Technology Policy And Change In Developing Economies: Advancing A Banking Strategy For World Developments, M. O. Mahdi, Patrick Dawson
Faculty of Commerce - Papers (Archive)
This article examines technology policy and change in the Sudanese banking industry. Attention is given to the context of a developing economy that is aiming to fast track into the international banking arena through the introduction and use of new technology that is consistent with banking IT associated with more advanced industrialised economies. Some of the problems of translating a technology policy into practice and overcoming cultural, historical and socio-political legacies and attitudes are analysed and a number of implications for the adoption of IT in developing counties are assessed. Attention is given to the role of managers in translating …

The healthcare industry is rapidly advancing towards the widespread use of electronic medical records systems to manage the increasingly large amount of patient data and reduce medical errors. In addition to patient data there is a large amount of data describing procedures, treatments, diagnoses, drugs, insurance plans, coverage, formularies and the relationships between these data sets. While practices have benefited from the use of EMRs, infusing these essential programs with rich domain knowledge and rules can greatly enhance their performance and ability to support clinical decisions. Active Semantic Electronic Medical Record (ASEMR) application discussed here uses Semantic Web technologies to …

Ontologies enable us to elevate syntactic and structural processing in an information system/Web to an information system/Web powered with semantic processing. Experience has shown that monolithic and tightly coupled approaches seldom succeed, and majority of information systems and applications will need to deal with plurality of ontologies in a loosely coupled environment (i.e., independently evolving ontologies and inter-ontology relationships, existence of different contexts for different users/applications etc.) Development of such loosely-coupled multi-ontology environments entails development of techniques for ontology mapping/alignment, multi-ontology query processing, and much more.

Study Of The University Students' Mental Health At Teacher Training University Of Sabzevar In 2003, Javad Tayyebi
Javad Tayyebi
Background & Purpose:Undoubtedly, nowadays the success of countries in social and economic development depends on their university developing plans; yet achieving this goal is not accessible unless they can bring up experts. University students as one of the most important constituents of the higher education system of each country are the foundation for achieving this goal; therefore, any factor that threatens their mental health can cause great loss to the development process of the society and makes the students have a superficial knowledge. So studying the student's mental health and its related factors plays an important role in achieving the …

How Do The Effects Of Local Growth On Employment Rates Vary With Initial Labor Market Conditions?, Timothy J. Bartik
How Do The Effects Of Local Growth On Employment Rates Vary With Initial Labor Market Conditions?, Timothy J. Bartik
Upjohn Institute Policy Papers
This paper examines how the effects of increased employment growth on a metropolitan area’s employment to population ratio varies with the initial tightness of the metropolitan area’s labor market. This examination is relevant to evaluating the benefits of local economic development policies in different metropolitan areas. Much of the benefits of such policies are in higher employment rates. The empirical estimates suggest that the effectiveness of employment growth in increasing the employment to population ratio is lower in metropolitan areas with “tight” labor markets. In addition, some estimates suggest that growth has the greatest long-run effects on the employment to …

Exploring Characteristics Of Social Classification, Xia Lin, Joan E. Beaudoin, Yen Bui, Xaushai Desai
School of Information Sciences Faculty Research Publications
Three empirical studies on characteristics of social classification are reported in this paper. The first study compared social tags with controlled vocabularies and title-based automatic indexing and found little overlaps among the three indexing methods. The second study investigated how well tags could be categorized to improve effectiveness of searching and browsing. The third study explored factors and radios that had the most significant impact on tag convergence. Finding of the three studies will help to identify characteristics of those tagging terms that are content-rich and that can be used to increase effectiveness of tagging, searching and browsing.

Developing A Meaningful Digital Self-Archiving Model: Archival Theory Vs. Natural Behavior In The Minds Of Carolina Project, Megan A. Winget, Marisa L. Ramirez
Library Scholarship
This paper will review the findings from a research project concluded in 2004, which had the primary goal of learning more about the natural behaviors of people choosing materials for inclusion in a digital archive. Project participants, retiring faculty at the University of North Carolina at Chapel Hill had a number of tasks to perform. They had to 1) survey and choose the materials to include in the archive; 2) develop a “collection development plan” defining the nature of their materials, their intended audience, and the organizational scheme of their collection; 3) provide materials for digitization; 4) supply metadata for …

A Decade Of Reflection: Early Childhood Care And Education In Ireland 1996-2006, Noirin Hayes, Siobhan Bradley
Conference Papers
You are welcome to the first seminar in a CSER series intended to consider aspects of early childhood education and care1 [ECEC] from a policy, research and practice perspective and promote discussion and debate. In this introduction to the seminar I want to outline some of the thinking behind the topic for today and present - with limited elaboration - a personal reflection to add to the discussion and debate. In choosing to reflect on the development and impact of early childhood education and care policy in Ireland it is no surprise that the decade 1996 - 2006 should act …

Engaging Future Scientists In Information Use And Evaluation, Phil Flynn, Mary Lou Baker Jones
University Libraries' Staff Publications
As science and engineering librarians at Wright State University Libraries, we work with the traditional user groups of teaching faculty, research faculty, graduate students and undergraduate students. In recent years a new user group has been getting our attention: middle school science students who are guests of the College of Science & Mathematics' outreach program. Each December, area middle school students participate in "Exploring Science" - a half-day of workshops intended to help "tomorrow's scientists today." Faculty and students from the college provide hands-on workshops in chemistry, biology, anatomy, mathematics, geology, environmental sciences, psychology, engineering, and neuroscience; the University Libraries …
