Even as American attention is focused on Iraq's struggle to rebuild its political and legal systems in the face of violent sectarian divisions, another fractured society - Kosovo - has begun negotiations to resolve the question of its political independence. Kosovo's efforts to establish multi-ethnic rule of law in the context of persistent ethnic divisions offer lessons in transitional justice and in managing legal pluralism for Iraq and other states.

This paper reports on efforts of the Periodicals Librarian at Long Island University’s Brooklyn Campus, a mid-sized urban institution, to measure the awareness of open access (OA) publishing among faculty and document methods that proved effective in raising awareness of the advent of, and debate over, OA publishing. The author reports his survey findings; interprets their implications; reports on the means available at LIU to promote OA and those that proved worthwhile; notes the departmental and committee relationships integral to the process; proposes ideas for future initiatives at LIU/Brooklyn. The Elasticity Of Taxable Income Over The 1980s And 1990s, Seth H. Giertz

Taxable (and broad) income elasticities are estimated using tax return data from 1979 to 2001. Data from the Continuous Work History Survey (CWHS) yield an estimated taxable income elasticity for the 1990s that is about half the corresponding 1980s estimate. Estimates from the full Statistics of Income, which heavily over-samples high–income filers, generally confirm the CWHS results. More sophisticated income control brings the estimates for the two decades closer together—to 0.40 for the 1980s and 0.26 for the 1990s. Work by Kopczuk (2005) implies that the narrowing of the tax base since 1986 could account for 14 to 29 percent …

Research on media technologies frequently has illustrated the tendency for new media to adopt the structural and content characteristics of established mass media. This historical pattern is the outgrowth of a confluence of a wide range of economic and institutional forces. This paper considers the impact of hyperlinking within this process of “massification.” This paper explores the mechanisms by which hyperlinking may both facilitate and impede this process and offers conclusions regarding if and how the dynamics of linking may affect the process of media evolution.

Powered by a philosophy of self-determination and an ideology of a level playing field, the Athletic American Dream has become firmly entrenched in American culture. Following narrative pattterns influenced by both newspaper sports sections and juvenile sports fiction, it coalesces around underdog-to-champion, hard-work-leads-to-victory narratives that shape the sporting imagination and help to forge the masculine ideal that is the foundation of American self-image. The Athletic American Dream is produced, packaged and sold by mass media so successfully that one could argue that it becomes the most dominant vision of the American Dream by the end of the twentieth century.

This study examines factors that impact students' sense of belonging at a Hispanic-serving institution. Findings indicate that various variables measuring academic and social integration as well as experiences with and perceptions of diversity have a positive impact on sense of belonging. Implications support the idea that campus diversity may improve sense of belonging and ultimately improve retention of all students. Implications and recommendations are discussed.

It compared medical fraud to non-fraud crimes done in the healthcare industry. This comparison will be done on a state level. The study attempted to analyze the severity of fraud against non-fraud and that doctors would commit fraud offenses more often than non-fraud offenses.

The focus of this research project was to evaluate individual stakeholder perceptions of the implementation of Structured Decision Making (SDM) as a tool in risk assessment of elder abuse/neglect case referrals in Riverside County Adult Protective Services (APS). The researchers interviewed ten social workers from Riverside County APS, from line workers up to Deputy Director. Constructivist theory was used to develop a joint construct which indicated that the primary benefit of SDM was consistency. Consistency resulted in safety and proctection of the client, social worker and the agency.

The present research proposes a general model of Transnational Teams (TNTs) to investigate how value placed on cultural diversity, cultural adaptation, communication quality, and trust affect the performance of TNTs and their interaction to each other. TNTs contribute to decisions about a firm's total portfolio of transnational interests, global brands and products, organizational configuration, and global sourcing strategy. Qualitative and quantitative methods are applied in this study of thirty members of TNTs from diverse teams.
