. In 1937 the Soviet government subjected the entire Uzbek nation to political and ideological instructions. The Russian language became the primary language that dominated many aspects of Uzbek life: party apparatus, science, technologies, state administration, and higher education.

Measuring The Influence Of Built Neighborhood Environments On Walking In Older Adults, Yvonne L. Michael, Tracey Beard, Dongseok Choi, Stephanie Farquhar, Nichole Carlson

Community Health Faculty Publications and Presentations

Examined the degree of association between perceived and objective characteristics of the neighborhood environment and the relation of each type of measurement to neighborhood walking in older adults. Participants included 105 adults aged 65-92 (mean age 75.1) from 10 neighborhoods in Portland, Oregon, participating in Senior Health and Physical Exercise (SHAPE), a randomized walking intervention. Neighborhoods were stratified by a "walking friendliness" ranking variable. This variable was derived for each neighborhood based on available social and environmental data that were hypothesized to correlate with walking and physical activity: high income, high older adult population density, high proportion of white residents, …

Users expect that full text will always be a click or two away and it brings the library catalog, indexing and abstracting databases, and full text into an integrated system.
