Time gets much less attention than space in discussions of archaeological scale. This may seem strange in a primarily historical discipline for which the demonstration of human antiquity is something of a defining moment (Grayson, 1983). Part of the reason may lie in the nature of time. Time unfolds along a continuum, and the way observers perceive time depends on their location and the scales they adopt. Compare the contemporary Western experience of earth time, for example, with time at the scale of the universe. This 2006 Nebraska Law Review articles analyzies the 2005 Nebraska Supreme Court decision of Spear T Ranch v. Knaub in which the court adopts section 858 of the the Restatement of Torts (2d) as the judicial rule for resolving conflicts between competing users of surface water and hydrologically-connected ground water.

High HIV-1 DNA (HIV DNA) levels in peripheral blood mononuclear cells (PBMC) correlate with HIV-1-associated dementia (HAD) in patients on highly active antiretroviral therapy (HAART). If this relationship also exists among HAART-naïve patients, then HIV DNA may be implicated in the pathogenesis of HAD. In this study, we evaluated the relationship between HIV DNA and cognition in subjects naïve to HAART in a neuro AIDS cohort in Bangkok, Thailand. Subjects with and without HAD were recruited and matched for age, gender, education, and CD4 cell count. PBMC and cellular subsets were analyzed for HIV DNA using real-time PCR. The median …

Over the past 25 years, welfare and other public policies for families living below the poverty line have developed a primary objective of promoting parents’ self-sufficiency. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), passed in 1996, was a milestone in this effort, limiting the number of years that families can receive federal cash welfare assistance and requiring most of them to participate in work-related activities to be eligible for such assistance. This new emphasis on work was one of the main reasons for the dramatic decline in welfare dependency during the late 1990s. The new legislation, however, also …

Gay and lesbian topics have received much media attention in recent years. Debates have revolved around issues such as gay marriage, adoption rights, and the legal relationship of children born to a homosexual couple with their nonbiological second parent. Corporations have started to provide partner benefits to gay and lesbian employees. Many companies today have added the words “sexual orientation” to their equal rights hiring policies. Nevertheless, discrimination against homosexual people in the workplace is still widely perceived to exist.

Between 1975 and 1989 Anna Jane Moyer produced a series of essays for the Gettysburg College alumni magazine capturing “moments” on campus and in the town of Gettysburg since 1832. Treating people, places, and notable events over the course of the College’s first 150 years, Moyer’s sketches reached an appreciative audience at the time. But with the Gettysburg College 175th anniversary approaching, it seemed appropriate to make her writing more readily available to alumni, friends of the College, students, and scholars.

The Road To Tenure: Obstacles For The Media Adviser, Jeffrey M. Demas

Tenure has been the topic of various journal articles, but few have examined the process from within specific disciplines. This study surveyed 136 advisers of campus radio and television stations to ascertain what obstacles to tenure were associated with this position. Respondents reported that 1) advising a media outlet takes time from teaching and research; 2) advising the station and producing programming is not highly valued by tenure committees; 3) tenure is essential to job security because students tend to push the envelope in on-air activities, and; 4) tenure is an archaic concept and they have no interest in pursuing …

Performance Still Matters: Explaining Trust In Government In The Dominican Republic, Rosario Espinal, Jonathan Hartlyn, Jana Morgan

Political Science Publications and Other Works

What explains low levels of trust in government institutions in democratizing Latin American countries? We examine this question in the Dominican Republic, employing data from three surveys conducted over 1994-2001. Our analysis finds that trust in government institutions is shaped primarily by perceptions of economic and political performance by government. There is little evidence of a relationship between civic engagement and institutional trust, and no relationship between democratic values and institutional trust. We find a curvilinear effect between socioeconomic status and institutional trust, with middle-sector groups significantly less trusting of government institutions than either the poor or the wealthy. Liberalism And Republicanism: In Federal Indian Law, Bethany Berger

This essay shows the ways that, despite apparent contradictions, tribal claims fit within the liberal and republican strands of American democratic theory. Critics of tribal sovereignty and, I believe, the modern Supreme Court, are influenced by the seeming conflict between tribal interests and a liberal philosophical framework. I argue that properly understood, most tribal claims do fit within classical liberal theory, with its emphasis on equality and freedom. It is true that some tribal claims are distinctly those of groups or peoples, and so cannot be adequately captured by an individualist liberal framework. Drawing on the later work of John …

