Judith Russell, the Superintendent of Documents of the U.S. Government Printing Office, remarked at the ACRL National Conference in March 2005:
"With 95% of the new titles added to the Federal Depository Library Program available online, every library now has the ability to access a wide array of government information for its patrons at no charge. Understanding what is already available--and what is coming soon--can help each library plan for the integration of electronic government information into its reference and public services" (Assuring Access).

The increasing popularity of the social web and online communities requires the attention of researchers of conflict resolution. Although there are many ways to resolve conflict offline, the ways in which conflict takes place within a native online context have not been much studied. Are any of the tools and strategies that are used to improve communication offline used successfully online, or are some other strategies taking their place? What communication patterns occur within an online community equipped with comment moderation capabilities? Policy Analysis For Natural Hazards: Some Cautionary Lessons From Environmental Policy Analysis, Matthew D. Adler

How should agencies and legislatures evaluate possible policies to mitigate the impacts of earthquakes, floods, hurricanes and other natural hazards? In particular, should governmental bodies adopt the sorts of policy-analytic and risk assessment techniques that are widely used in the area of environmental hazards (chemical toxins and radiation)? Environmental hazards policy analysis regularly employs proxy tests, in particular tests of technological “feasibility,” rather than focusing on a policy’s impact on well-being. When human welfare does enter the analysis, particular aspects of well-being, such as health and safety, are often given priority over others. “Individual risk” tests and other features of …

Consumers voluntarily pay significant price premiums to acquire unobservable environmental attributes in green markets. This paper considers the performance of eco-certification policy under circumstances where consumers cannot discern environmental attributes in goods, but are able to form rational expectations regarding the extent of illicit activities in the green market. The main results are: (i) fraud is less prevalent in green markets when entry barriers limit the number of firms; (ii) conventional environmental policies on polluting techniques increase the incidence of fraud, and can even preclude the use of non-polluting techniques which would otherwise emerge in green markets; (iii) voluntary eco-certification …

Oil price shocks do not cause inflation, no matter how close the connection seems to be in our practical experience. But they can cause significant price increases throughout the economy. Tracing the way a sharp increase in the price of crude oil affects prices in various industrial sectors of the U.S. economy suggests how big these increases are. Fortunately, our economy seems better prepared now to weather such shocks than in the 1970s and 1980s.

Lean manufacturing has certainly been a hot topic lately for flexo printers and converters. It is rare to attend a conference or look through a trade magazine without seeing the subject as a central focus. Lean seems mysterious, almost Zen-like, partly because we use Japanese terms like muda, kanban, and kaizen instead of just using English translations. For many, we are just getting familiar with the concepts of Lean. Waste identification and reduction are certainly primary themes. Just-in-Time, 5S, Small-lot Production, and Setup Reduction are all recognizable Lean components. Some have seen improvements in their costs and efficiency, but others …

This paper examines the participation of Latinos in the electoral process in New York State. It describes key features of the demographic and political context in which Latino participation takes place and provides an analysis of the Latino presence and role during the 2004 campaign. The paper also includes an analysis of Latino registration and turn-out patterns in the presidential race. Most of the literature on Latinos in New York quite sensibly focuses on activities in New York City. This paper for the first time analyses Latino registration, turnout, and voting patterns in the state as a whole. The patterns …

Is The Compensation Model For Real Estate Brokers Obsolete?, Thomas J. Miceli, Katherine A. Pancak, C. F. Sirmans
Economics Working Papers
This study examines the traditional compensation model for real estate brokers under which both the listing and buyer brokers are paid by the seller based on a percentage of the property sales price. We argue that this model has not evolved to reflect contemporary legal agency relationships and technology-driven information availability. It therefore creates substantial transactional inefficiencies for buyers and sellers at both the matching and bargaining stages of a transaction. While there is evidence that market forces are pushing for a change in the status quo, there is also evidence that the brokerage industry is resisting this change by …
