A widely accepted argument among scholars of presidential regimes in Latin America is that inter-branch cooperation is impaired when the president’s party falls short of a majority of seats in the legislature. This argument fails to take into account three factors that should have an effect on executive-legislative relations in the event that the president’s party has no independent control over the assembly: the location of the president’s party in the policy space, the capacity of the president to sustain a veto, and the legislative status of the parties included in the cabinet. “Choosing How To Choose Presidents: Parties, Military Rulers, And Presidential Elections In Latin America”, Gabriel L. Negretto

Students of presidential regimes claim that while the combination of plurality rule for presidential elections and concurrent electoral cycles favors bipartism, majority rule for electing presidents favors multipartism. I argue that a reverse causality also affects the relationship between party systems and electoral systems. Using a bargaining model of institutional change, I propose that while dominant and large parties are likely to choose plurality rule and concurrent elections, small parties are likely to choose majority rule. I also argue that military rulers and mil- itary-civilian coalitions tend to follow the logic of electoral choice of small parties. These hypotheses are …

Gated communities and edge cities are new forms of space production and consumption that promote changes in the character of public space and citizens' participation in public life. This study unveils the phenomena of their creation as a paradoxical attempt to return to community. Curitiba's examples of gated communities and edge cities show that, despite being internationally showcased as a model of good planning and urban design, this metropolis has not been immune to the global capital pressures and urban design tendencies occurring in many urban areas throughout the world, thus signalling both the currency and trans-nationality of these issues.

El Efecto De Los Salarios Minimos En Los Ingresos Laborales De Mexico, David S. Kaplan, Francisco Perez Arce Novaro

This paper analyzes the effect of minimum wages on the income of workers in Mexico. Using panel data from the National Urban Employment Survey (ENEU) and from the administrative records of the Mexican Social Security Institute (IMSS), this paper shows that changes in the real minimum wage induce changes in the same direction on wages in the Mexican labor market. This effect is weaker (although positive) the higher the income of the worker. It is also shown that the effect was stronger in the period comprising 1985-1993 than in the period comprising 1994--2001, suggesting that this effect is losing strength.

La tradicional seguridad ciudadana se sustenta en tres instituciones que operan en sistema: policía, justicia y cárcel, donde cada una cumple una función específica. Si una falla, el sistema falla; si la justicia pierde eficiencia, la policía y la cárcel se afectan, siendo causa y efecto de más violencia.

La cárcel tiene dos funciones: la disuasión, para inducir a no cometer delitos y la rehabilitación y reinsersión de presos a la sociedad. Sin embargo, la cárcel perfecciona y reproduce la violencia –como capital social negativo- bajo la llamada “universidad del delito”. La reincidencia y la nula reinserción lo confirman.

The Role Of Social Factors In The Dynamics Of Sound Change: A Case Study Of A Russian Dialect, Alexei Kochetov

This article presents results of a sociolinguistic study of a Northern Russian dialect as spoken in a small rural community of Pokcha in the Western Urals, Russia. Because of a number of social influences, the dialect has been undergoing a rapid shift towards Standard Russian. The study examines two sound changes in progress: (1) a merger of unstressed mid back vowels and (2) a split of a post-alveolar fricative into two phonemes. The focus of the study is on the role of social factors—age, mobility, education, and sex—in determining the dynamics of the two rather different phonological processes.

The hypothesis ‘licensing by cue’ by Steriade holds that phonological contrasts are maintained in environments that provide better acoustic cues to the contrasts and are neutralized in environments that provide poorer acoustic cues or no cues. This paper tests the hypothesis by examining the distribution of a phonological contrast – the Russian plain/palatalized coronal stops /t/ and /tj/ in various syllable- final contexts. The results of a series of acoustic and perceptual experiments presented in this paper provide some support for the hypothesis: the relative salience of releases in different word boundary contexts (_#k > _#n, _#s) correlates strongly with the …

Syllable Position Effects And Gestural Organization: Evidence From Russian, Alexei Kochetov

Previous articulatory studies have shown that English syllable-initial and syllable-final consonants exhibit different patterns of gestural organization. These differences – syllable position effects – are manifested primarily in the relative timing and magnitude of gestures. In general, syllable-initial consonants show more stable patterns of coordination and “tighter” articu-latory constrictions than the same consonants in syllable-final position. This paper addresses the question of whether syllable position effects hold for other languages by examining the articulatory properties of some Rus-sian syllable-initial and syllable final consonants: the palatal glide /j/ and labial stops /pj/ and /p/. When Does Culture Matter?: Effects Of Personal Knowledge On The Correction Of Culture-Based Judgments, Donnel A. Briley, Jennifer L. Aaker

Four experiments demonstrate that culture-based differences in persuasion arise when a person processes information in a cursory, spontaneous manner, but these differences dissipate when a person’s intuitions are supplemented by more deliberative processing. North Americans are persuaded more by promotion-focused information, and Chinese people are persuaded more by prevention-focused information, but only when initial, automatic reactions to messages are given. Corrections to these default judgments occur when processing is thoughtful. These results underscore the idea that culture does not exert a constant, unwavering effect on consumer judgments. This article pulls together streams of culture-related research found in information-processing and behavioral decision theory literature, and it complements them with a focus on motivations and goals. The authors propose a framework that suggests that (1) the treatment of culture is useful when it incorporates subcultures, including those defined by nationality, ethnicity, religious affiliation, and neighborhood or local surroundings; (2) goals are determined by both cultural background and situational forces; and (3) through its impact on goals, culture influences the inputs used to make a decision, the types of options preferred, and the timing of decisions.
