Using Individual Development Accounts To Save For A Home: Are There Differences By Race?, Michal Grinstein-Weiss, Kristen Wagner

Center for Social Development Research

Research indicates that homeownership is a key variable in wealth accumulation. Using data from the American Dream Demonstration, this study examines the performance of low-incomeblacks and whites saving for homeownership through Individual Development Accounts (IDAs), a matched saving program. Results show black IDA participants saved smaller amounts and less frequently. Furthermore, findings suggest institutional variables have different associations with savings for blacks and whites. Implications for policymakers and program administrators are discussed regarding differential targeting of race groups in the design and implementation of programs aimed toward increasing savings and assets accumulation for low-income and minority households.

Academic Capabilities And Disadvantaged Students: The Role Of Institutions, William Elliott Iii, Margaret Sherrard Sherraden Jul 2006

Academic Capabilities And Disadvantaged Students: The Role Of Institutions, William Elliott Iii, Margaret Sherrard Sherraden

Center for Social Development Research

Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

From Financial Literacy To Financial Capability Among Youth, Elizabeth Johnson, Margaret S. Sherraden Jul 2006

From Financial Literacy To Financial Capability Among Youth, Elizabeth Johnson, Margaret S. Sherraden

Center for Social Development Research

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve institutional access to financial institutions and services. Instead of aiming for financial literacy, we suggest aiming for financial capability, a concept that builds on the writing of Amartya Sen and Martha Nussbaum. The paper proposes that financial capability results when individuals develop financial knowledge and skills, but also gain access to financial instruments and institutions. The paper …

The I Can Save Program: School-Based Children's Saving Accounts For College, Margaret Sherraden, Lissa Johnson, William Elliott, Shirley Porterfield, William Rainford

Center for Social Development Research

This paper examines an innovative college savings program for public elementary school children. The project is based on the proposition that children will gain financial knowledge and be more likely to view college as an attainable goal because they are accumulating savings to help pay for higher education. As the latest in a long history of school-based savings programs, this program pioneers the idea of matched savings in which children and family savings in the students’ accounts are matched one to one up to a maximum of $3,500. Findings suggest that the principal, teachers, children, and their families are enthusiastic …

Asset-Based Policy In Indonesia: Pilot Study And Emerging Opportunities, Michael Sherraden, Li Zou Jul 2006

Asset-Based Policy In Indonesia: Pilot Study And Emerging Opportunities, Michael Sherraden, Li Zou

Center for Social Development Research

The Center for Social Development (CSD) at Washington University in St. Louis collaborated with the Indonesian Ministry of Social Welfare and researchers from the State Islamic University (UIN) to design a major asset-based, poverty-alleviation pilot project in Indonesia. The government committed significant resources to this 5-year study, which formed a major part of the welfare rethinking in the Indonesian Department of Social Welfare’s five-year plan (2006-2010). This pilot study operated in impoverished localities in parallel with Indonesia’s successful microfinance program (Cooperative Micro Businesses, or KUBE program). Discussion of asset building has grown steadily in Indonesian government circles since the idea …

Retiree Health Benefits And Retirement, James Marton, Stephen A. Woodbury Jul 2006

Retiree Health Benefits And Retirement, James Marton, Stephen A. Woodbury

Upjohn Institute Working Papers

Employer-provided health benefit coverage for workers who retire before age 65 has fallen over the last decade. We examine a cohort of male workers from the Health and Retirement Survey to examine questions about the dynamics of retiree health benefits and the relationship between retiree health benefits and retirement behavior, which is important for the debate over increasing health coverage for older Americans without reducing work incentives. On dynamics, we find that between 1992 and 1996, 24 percent of full-time workers who had retiree health benefits lost their coverage, while 15 percent of full-time workers who lacked coverage gained it. …

Incorporating Policymaker Costs And Political Competition Into Rent-Seeking Games, R. Kenneth Godwin, Edward J. Lopez, Barry J. Seldon Jul 2006

