Natural Kantian Or Zoo Economicus? Evolutionary Theories Of Selfishness And Altruism Among Men And Beasts, Ted C. Bergstrom

This paper addresses the question of whether our evolutionary history suggests that humans are likely to be individually selected selfish maximizers or group selected altruists. It surveys models from the literature of evolutionary biology in which groups are formed and dissolved and where the reproductive success of individuals is determined by their payoffs in a game played within groups. We show that if groups are formed randomly and reproductive success of group founders is determined by a multi-person prisoners’ dilemma game, then selfish behavior will prevail over maximization of group payoffs. Is The Drug Court Model Exportable? The Cost-Effectiveness Of A, Christine Eibner, Andrew Morral, Rosalie L. Pacula, John Macdonald

We assessed the cost-effectiveness of the Rio Hondo driving-under-the-influence (DUI) court, a therapeutic court intervention in Los Angeles County targeted to repeat DUI offenders. The effectiveness of this court intervention was determined through a randomized controlled field experiment. Although prior research does not identify differences in alcohol-related or criminal behavior between treated and control individuals at follow-up, we found improvements in behavior for all program participants regardless of treatment status. A cost minimization analysis found that, on average, cost of the DUI court exceeded traditional court expenditures for second-time offenders but produced cost savings for third-time offenders. Since 1990 there has been extensive exploration of the meaning of housing affordability by members of the academic, professional and advocacy communities in Britain. These debates have revealed weaknesses in the traditional ratio standard of affordability and led to arguments in support of an alternative, residual income concept of affordability. However, so far there has been only limited success in operationalising and applying the residual income approach in the UK. This paper examines the negotiations which led to the Brussels Convention of 1902 for the abolition of subsidies on sugar exports, showing how the practice of multilateral commodity trade negotiations was an outcome of this experience. Encompassing diverse fiscal systems, these negotiations began a process of pluri-national harmonization of taxation criteria and regulations, which forced changes to national statutes. They also initiated new forms of economic negotiations and coexistence. When war broke out in 1914, undoing agreements and inaugurating a new era of strict government control of economic activities, multilateralism had been established as a conceptual alternative and a practical …

Building on earlier work by Estevadeordal, we construct a synthetic index (R-index) intending to capture the restrictiveness on market access due to product specific rules of origin (PSRO) that apply at the tariff-line level. The R-index is constructed for rules of origins under NAFTA and under the single list applying to PANEURO, the new regime applying to all EU preferential trade agreements. The R-index highlights how identical PSRO have different impacts across countries, and how the complexity of PSRO varies across sectors. OBJECTIVE: The purpose of this study was to test whether borderline personality disorder is a variant of bipolar disorder by examining the rates of co-occurrence in both disorders, the effects of co-occurrence on a longitudinal course, and whether the presence of either disorder confers the risk for new onsets of the other.

METHOD: A prospective repeated-measures design with reliable independent diagnostic measures and 4 years of follow-up was used to assess 196 patients with borderline personality disorder and 433 patients with other personality disorders.

Cities make it easier for humans to interact, and one of the main advantages of dense, urban areas is that they facilitate social interactions. This paper provides evidence suggesting that the resurgence of big cities in the 1990s is due, in part, to the increased demand for these interactions and due to the reduction in big city crime, which had made it difficult for urban residents to enjoy these social amenities. A USDA Fund for Rural America project is creating economic opportunities for small agricultural and rural businesses in the Lower Mississippi Delta by assisting in e-commerce business development. Select rural businesses are provided technical support in web site development, marketing strategy formulation, electronic retailing services, and space on a secure server for one year. Businesses retaining web sites after this time assume responsibility for maintaining and funding the site. Characteristics of rural businesses adopting e-commerce are compared with those not adopting. The purpose of this paper is to demonstrate the application of qualitative evaluation techniques to generate information for decision making in a field setting. To achieve this goal, the paper presents a brief review of the epistemology of the qualitative technique of participatory action research and use focused evaluation. Increasingly, research of potential socio-economic value is being conducted within cross-sector (government, university, business) inter-organizational networks. Such networks encourage innovation and learning by breaking down rigidities in existing institutions and by providing for ‘knowledge creation in the context of application’. In the process, new organizational forms for research and development (R&D) are emerging. The Cooperative Research Centre (CRC) is the dominant organizational model for cross-sector collaborative R&D in Australia. Between 1926 and 1936, cinema in colonial Korea was a vibrant business, involving the production of domestic films and the distribution and exhibition of American, British, Chinese, French, German, Italian, and Russian films. During this decade, the first golden age of American cinema in Korea, Hollywood films overwhelmingly dominated the Korean market. Korea was an important territory that Hollywood used in its overall global expansion campaign. Amid this globalization operation, the Government-General of Chosen’s film censorship apparatus was a financially self-sustaining operation. This paper reports on the research project, Mapping the written genres of the Japanese workplace which set out to identify, taxonomise and describe the kinds of factual genres used in the Japanese-speaking workplace. The motivation behind this study originates from a desire to know, understand and ultimately, teach authentic genres which have vocational significance for students of Japanese as a second and or foreign language. The study interviewed and surveyed 21 non-Japanese speaking background employees in Japanese speaking workplaces both in Japan and Australia and collected over 127 workplace documents. The Spatial Dynamics Of High School Dropout: The Case Of Rural Louisiana, Mark J. Shafer, Makiko Hori

This study uses data from the Louisiana Department of Education to conduct a spatial analysis of high school dropout. The paper suggests school-level factors influence dropout rates not only within their schools, but also more widely across schools in close proximity. These claims are tested in two distinct ways: (1) by comparing spatial cluster maps of dropout to measures of school processes, effectiveness, and structure and (2) by conducting spatial regression analysis to test whether spatial influences remain after considering school-level predictors of dropout. This study predicts food insecurity with severe hunger versus food insecurity with moderate hunger among low-income households with children and without children. Data for the study was generated from a survey of the clients of nonprofit food assistance agencies in selected southern states. The questionnaire incorporated the 18 core questions for assessing food insecurity, as well as the socio-demographic characteristics of users. A two-stage process involving the application of the Rasch measurement scale and the Logit model was employed to analyze the data. Throughout U.S. history, millions of Americans have migrated between nonmetro and metro areas. Both economic and noneconomic factors have been thought to be important in motivating individuals and families to migrate. Economic opportunities have generally been better in metro communities prompting extensive levels of nonmetro to metro migration. At the same time, nonmetro communities have been felt to offer the advantages of safety, being closer to nature, and having more conservative religious and family values.