Interlibrary loan departments are frequently looking for ways to reduce turnaround time. The advent of electronic delivery in the past decade has greatly reduced turnaround time for articles, but recent developments in this arena have the potential to decrease that time even further. The ILLiad ILL management system has an electronic delivery component, Odyssey, with a Trusted Sender setting that allows articles to be sent to patrons without borrowing staff intervention, provided the lending library is designated as a Trusted Sender, or this feature is enabled for all lenders. Meeting The Standards: An Analysis Of Eight Grade Educational Assesment Test Scores In Maine, Michael Donihue, Joseph Mattos, Caroline Theoharides, Charlotte Tiffany

This paper examines the impact of socioeconomic factors on eighth grade achievement test scores in the face of federal and state initiatives for educational reform in Maine. We use student-level data over a five year period to provide a framework for understanding the policy implications of these initiatives. We model performance on standardized tests using a seemingly unrelated regressions approach and then determine the likelihood of meeting the standards defined by the adequate yearly progress requirements of the No Child Left Behind Act and Maine Learning Results initiatives. The Colby Green is a campus expansion project which began in October of 2003. The construction would result in three new buildings, additional parking, and an elliptical 75,000-squarefoot green southeast of Mayflower Hill Drive. There were also plans for the construction of three run-off management and sediment ponds below the green, to manage flooding of the green. Three drains in the green transport water to the three retaining ponds which slowly disperse water into the surrounding environment. The ponds were created by constructing earthen dams around the drain outlets. The dams are composed of soil, cobbles, and boulders procured from …

This study compares the effects of social cues on emotional experiences of men and women. Literature suggests that emotional responses are influenced by the presence and expressiveness of other individuals (Hess, Banse, & Kappas, 1995; Jacobs, Manstead, & Fischer, 2001; Fridlund, 1991). We examined whether social cues influence the experience of emotions differently for men and women. Research on gender differences in self-construal (Cross & Madson, 1997) led us to expect that women’s own emotional reactions would be more sensitive to emotional cues from other individuals than men’s.

Objectives: To assess the prevalence and predictors of unprotected sex among HIV+ individuals in clinical care in urban KwaZulu-Natal, South Africa.

Design: Cross-sectional survey of 152 HIV+ individuals attending a hospital-based HIV-clinic.

Methods: Structured interviews were conducted by bilingual interviewers. Sexual risk behaviour in the preceding 3 months was assessed via event counts.

Results: In one of the first studies of its kind in South Africa we found that nearly half of the sample reported vaginal or anal sex during the preceding 3 months, and 30% of these patients reported unprotected vaginal or anal sex. Among sexually active patients, a …

This report is on work-in-progress and is based on the research and data collection undertaken in the first two phases of the project. These two phases focused on the audit of available secondary data and collection of primary data that were used in preparing the profiles of the 17 communities included in the study. A further analysis of the interview transcripts on the views of other stakeholders will be undertaken. The Effect Of Macroeconomic Conditions On Traffic Fatality Rates Across The United States, Katie R. Greenwalt

This study uses state-level data to estimate the effects of macroeconomic conditions on traffic fatality rates. Data was averaged over a five year period (1999-2003) and regression analysis was used to estimate a model to explain the impact of unemployment rates and income on traffic fatalities per vehicle mile traveled across the 50 United States. Variables were also included to control for other factors that affect state fatality rates. These factors include per capita alcohol consumption, speed limits, the percentage of teenage drivers, the relative strength of teenage driving laws, and average state temperature. This paper examines the impact of income inequality on carbon dioxide emissions and the relationship between CO2 emissions and GDP using panel data. It initially examines the relationship between income and environmental degradation without introducing the inequality variable, but then examines how inequality affects CO2 emissions and their relationship with economic growth.

Relying on the linear functional form equations of the levels and log models, this paper finds evidence that support specifications which assume the constancy of the relationship between per capita C02 emissions and per capita GDP.
