This article explains the danger of explosive remnants of war when located within communities and the precautions that need to be taken in order to get rid of this problem. It also describes how the Azerbaijan National Agency for Mine Action is trying to address the problem of abandoned ammunition storage in one of the most highly contaminated areas among existing abandoned ammunition storages in the world.

The recent 34-day conflict between the Lebanese armed faction Hezbollah and Israel from July 12 to August 14, 2006, saw extensive use of surface-launched munitions and air-dropped munitions (to a lesser degree), resulting in wartime casualties for military and civilian actors in both Lebanon and Israel. Since the ceasefire agreement, international post-conflict attention has become focused on Lebanon due to the large number of explosive remnants of war left behind after the conflict. As a young man in a war-torn area of Azerbaijan, Elnur Gasimov experienced the shock of being severely injured by a piece of unexploded ordnance. Today, Gasimov’s personal experience has inspired him to work as the Team Leader of the Training and Quality Assurance Team at the Azerbaijan National Agency for Mine Action to ensure what happened to him will not happen to other citizens of his country. Gasimov’s resilience and dedication to his work make him a hero in the demining community.

[1] A midlatitude (25°–65°) monthly zonal median ozone climatology in the upper troposphere and lower stratosphere (UTLS), from 8 to 20 km with a 0.5-km vertical resolution and a 5° latitudinal resolution, is developed on the basis of version 6.2 (V6.2) ozone profile retrievals from the Stratospheric Aerosol and Gas Experiment (SAGE) II measurements from October 1984 to August 2005. To avoid mixing of the tropospheric ozone data with stratospheric values, the thermal tropopause height is used as a base altitude for developing the climatology (the monthly mean tropopause height has been added back to the climatological profile). Outsourcing Induced By Strategic Competition, Yutian Chen, Pradeep Dubey, Debapriya Sen

We show that intermediate goods can be sourced to firms on the “outside” (that do not compete in the final product market), even when there are no economies of scale or cost advantages for these firms. What drives the phenomenon is that “inside” firms, by accepting such orders, incur the disadvantage of becoming Stackelberg followers in the ensuing competition to sell the final product. Thus they have incentive to quote high provider prices to ward off future competitors, driving the latter to source outside.

How Much Does Violence Tax Trade?, S. Brock Blomberg, Gregory Hess

We investigate the empirical effect of violence, as compared to other trade impediments, on trade flows. Our analysis is based on a panel data set with annual observations on 177 countries from 1968 to 1999, which brings together information from the Rose data set, the iterate data set for terrorist events, and data sets of external and internal conflict. We explore these data with traditional and theoretical gravity models. We calculate that, for a given country year, the presence of terrorism together with internal and external conflict is equivalent to as much as a 30% tariff on trade. This is …

In an earlier Nebraska Rural Poll report (August 2006), rural Nebraskans were asked their opinions of newcomers in general to their community. Some parts of rural Nebraska have seen significant growth of a specific group of newcomers, Latin American immigrants. How do rural Nebraskans view recent immigrants from Latin America? How do they view various immigration policies? Do their views differ by community size, the region in which they live, or their education level?
