Reform In Lieu Of Change: Tastes Great, Less Filling, Jonathan G.S. Koppell

In this response to Light, Koppell argues that the increasing frequency of reform may reflect Congress's inability to make significant changes to the substance of entrenched government programs. Moreover, he observes that the more profound evolution in government has been the movement toward the market-based provision of services, which has created a demand for new competencies in the public sector.

Food Insecurity Among Homeless And Runaway Adolescents, Les B. Whitbeck, Xiaojin Chen, Kurt D. Johnson

Objective: The purpose of this study was to investigate the prevalence of food insecurity and factors related to it among homeless and runaway adolescents.

Design: Computer-assisted personal interviews were conducted with homeless and runaway adolescents directly on the streets and in shelters.

Setting: Interviews were conducted in eight Midwest cities: Des Moines, Cedar Rapids, Iowa City, Kansas City, Lincoln, Omaha, St. Louis and Wichita.

Subjects: The subjects were 428 (187 males; 241 females) homeless and runaway adolescents aged 16–19 years. Average age of the adolescents was 17.4 (standard deviation 1.05) years.

Results: About one-third of the adolescents had experienced food …

Two Essays On Government Behavior, Li Zhang

The main theme of this dissertation is government’s strategic behaviors. We show that different budget structures give governments incentives to behave differently, and that the Leviathan model and the Bureaucratic model are better in modeling government behaviors than the median voter model. We first discuss theoretically the design of an optimal tax system, promoting the Leviathan government to maximize social welfare in order to maximize its own revenue. Then we examine empirically how government behaviors vary with different budget structures. Location-specific amenities have been shown to play an increasingly important role in individual migration decisions. The role certain amenities play in the location decisions of the highly educated may be the cause of persistent regional differences in certain types of human capital, and consequently in regional productivity. This dissertation examines the determinants of the location decisions of new Ph.D. recipients in science and engineering (S&E). A discrete choice random utility model of the city location decisions of new Ph.D.s is developed to estimate preferences for city attributes as well as willingness to pay for improved amenity quality. Information literacy is one of the major areas emphasized by the National Council for the Accreditation of Teacher Education (NCATE). According to NCATE, all candidates in school settings must be able to systematically integrate information literacy in Pre-K and K-12 school curriculum to assist student learning. The 21st century requires information literate teacher-researchers who are capable of meeting the standards set by the professional organizations such as (NCATE), the Association of College and Research Libraries (ACRL) and the American Association of School Librarians (AASL). Local elected officials provide a representation function for their constituents, expressing citizen preferences for public goods and services and integrating public preferences into government decisions about how to provide and produce public goods and services. In an increasingly networked world, the provision and production of public goods and services frequently occurs through intergovernmental collaboration and inter-local agreements. Public administrators are often viewed as the primary actors in forming intergovernmental agreements, but what role do elected officials play in policy decisions about collaboration? Quantification of the contributions of river-influenced margins to regional CO2 fluxes is difficult due to the high degree of spatial and temporal variability in these regions. We describe an algorithm for assessment of surface water partial pressure of CO2 (pCO(2)) from MODIS imagery in the northern Gulf of Mexico. Principal component analysis and multiple regression were used to relate surface pCO(2) to environmental variables (T, S, chlorophyll). Subsequent retrieval of corresponding products from MODIS-Aqua L1B data permitted the assessment of regional distributions of pCO(2). The “Culture System” was enforced in Java and other parts of Indonesia by the Dutch colonial government between 1830 and 1870. Under this system, Indonesian farmers were forced to put aside part of their land and labour for growing cash crops such as sugar, coffee, indigo, tobacco and pepper, so that they could pay their land tax to the Dutch.

This paper examines the ramifications of two aspects of the Culture System and the policies that allowed its administration. The first of these is the segregation of education and access to higher-level employment on the grounds of race. The second …

We document entry and capacity expansion in US long-distance fiber-optic networks before and during the “telecom boom.” We disentangle the many swaps and leases between networks in order to measure owned route miles versus route miles shared with other carriers. Entry appears much more moderate when these shared miles are not counted. Strategic behavior can lead to excessive entry, and we find evidence of such behavior regarding total miles (including swaps and leases) but not regarding owned miles. We conclude that entry was excessive only with regard to swaps and leases, but not with regard to the physical building of …

This paper reflects on the need for interactivity in first year lectures. This need is suggested to arise from first year students’ diminishing tolerance for impassivity and also from the increasing accessibility of Personal Response Systems (PRS) in terms of cost, user-friendliness and students’ level of technological savvy. The ways in which PRS can enhance interactivity and the importance of increasing interactivity in first year students’ learning outcomes is discussed in terms of factors supporting good learning and enhancing their overall learning experience.

If given the opportunity; individuals or groups that promote intolerance, hate, and bigotry will in time deny rights to all. Discrimination is at least as old as recorded history. Gender And Attitude Toward An International Career: A Survey Of Russian Nationals, H. W. Collier, R. E. Jones, Carl B. Mcgowan

This paper examines attitudes of Russian MBA students toward international careers and finds that gender is not an issue but that respondents with family constraints were less favorable toward an international career. Respondents who are male, single, or with no children were slightly favorable toward international careers. Women and respondents with spouses without a career were neutral toward international careers. Respondents who were married, respondents with children, and respondents with a spouse with a career, were slightly unfavorable toward an international career. The results of this survey indicate that Russian MBA students are, on average, only slightly favorable toward international …
