While governments, international organizations, and nongovernmental organizations have recognized the importance of collaborating and have established some coordination mechanisms and practices, they will need to overcome challenges that have impeded collaboration in the past for their efforts to be successful. In two of the three countries GAO visited, it found that host governments—which bear ultimate responsibility for combating trafficking within their borders—have passed national anti-trafficking laws and enacted national action plans. However, organizations continue to face numerous challenges when collaborating to combat human trafficking, including varying levels of government commitment and capacity. The Class Content Of Preferences Towards Anti-Inflation And Anti Unemployment Policies, Arjun Jayadev

Economics Faculty Publication Series

This paper assesses class based preferences towards anti-inflationary and anti-unemployment policy. Using a consistent cross-country social survey, I find that the working class broadly defined, and those with lower occupational skill and status are more likely to prioritize combating unemployment rather than inflation. The result is robust to the inclusion of several plausible controls. The idea that the working class is less ‘relatively inflation averse’ is consistent with earlier predictions coming from large body of political economy research in the 1970s. The finding that inflation and unemployment aversion have a distinct class character has implications for current debates on the …

This article argues that the doctrine of Odious Debt, which has enjoyed a revival since the U.S. invasion of Iraq in 2003, frames the problem of odious debt in a way that excludes most of the problematic obligations incurred by twentieth-century despots. Advocacy and academic literature traditionally describe the odious debt problem as one of government contracts with private creditors. Most theories of sovereign debt key off the same relationship. But in the latest crop of cases, including Iraq, Liberia, and Nigeria, private creditors represent a small fraction of the old regime's debts. Most of the creditors are other governments …

Recent years have witnessed an increase in border security as well as continued growth in international truck traffic at the Pacific Highway Crossing (PHC) in Blaine, Washington. As noted in a recent study, the number of commercial vehicles crossing the border between British Columbia and Whatcom County, Washington, nearly doubled during the nineties, and nearly three-fourths of all trucks crossing this stretch of border are processed at PHC. Congestion at PHC continues to be a concern; the study mentioned above found the average waiting time per southbound truck over a four-day period in the summer of 2002 to be about …

American and Canadian markets rely on each other greatly, given the volume of trade that exists between the two nations. Companies of both nationalities see opportunity in business growth by accessing the market and establishing a physical presence in the other country. American firms which expanded into the Lower Mainland in British Columbia and Canadian firms which expanded into Whatcom County in Washington State were surveyed to identify reasons for, and obstacles to expansion. Canadian companies cited strategic value and benefits of proximity to British Columbia. American companies cited strategic positioning and labor availability as benefits in the expansion process. …

Non-indigenous invasive species (NIS) create a multitude of undesired economic, social, and ecological effects. Financial costs include reduced revenue and property value, and prevention and control expenditures (Pimentel et al., 2000). Social impacts include reduction in preferred uses including cultural and recreational activities, as well as loss of valued aesthetic qualities and civic pride in the surrounding ecological landscape (Bureau of Land Management, 2006). Ecological impacts include changes in soil and water quality, alteration of habitats, and displacement of native species (Elton, 1958).

The main objective of this study, conducted in six urban clinics of Dhaka, Bangladesh was to increase contraceptive use among rickshaw pullers, with special emphasis on condom use. The study tested two strategies to increase access to family planning and reproductive health (RH) information and services: a) an educational campaign together with improved availability of condoms; and b) an educational campaign alone. Findings show that rickshaw pullers’ knowledge on contraceptive methods increased significantly in both the experimental sites compared to the control site. Use of any contraceptive method increased significantly in the experimental sites, and condom use increased significantly in …

This article discusses issues involved in the management of the Lower Fraser Valley (LFV) airshed, which straddles the border of Washington State and British Columbia. Many factors influence the management of the airshed, including geography, asymmetric patterns of growth, and differing regulatory contexts. There have been episodes of controversy associated with airshed management, with the greatest recent controversy centered around a 1999 proposal to build an electric generation facility in Sumas, Washington. The socalled “SE2” facility (Sumas Energy 2) received construction permits from Washington State, but died when Canada’s National Energy Board denied a power-line permit that was needed to …

Despite the well-documented associations between social and economic positions and diverse health conditions, the necessity and urgency of exploring the social and economic consequences of an array of health dimensions together have been proposed as a critical area of research to fully appreciate socioeconomic-health inequalities. The overall objective of the present study is to estimate the variance and covariation of two dimensions of health, i.e., self-rated health and psychological well-being, simultaneously, with specific attention to the social and economic influences, utilizing the multivariate response model. The Dynamics Of Daily Retail Gasoline Prices, Michael C. Davis

Previous research has analyzed the behavior of retail gasoline stations in how they adjust their prices. In this paper we analyze the daily movements in prices of four retail gasoline stations located in Newburgh, New York. We find some evidence to support the notion that the behavior is explained by menu costs. There is substantial evidence that the firms adjust their prices asymmetrically, being more inclined to increase than to decrease prices. We conclude that the pricing behavior is being determined by a combination of search costs for the consumers and menu costs for the producers. Copyright © 2007 John …

FDI has played an important part in the industrialization and growth experience of ASEAN countries. The growth in Gross Domestic Product (GDP) of ASEAN as a whole is strongly correlated with inflows of FDIs in the region. The share of ASEAN in global FDI inflows is disproportionately larger than its share in global GDP. About 5% of total world FDI went to ASEAN member countries during the period 1980-2005 while the region accounted for less than 2% of world GDP. The Texas barrier islands have been studied and well documented in relation to barrier island evolution and morphology (Leatherman, 1979; Morton, 1994; White and Weise, 1980). The detailed analysis and mapping of various dune types and systems that comprise Padre Island National Seashore, specifically parabolic dunes, is the focus of this research. Dune surveys and doqq’s, along with wind and weather records were used to develop an improved morphodynamic model for parabolic dunes. Competency to Stand Trial (CST), also known as adjudicative competency, remains an important issue for both judicial and mental health systems, and much effort is invested in research designed to define, assess and determine what factors are most relevant for restoring CST. The purpose of this study was to provide information that might improve the ability to predict which individuals would eventually become competent. Archival data were reviewed for 79 inpatient defendants referred for competency restoration treatment.