Incorporating Policymaker Costs And Political Competition Into Rent-Seeking Games, R. Kenneth Godwin, Edward J. Lopez, Barry J. Seldon

Faculty Publications

We incorporate policymaker costs of supplying rents and variable intensities of competition among rent seekers into the standard rent-seeking game. By incorporating these aspects, the game has greater verisimilitude to the lobbying process. The first aspect captures the fact that in rent-seeking contests there is a positive probability that neither firm will obtain the rent. The second aspect captures the fact that firms seeking different rents still must compete for policymakers' resources. We find that lobbying expenditures, rent-seeking profits, and rent dissipation depend on the intensity of competition and the value of the rent relative to policymaker costs. For example, …

Consumer Confidence Surveys: Can They Help Us Forecast Consumer Spending In Real Time?, Dean D. Croushore Jul 2006

Consumer Confidence Surveys: Can They Help Us Forecast Consumer Spending In Real Time?, Dean D. Croushore

Economics Faculty Publications

In 1993, the Philadelphia Fed undertook a project to develop a real-time data set for macroeconomists, who can use these data in many ways — for example, when analyzing indexes of consumer confidence. existing research indicates that consumer-confidence measures, though highly correlated with future spending, do not improve forecasts of future spending. but these studies used revised data that were not available to forecasters at the time they made their forecasts. In this article, Dean Croushore uses the real-time data set to investigate an important question: Does using data available to forecasters at the time — that is, real-time data …

Wavelet Based Sarima Models For Forecasting Natural Gas Demand, S.M. Aqil Burney, Afzal Saleemi, Syed Akhter Raza

Business Review

Time series analysis has attracted a lot of attention of researchers in recent times due to availability of sophisticated computing facilities. In this paper wavelet transformation and seasonal ARIMA methodology have been used to analyze and forecast time series. First we analyze time series data for gas demand of Sui southern Gas Company (SSGC) of Pakistan and forecast with Box-Jenkins SARIMA models then we look at waveletbased multiresolution analysis (MRA) and SARIMA models predictions using the compressed and de-noised signals. With the right choice of mother wavelets, this method is very successful in analyzing and forecasting time series. In the …

Language And The Structuring Of The Intellect: Towards The Realization Of The Total Man, D.U. Opata Jul 2006

Language And The Structuring Of The Intellect: Towards The Realization Of The Total Man, D.U. Opata

Business Review

The critical definition of the concept, “the total man”, is encumbered by lot of difficulties – epistemic and pragmatic. First, a man qua man because he is a total entity, a complete homo sapein. However, the phrase “the total man” is used here in a stipulative sense to distinguish the liberally educated person from the pure specialist. Second, even in this contextual sense, the concept of the liberal-minded person is still a problematic. Is liberal-mindedness predicated on a person’s breadth of knowledge, even if in the process the person becomes the proverbial “rolling stone that gathers no mass”? Or is …

The Influence Of Children On Family Purchase Decisions: A Phenomenological Approach, Usman Majeed, Nadia S. Banoori

Business Review

This study was conducted to understand the influence of school-going children between seven to ten years of age on family’s buying decision-making in the area of North Nazimabad. A sample of three children was chosen to be interviewed and were asked a number of questions related to their influence on purchase. Later, their parents were interviewed to counter-check their perceptions about their children’s influence. The results showed that children did exert some influence on decisions, especially in cases where the product was for their own use. Another result was that the level of understanding of the children was high enough …

Random Walk Tests For Kse-100 Index: Evidence And Implications, Abdul Rashid Jul 2006

Random Walk Tests For Kse-100 Index: Evidence And Implications, Abdul Rashid

Business Review

The variance-ratio tests are used to test the random walk hypothesis for Pakistan’s stock exchange. The evidence indicates that the stock prices generally do not follow random walk over the entire examined period. This piece of evidence is robust during the second sub-period. During the first sub-period, however, the stock prices do not behave non-randomly. The absence of a random walk is implying that profitable trading rules can be devised. The findings also show that the Karachi Stock Exchange falls back to normal after being dramatically affected by a shock.
