Arab countries are attempting to broaden their engagement in the multilateral trading system in a manner that has many implications. Not only have some Arab countries either acceded or are in the pipeline of acceding to the World Trade Organization (WTO), but their new commitments coincides with reorientations in their economic strategies. The purpose of this dissertation is to examine the implications on Arab countries.

This has always been true, but today's pluralistic and ecumenical setting presses us to think in new ways. Taxation is critical for satisfying basic needs and generating an inclusive development process that benefits the poor as well as the rich in Latin America. The World Bank offers tax advice to developing countries, and it pressures countries to follow that advice by making it a condition for receiving development loans at preferential interest rates. This paper argues that in response to a short-term financial crisis. the World Bank recommended a regressive tax system that raises revenue quickly, but, in the long-run slows the satisfaction of basic needs and obstructs the implementation of an inclusive development process. The lack of consistent, reliable data on interregional trade and interindustry transactions hampers complete analysis of regional models. This study implements and tests interindustry transaction flows in a national system of economic regions derived from an interregional accounting framework and initial information on interregional shipments. The method used to construct an interregional Commodity by Industry Flow matrix for the United States involves the construction of single-state SAMs. The interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportation Statistics, which adjusts the estimated interregional SAM to insure the …

Recent corporate scandals demonstrate that rank-and-file employees often remain silent in the face of significant fraud. This silence is unfortunate because corporate employees have inside knowledge of misconduct that gives them an information advantage over more traditional corporate monitors, such as independent directors and government regulators. To address this problem, the Sarbanes-Oxley Act utilized a new approach that encourages employee whistleblowers to disclose information about corporate wrongdoing. This approach, which Professor Richard Moberly labels the “Structural Model,” requires that corporations provide a standardized channel for employees to report organizational misconduct to official monitors within the corporation. How Readable Are Summary Plan Descriptions For Health Care Plans?

SPDs are the primary source of health plan information: The summary plan description (SPD) is the primary source of information for workers who participate in an employment-based health care plan. This study investigates whether private-sector employers’ SPDs are written so that an average plan participant can identify and read important information contained in the document, as required by federal law. The study collected and tested SPDs for 40 health care plans from a diverse national sample and subjected them to content and readability analyses.

A "judicial paradox" exists today concerning the state of equitable remedies available under the Employee Retirement Income Security Act of 1974 ("ERISA"). This paradox exists not as a result of implementation of the statute by a federal regulatory agency, but rather as the result of numerous Supreme Court decisions interpreting the meaning of "appropriate equitable relief" for claims brought under Section 502(a)(3) of ERISA.

An adequate theory of "appropriate equitable relief" under Section 502(a)(3) of ERISA has yet to be developed. Ultimately, the law- equity paradigm has led to judicial decisions under Section 502(a)(3) that contravene Congress's intent to provide …

A series of court opinions and a related line of commentary draw attention to the need for further inquiry regarding the defensible interpretation and application of dangerousness as a consideration in capital sentencing. The court opinions raise questions regarding the manner in which sentencers should interpret and weigh dangerousness as a factor in capital sentencing. In Penry v. Lynaugh, the Supreme Court overturned the capital sentence of a mentally retarded offender under the special issue sentencing standard in force in Texas at that time. This procedure required that the sentencing jury answer two sentencing questions regarding deliberateness and dangerousness. …

The Nine Gal Tavern site (11CH541) is located in western Champaign County, Illinois. Reconnaissance of the locality in 1987 and again in 1991 revealed a complex artifactual assemblage (n=4,875). Historical documentation and the archaeological recovery converge to suggest an evolving site function during the pre-Civil War period. By examining seven sociocultural variables, the pioneer tavern is modeled as passing through three discernable evolutionary stages: the Incidental Tavern, the Incipient Tavern, and the Full Tavern. The first and third of these stages are demonstrated at this site.

In May of 2006, Southeast Uplift of Portland Oregon approached Portland State University Mapping Community Assets Senior Capstone class with a proposed project. They asked the class to explore the community connections and assets in southeast Portland, and, specifically in the Montavilla Neighborhood. They were interested in the community organizations that might exist in the area and the way these organizations interacted with each other and the community as a whole. The class goal was to come up with a tool that could be used in the other southeast neighborhoods based on the research and experience in Montavilla.

In this paper I will use the Bakhtinian notion of polyphony,1 of a choral dialogue of multiple and heterogeneous voices, to elaborate a pluralistic account of cultural identity in general and of Hispanic identity in particular. I will complicate and further pluralize the Bakhtinian notion by talking about the overlapping and criss-crossing dialogues of heterogeneous voices that go into the formation of cultural identities. My pluralistic view emphasizes that cultural identity is bound up with differences and opposes those homogeneous models that try to impose a unique articulation of collective identity on the members of a group. Minorities in the United States have often been treated unfairly by law enforcement agencies. Prior to the September 11, 2001, terrorist attack on the United States, Blacks were the main victims of racial profiling. Since the terrorist attack, however, Arabs and Muslims are becoming the primary targets for profiling by law enforcement agencies. There are some remarkable similarities between the profiling of Blacks and the profiling of Arabs and Muslims. The "romance of authenticity" to which the title of Jeff Karem's timely new study refers is the romance between the American reading public and the regional or ethnic writer who is viewed as providing an "authentic" cultural viewpoint, often to the extent of becoming regarded as the premier representative of that culture. Karem's argument, however, is that too much "symbolic weight" (205) is often attached to the work of writers seized upon as "representative."
